About this file

This document is a Source Selection Plan detailing the evaluation factors and submission requirements for a hospitality consulting services IDIQ contract with the National Park Service. The evaluation criteria are organized into four main factors: Technical Capability, Management Approach, Past Performance, and Price.

Technical Capability evaluation includes the offeror's technical approach to accomplishing tasks and demonstration of experience developing dynamic financial models for three past hospitality projects. The Management Approach factor assesses key personnel qualifications (project manager and lead financial analyst), staffing depth, and quality assurance processes. Offerors must provide expertise in hospitality consulting including lodging, food and beverage, retail, as well as specialized expertise through teaming partners in personal property valuation, marina operations, houseboats, and transportation. Past Performance requires submission of up to five questionnaires from recent relevant work. Price evaluation will analyze labor rates and hours for reasonableness against competitive prices and the Independent Government Estimate. Labor categories 1-12 are mandatory but can include subcategories that must map to primary categories and not exceed primary category rates.
