About this file
This is a Sole Source Justification Form submitted by the State of Illinois, Central Management Services, Bureau of Property Management, for the rental of a 200-ton chiller for the Dickson Mounds Museum located at 10956 N. Dickson Mounds Road, Lewistown, Illinois. The project, identified as SEFS Chiller Rental Y0108 Lewistown, addresses an emergency need to control humidity levels within the museum to preserve artifacts following the failure of the facility's existing chiller system. The rental period extends from April 1, 2026, through October 31, 2026, with a duration of seven months and no renewal options. The scope of work includes chiller startup in April, winterization in October, and shutdown and hose removal. The need was identified on December 29, 2025, with a required completion date of April 1, 2026.
The total contract value for the initial term is $147,153.34, funded entirely through state funds with no federal or other funding sources. Carrier Corporation is the sole vendor being awarded this contract, selected as the economically feasible source due to its proximity to the site (within 50 miles), immediate availability of the required 200-ton chiller capacity, and willingness to winterize and store the equipment on-site at no cost during the winter months. This arrangement resulted in estimated savings of approximately $49,000 by eliminating return transportation fees in the fall and redelivery fees in the spring. The procurement is justified as an emergency repair and chiller rental necessitated by the museum's critical climate control requirements while the Capital Development Board determines the appropriate long-term course of action for equipment replacement. The sole source award was approved on March 30, 2026, with a public hearing opportunity extended through April 4, 2026.

DropDownList1: Since we were waiting on CDB to decide a course of action, Carrier Corporation was willing to allow the chiller to be winterized on site at no charge and available for the 2026 season . This saved the State money by not having to pay return fees and then re-delivery fees for the 2026 season.

Q1Answer: Rental of 200 Ton chiller to control humidity at the Dickson Mounds museum located at Y0108, 10956 N. Dickson Mounds Rd, Lewistown, IL 61542 for the 2026 season.
Q2Answer: Rental of a 200 Ton chiller for the Dickson Mounds museum including Start Up and Winterization of the unit.
Q3Answer: Since we had declared the emergency back in May 2025 due to the failure of the chiller in the museum, and required the rental of the 200 ton chiller while CDB is preparing a course of action, BoPM reached out to see who had the size of chiller on hand that we needed immediately and was close enough to get it there asap. Carrier Corporation was the only vendor who had the 200 Ton sized chiller needed and were within 50 miles of the location so that they could get it to the museum asap. As they were willing to winterize and leave the chiller on site for the winter, it saved the State money in that we did not have to pay to have it returned to the vendor and then bring it back again for the 2026 season beginning 04/01/26. Estimated cost savings would be $22,500 to pack up and remove in the Fall, including a wrecker for transportation and then an additional $26,500 to bring it back in the Spring, set it up, including the wrecker for transportation.
Q4Answer: This is an extremely large chiller that is not readily available from most vendor located close to the museum. Due to the expensive transportaton costs we looked for something close to the location that needed the chiller.

Q5aAnswer: We had to have a 200 Ton chiller in order to control the humidity in the museum to preserve the artifacts.

Q7Answer: As Carrier Corporation was the only vendor close enough and had the item on hand, we there is no comparison to be done. As this Vendor was willing to store the unit on site over the winter at no cost to the State, while CDB is determining the best course of action, to save money we are using the stored chiller and will be renting it for the 2026 season.

Q8aAnswer:
Q9Answer: If this Sole Source is not approved and we would have to competitively bid, we would have to declare another emergency to utilize the 200 Ton chiller in place to maintain the humidity in the museum while we go out for bid and as there is only 1 vender (the one we are requesting) within a reasonable distance who has a 200 Ton Chiller, it would not be fair competition. Since CDB is still deciding whether they want to replace the chiller at this time, it wouldn't make sense to do a solicitation for a chiller rental and then go in another direction. BoPM is at the mercy of CDB and their decision.
