GENERAL
BACKGROUND:
Big Ram Lake is located in the Arctic National Wildlife Refuge and can only be access by float plane. This site has several buildings located on the site used by U.S. Fish and Wildlife Staff for field research. These buildings (Cook Shack – 288 sq ft, Sleeping Cabin – 240 sq ft, and
Outhouse) were built in 1978 prior to U.S. Fish and Wildlife taking over responsibility for the site.
These buildings are no longer needed and an asbestos, lead paint, and PCB’s paint needs to be conducted prior to demolition of the buildings.
In early August 2025, Arctic NWR Airplane Pilot was doing a routine visit to Big Ram Lake (GPS
Coordinates: N 67.981555, W 146.956400) as it has been several years since our staff had visited the site. A possible AVGAS Spill was discovered at the site. Four (4) fifty-five gallon drums were found lying on their side approximately 15 feet from the shoreline. Note: It is believed that the drums were originally position standing up. The drums that still had remnants of fuel inside had all fallen onto their sides away from the lake. When the barrels were stood up a pin hole leak was observed in one of the barrels. One of the pictures shows the weeping and a pin hole leak in one of the drums.
Approximately 100 gallons of fuel were recovered from the barrels. 20 gallons was removed from the site in 5-gallon containers. Eighty (80) gallons were moved into new drums and into the shed where they are protected from the elements. We are assuming some of the material leaked out of the drums, but cannot determine an exact volume for the release. Note: It is believed the material was being used by a bush pilot operating in the area in the past few years.
SPECIAL CONDITIONS:
Big Ram Lake is a remote location with limited facilities. There are several buildings (i.e. Cook Shack, Sleeping Cabin, and Outhouse) but absolutely no other amenities. (RECC) and an electronically submitted report to the station and the RECC.
The inspector shall take sufficient samples of all suspected ACM building materials and commercial products, lead-based paint (LBP), and PCB Paint in accordance with guidance provided in this document or stricter state regulations and have them analyzed by an Alaska State certified or accredited laboratory for
Asbestos, Lead, and PCB’s.
Suspect asbestos, lead, and PCB samples shall be collected following professional protocols with appropriate sampling tools and leak-tight containers. Each suspect sample shall be individually numbered, recorded on a sample log, description of material, quantified, and submitted under chain-of-custody to a laboratory certified under the Environmental Laboratory Accreditation Program.
A) ASBESTOS
The building assessment surveys will identify friable and non-friable asbestos-containing-materials (ACM) and asbestos containing commercial products. The survey shall consist of the identification, measuring, quantifying, testing and estimating the cost of removal of Regulated Asbestos-Containing Material ( RACM), Category I and Category II non-friable asbestos containing building materials, and commercial products that contain asbestos material. This survey shall be performed by current Certified Asbestos Building Inspector.
1) INSPECTION PROCEDURE
I. Proper bulk sampling methods for suspect ACM will be followed. Proper bulk sampling methods are defined as wetting with amended water, encapsulation after sample collection, and clean-up of debris associated with sample collection.
II. Obtain randomly distributed samples from each homogeneous area as listed in Table I. A material may be assumed to be ACM without sampling or based on the analytical results of fewer samples.
III. Locate and quantify all homogeneous areas of surfacing materials, thermal system insulation, miscellaneous materials, and asbestos commercial products in areas to be demolished or renovated. Note any possible asbestos debris that is present due to deterioration or damage in the above areas. Unless assumed to be ACM, all types of floor tiles in all layers must be inspected and sampled. Whenever necessary, destructive sampling must be done to access ducts and/or pipes in walls or chases and in areas above suspended ceilings to determine if ACM is present for buildings scheduled for demotion. In buildings that are not scheduled for demolition, the report shall identify areas where destructive testing was not conducted.
IV. Analysis of suspect ACM bulk samples through Polarized Light Microscopy (PLM) shall be performed by persons or laboratories with proficiency demonstrated by current successful participation in a nationally recognized testing program such as the National Voluntary
Laboratory Accreditation Program (NVLAP) or the National Institute for Standards and
Technology (NIST) or the Round Robin for bulk samples administered by the American
Industrial Hygiene Association (AIHA) or an equivalent nationally recognized round robin testing program.
V. The laboratory should delineate sample layers (i.e. VAT and mastic; drywall, mud, and tape;
cloth wrap and mag; etc.).
VI. Tabulate results by property address. Show the location and square or linear footage of each homogeneous area. Quantify all assumed materials such as floor tile and resilient roofing and siding as ACM (note multiple layers). If ducts and pipes inside walls could not be visually inspected, they must be assumed ACM. The inspector's name, address, phone number, certification number and date of inspection must appear on each report.
VII. Provide and estimate for remediation of asbestos containing material.
2) ACM sample material shall be analyzed and retained by the laboratory for 30 days in case the Service requests follow on point count analysis.
