A. FACTORS AND SUB-FACTORS TO BE EVALUATED: All proposals will be evaluated on the factors listed below. Offerors are required to provide data addressing all stated factors in a clear and understandable format. If an Offeror does not have data relating to a specific factor, it shall be clearly stated in the proposal. Proposals that do not clearly address all factors may be considered unacceptable and may not receive further consideration.

Quotations will be evaluated using the following factors:

NON-PRICE FACTORS: The purpose of the non-price factors is to assess whether the Offeror’s proposal will satisfy the Government’s minimum requirements. A proposal receiving an unacceptable rating on one or more non-price factors or subfactors will result in an overall unacceptable rating and be ineligible for award.

Factor 1: Technical Approach Factor 2: Past Performance

1. Technical Approach - Quoters shall submit a narrative technical approach, limited to five (5) pages, that discusses the quoter’s planned approach to completing the requirements of the SOW. The narrative must demonstrate the quoter’s understanding of the requirements of the SOW. The quoter must include a detailed schedule (not subject to page count) for the planning, fieldwork, and reporting. The schedule must include a logical approach to the project and demonstrate the quoter’s ability to complete the project within the required contract duration. The Contracting Officer will assess the quoter's understanding of the project scope, and the quoter's overall apparent capability to schedule the complete project within the proposed contract duration. The Government may use independent judgment concerning typical site remediation work.

Evaluation Methodology:

Exceptional: The quoter will receive a rating of Exceptional for a quote that meets or exceeds the project objectives and provides a technical approach that is less than what is stated in the SOW.

4.5 Task 5 – CCAN104 Remedial Action TS3 Installation and Startup

As detailed in the Remedial Design for CCAN104 (AECOM 2023a), Contractor shall implement the remedial action for groundwater extraction and treatment of the impacted groundwater. Specificity within this SOW will supplant the attached Remedial Designs

Contractor must select the most efficient methods for all field work. Contractor shall ensure there is no cross-contamination between samples. Contractor must select the most efficient methods for sampling and analysis. Final well depth will be field conditions dependent. Prior to beginning field activities, the Contractor shall obtain all necessary digging permits, utility clearances, and HN water extraction and discharge permits. TS3 operational power is at no cost to Contractor.

Field work will include, but not limited to:

Installation of two (2) new monitoring wells (over-drilling existing GWM37, and a second new monitoring well to be identified as GWM92A south of GWM37 as per AECOM 2023a). Each new well shall be up to a depth of thirty (30) meters below ground level (bgl). Field conditions will dictate final depths.

Installation of six (6) new shallow extraction wells up to a depth of eight (8) meters bgl: GWM86;

GWM87; GWM88; GWM89; GWM90; GWM91.

Following well installation and purging, all eight (8) new wells listed above shall be initially sampled one (1)-time for a set of basic parameters following guidance provided in chapter 3.1.1 of Bavarian State guideline 3.8/1, which specifies sampling requirements for newly installed wells (parameters as per table 2 of appendix 3 of the guideline., but without biotest). This effort can be combined with the baseline sampling for the site described below, by extending the set of parameters for the eight (8) newly installed wells to comply with guidance provided in Bavarian State guideline 3.8/1, chapter

3.1.1 (See Attachment 5).

Groundwater extraction from eight (8) wells (below are estimated rate per minute).

o GWM37 location (NEW deeper well) -: 15.5 L/min o GWM70- 15.5 L/min o GWM78A -1 L/min o GWM86- 0.5L /min o GWM87- 0.5L /min o GWM88- 0.5L /min o GWM89- 0.5L /min o GWM90- 0.5L /min o GWM91- 0.5L /min

Water Transfer to TS3 from extraction wells o A backflow prevention device will be placed at the location of any pipe joints where water from other wells is entering the main water transfer pipe.

o A backflow prevention device will be placed at the top of each extraction well in the vertical orientation.

Trenching Pipe Installation TS3 power supply connection to main (see Task 3) Outlet shaft construction, new vertical outlet shaft #4 (aka “Structure 4”) o Will serve for the combined treated water discharge of TS2 and TS3 that will ultimately be discharged to Katterbach Creek.

o Shall be sized to account for the treatment area to allow for future needs.

TS3 connection to new outlet shaft #4 (aka “Structure 4”)

Baseline Groundwater Monitoring Schedule

Static water levels: Contractor must conduct static water level (SWL) measurements prior to the GWM well sampling event; SWLs must not be collected within 48 hours during or after a significant precipitation event.

Low Flow Sampling (also called “Low-Stress”) and Purging shall use a submerged pump that can be adjusted to deliver ground water to the surface; ideally, the flow rate of water from the pump will approximate, or be less than, that entering the well from the surrounding formation. The purpose of this technique is the recovery of representative samples of the water in the formation adjacent to the well screen as it does not cause excessive movement of water from the soil formation into the well. Stagnant water above the screen and below will not usually be purged or sampled.

High pumping rates and bailers may increase the turbidity of samples, introduce aeration and sample agitation, cause mixing of chemically distinct water zones within the aquifer, and shall not be used.
