About this file
This is a Bid Schedule and Offer Evaluation Information document for a federal contract opportunity with the U.S. Department of Interior for soils and building evaluation services at the Arctic National Wildlife Refuge (NWR) Big Ram Lake site in Alaska.
The contract requires vendors to provide soil and groundwater investigation services (CLIN 0001) and hazardous material evaluation services (CLIN 0002), both priced on a lump-sum basis. Three optional CLINs are available for additional sampling on a per-sample basis: additional soil samples (CLIN 0003), additional groundwater samples (CLIN 0004), and additional hazardous material samples (CLIN 0005). CLINs 0001 and 0002 must include all labor, travel, mobilization, permits, equipment, sampling, analysis, reporting, ADEC coordination, overhead, and profit necessary to complete the Performance Work Statement. Quotes are due June 14, 2026 at 11:59 PM Central Time, with an RFI deadline of June 5, 2026. Submissions must be emailed to Tanner_Frank@ios.doi.gov as three separate PDF files: a completed and signed SF-1449 form, the completed Bid Schedule with vendor information and pricing for all CLINs, and a Technical Submission documenting qualifications.
Technical evaluation uses a Best Value Tradeoff method with price as the primary factor. Vendors must pass technical acceptability requirements on a Pass/Fail basis, including demonstration of ADEC-qualified environmental professional status under 18 AAC 75.33, documentation of relevant contaminated site investigation experience, confirmation of ability to perform all Statement of Work tasks, capability to complete work by December 31, 2026, and ability to perform work in remote Alaskan areas including remote-site logistics. Vendors must also maintain active SAM.gov registration with no exclusions and be classified as an Alaskan-qualified environmental professional. Failure to meet any Pass/Fail criteria results in removal from consideration.
