About this file
This document is a vendor questions and answers addendum to RFP 26-494DOT-FINAD-B-50588 issued by the Illinois Department of Transportation (IDOT) regarding a Public Participation Plan project. The RFP solicits consulting services for public outreach and communications, with vendors required to submit at least three samples demonstrating experience with similar projects performed for State DOTs, metropolitan planning organizations, or other transportation agencies within the last three years. Documentation of five years of public outreach service experience must be provided, with acceptable formats including project sheets, public involvement exhibits, web designs, or similar materials. Vendors must submit all required samples and documentation with their proposals for evaluation and scoring based on relevance to the RFP scope.
The RFP establishes a Business Enterprise Program (BEP) goal of 9% to be fulfilled by a BEP-certified vendor. The vendor meeting the BEP goal must be certified in at least one of the solicited NIGP codes (918-24 Communications Consulting and/or 918-26 Public Relations Consulting). This addendum clarifies requirements that were previously ambiguous in the original RFP, specifically addressing the number of samples required (three samples rather than the conflicting two and three samples referenced in different sections) and the types of acceptable documentation for demonstrating experience. No specific contract term, pricing information, award dates, or response deadlines are detailed in this vendor questions and answers document.

Addendum #1 Response to Offeror’s Questions to RFP
Below are the responses to the questions that the Agency received regarding this RFP:
1. We are requesting clarification regarding the NIGP codes used to establish the BEP Goal of 9%.
For the 9% goal to be met, will the BEP Certified Vendor identified on the Utilization Plan need to be certified in both 918-24 – Communications Consulting and 918-26 – Public Relations Consulting NIGP codes? Is it possible for the 9% BEP Goal to be met if the BEP Certified Vendor is only certified in NIGP code 918-26 – Public Relations Consulting?
Response: The vendor fulfilling the BEP Goal must be certified in at least one of the solicited NIGP Codes.
2. Could IDOT clarify what they consider to be acceptable documentation under Section F.3.1, which states: “Vendor should provide documentation in its proposal demonstrating their experiences for the last five (5) years providing public outreach services.” Is IDOT expecting firms to include project sheets, examples of public involvement exhibits, web designs, or similar materials?
Response: Documentation should be provided and any of the examples listed would qualify.
3. Additionally, could you confirm the number of samples consultants should include in their submittals? Section F.2.1 states: “Vendor shall submit at least three samples,” while Section F.3.4 states: “Provide two samples of previous outreach communication efforts.”
Response: Both Section F.2.1 and F.3.4 should say three (3) samples (see below).
F.2.1. The Vendor shall submit at least three (3) samples with their proposal, demonstrating their experience in similar projects with State DOTs, metropolitan planning organizations, or other transportation agencies.
F.3.4. Provide three (3) samples of previous outreach communication efforts similar to those specified in Section B.2, performed by the proposed staff within the last three (3) years.
Submittals will be evaluated and scored based on relevance to the scope of this RFP.
Samples must be submitted with proposal.
