About this file

This file contains the construction specifications and requirements for the Grand Teton National Park Taggart Lake Area Renewal project (PMIS 314711). The project involves construction of a 140-vehicle paved parking lot, multi-use path extension, and trailhead improvements at Taggart Lake, as well as partial demolition and reconstruction of the Cottonwood Creek Picnic Area near Moose, Wyoming. The work is divided into two construction seasons with a winter shutdown from November 15 to May 1, and includes seven primary contract line items: (1) access road, parking lot, and multi-use path; (2) trailhead plaza and perimeter pathway; (3) vault restroom buildings; (4) trail to bridge; (5) utility infrastructure (electrical, communication, and water); (6) restoration and revegetation; and (7) mobilization and general requirements, plus support services for concurrent dry-stack stone wall construction. Work is restricted to specific hours depending on season (30 minutes after sunrise to 30 minutes before sunset May 1-14 and July 1-September 1; heavy equipment limited to 9 a.m.-3 p.m. May 15-June 30), with no work permitted in ungulate winter range, and coordination required with separate contracts for roadway reconstruction and wastewater infrastructure.

The specifications establish comprehensive requirements for environmental protection, wildlife management, safety, quality control, temporary storm water pollution prevention, construction waste management with emphasis on salvage and recycling of materials, and archaeological monitoring. The Government will furnish interpretive panels, boulders, signage components, seed, plants, and accessible tables at no cost to the contractor, who must provide all labor and equipment for installation. The contractor must obtain required permits including electrical utility hookup, Wyoming water quality permits, and hot work permits, and must implement detailed quality assurance and quality control procedures with daily reporting, accessibility inspections, and weekly progress meetings. Construction activities must maintain one lane of Teton Park Road for emergency access, keep the existing parking lot open to the public in 2026, and ensure the new parking lot and access road are substantially completed by November 15, 2027, with all work performed to maintain minimum disruption to park operations and visitor access during the construction period.

2. Construction Schedule Requirements.

3. Construction Schedule Updates.

4. Time Impact Analysis.

B. Purpose: The Construction Schedule ensures adequate planning, coordination, scheduling, and reporting during execution of the work by the Construction Contractor. It shall assist the Construction Contractor and Contracting Officer (CO) in monitoring the progress of the work, evaluating proposed changes, and processing Construction Contractor's monthly progress payments. It shall include the dates in the contract, phases, milestones, occupancies, holidays, weather consideration, a critical path, and the requirements of this section.

1.2 DEFINITIONS

A. Activity: A discrete part of a project identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical activities are activities on the critical path. They start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. Cost Loading: Allocation of the Schedule of Values for completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum, unless otherwise approved by the Contracting Officer.

C. Critical Path Method (CPM): Method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

D. Critical Path: Longest connected chain of interdependent activities through the network schedule that establishes minimum overall Project duration and contains no float.

E. Float: Measure of leeway in starting and completing an activity.

1. Float: Not for the exclusive use or benefit of the Government or Construction Contractor but is jointly owned.

2. Free Float: Amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total Float: Measure of leeway in starting or completing an activity without adversely affecting planned Project completion date.

GRTE 314711 01 32 16 - 2

CONSTRUCTION SCHEDULE
