About this file

This is an Addendum 2 document containing vendor questions and answers related to RFP 26-494DOT-FINAD-B-50588 for a Public Participation Plan issued by the Illinois Department of Transportation (IDOT). The contract requires the development of a Public Outreach Policy Guide focused exclusively on statewide planning and programming initiatives, not district-led transportation projects or Phase I and Phase II design projects. The vendor is responsible for collecting feedback from different IDOT districts as part of internal engagement activities and developing a Policy Guide Training and Execution plan for both internal and external stakeholders. The scope does not include updating Chapter 19 of the BDE Manual or incorporating recommended changes to that chapter based on the new Policy Guide.

Regarding confidentiality and pricing, offerors should refer to Section E.2 of the RFP for guidance on Public Record and Requests for Confidential Treatment. The document does not specify whether pricing information is automatically considered confidential or whether different aspects of pricing are treated differently in terms of confidentiality designations.
