About this file
This is a Questions and Answers (Q&A) document for Amendment 1 of solicitation 140P1426R0003, the GRTE Taggart Lake Area Renewal project in Grand Teton National Park, Wyoming. The document clarifies specification requirements, material provisions, equipment specifications, and construction methodologies for contractors bidding on this $5M–$10M highway and bridge construction project (NAICS 237310) set aside for small businesses.
Key clarifications include: asphalt mix design specifications (75 gyration superpave with PG 58-34 acceptable); surveillance camera requirements (AXIS Q3626-VE Dome Camera or equivalent with Pan Tilt Zoom capability and NDAA compliance); submission of up to four project examples (three general projects plus one demonstrating porous pavement systems); key personnel flexibility allowing a superintendent to fill multiple on-site roles if qualified; prohibition of construction camps within the park; estimated protection of 27 trees with potential for additional trees; and disposal requirements for cleared materials (reuse onsite where possible, with excess waste transported to approved landfills). The government will furnish specific materials including 20 boulders (5 at Beaver Creek Nursery pit, 15 at RKO Pit approximately 1 and 13 miles away), topsoil if insufficient onsite supply exists, and interpretive signage panels. Contractors are responsible for providing traffic counters (MetroCount RoadPod VP 5910 Plus or equivalent) and pathway counters (MetroCount RidePod BP 5920 or equivalent), importing additional required materials, irrigating parking lot medians and islands, seeding approximately 5 acres of ground disturbance, transplanting seven existing trees, fencing new plantings, and coordinating with the NPS-provided archaeological monitor during ground disturbance in sensitive areas. Non-potable construction water is available at the Beaver Creek fire hydrant.

1. Would the project accept a 75 gyration superpave mix design with PG 58-34?
Answer: Yes, NPS would accept this mix for asphalt. Mix design remains as a submittal requirement.
2. Who is the manufacturer of the Cameras and the Video Management system for this project?
Answer: AXIS Q3626-VE Dome Camera or equivalent product fitting specifications. *See revised Specifications Section 28 20 00 Video Surveillance Part 2 – Products 2.1 System Requirements Amendment 1 Question 2: System requirements to include Pan Tilt Zoom (PTZ) capability.
3. With the reduction in force and being able to go back 7 years in past performance, can we submit previously completed PPQs?
Answer: No
4. Factor 2 – Project Experience asks contractors to submit up to 3 projects. There’s also requirement for contractors to submit 1 project example demonstrating porous pavement systems. Does the porous pavement project count as one of the three projects or is it in addition to the three projects?
Answer: Offerors can submit a total of 4 projects (3 for the project as a whole and 1 for the porous pavement).
5. For Factor 3 and section 01 of the specifications– Key Personnel Experience, and required personnel, the General Contractor is required to have a Supervisor, Site Safety and Health Officer, Environmental Manager, and Quality Control Manager; can key personnel wear more than one hat (e.g., can the superintendent also be the safety supervisor and so forth.)?
Answer: The designated Superintendent can act as the On-site Quality Control Supervisor, the On-site Safety Supervisor, or other on-site role if they meet the qualifications needed for each individual role.
6. Can we get confirmation on whether or not Section 01 11 00, par. 1.6-G “Construction Camp: Establishment of a camp within the park will not be permitted” can be omitted? A regulated camp for crews could reduce project costs if it is allowed.
Answer: A construction camp within the park is not permitted.
7. Is tree protection required outside of limits of disturbance?
Answer: Tree protection may be required for trees located outside the limits of disturbance if construction could cause damage to branches or tree’s critical root zone. See Section 32 00 00 – 1.3 B.
8. Approximately how many trees are required to be protected?
Answer: Tree protection is needed for an estimated 27 trees within the limits of disturbance, however there may be more or fewer trees in the project area than are indicated on the drawings. See Demolition Plan sheets, including Sheet D1.1 Parking Lot Demo Plan, and C4.0 for areas identified to be protected in place with temporary construction fence for duration of work to protect in place existing trees, shrubs, and topsoil in the Taggart Trailhead parking lot area and Cottonwood Creek Picnic Area.
