About this file

This document is an Addendum #3 for the Illinois State Board of Education's (ISBE) Illinois Educator Preparation Profile (IEPP) Meeting Facilitator procurement. The contract seeks a vendor to facilitate stakeholder advisory group meetings for evaluating and expanding accountability metrics for educator preparation programs, specifically focusing on teaching, school support personnel, and administrative preparation programs. The project will span from contract award through June 30, 2028, with key deliverables including creating meeting agendas, leading Core Planning Team meetings, organizing stakeholder advisory group meetings, and producing recommendation reports. The procurement will be evaluated using a 530-point system (400 technical points, 80 diversity points, 50 pricing points), with proposal submissions due by September 8, 2025, and an anticipated contract award in October 2025.

The procurement is not set aside for small businesses and requires vendors to complete a comprehensive Commitment to Diversity (C2D) Vendor Answer Sheet evaluating diversity, equity, and inclusion practices. Vendors will be assessed on engagement with businesses owned by women, minorities, and persons with disabilities, including goal compliance, subcontracting activities, DEI spending, and workforce diversity representation. All meetings will be virtual, with 1.5-hour technical advisory and stakeholder advisory group meetings. ISBE is seeking an assertive, task-oriented facilitator who can manage meetings effectively, ensure equitable participation, and contribute substantive insights. The state reserves the right to cancel the award if negotiations fail to meet an acceptable price point, and no specific budget range is detailed in the documents.

SBE: Illinois Educator Preparation Profile (IEPP) Meeting Facilitator Question and Answer Addendum #3

1. As it relates to the guest speakers, what requirements will be considered/reviewed to determine if a speaker is reputable?

ANSWER: ISBE will charge the facilitator with finding guest speakers who are reputable content experts in a particular area. For instance, the facilitator could look at other state education agencies or universities in other states that have led work or research in a particular topic area and recommend an administrator from those organizations serve as a guest speaker. All recommendations will be reviewed by the Core Planning Team and approved by ISBE before being finalized.

2. What in-person requirements will there be for meetings? For instance, will guest speakers be required to be in-person for meetings?

ANSWER: Ther are no in-person meetings. All meetings will be virtual.

3. Will a Q&A zoom call be hosted for vendors as it relates to this bid?

ANSWER: No, all questions should be submitted in writing and responses will also be provided in writing.

4. How will success be measured for each meeting?

ANSWER: ISBE seeks an assertive, task-oriented facilitator who will keep meetings on topic, professionally table off-topic discussions, and ensure equity of voice among members. The facilitator will engage members and contribute to discussions by asking questions or sharing insights. The facilitator must also be able to react to spontaneous circumstances (such as technology problems or readjusting meeting segments if one segment runs over the planned timeframe) to ensure meetings stay on track. Each meeting will have at least one objective. The facilitator will set objectives for the Core Team Planning and Debrief calls, and the Core Planning team (including the facilitator) will determine objectives for all advisory group meetings. Meetings will be considered successful if there is high and equitable engagement among members, if meeting objectives are met, and if meetings end by the established time.

5. In Attachment A - Project Milestones and Deliverables, in January to June 2028, there is a reference to an additional set of 4 stakeholder advisory group meetings (listed below), whereas the RFP only lists “up to 4 technical advisory group meetings” in the Table B2 Volumes and Quantities and in the F1 Contract Requirements sections. Can ISBE clarify whether this additional set of 4 stakeholder advisory group meetings for all four educator types is required in April to June 2028 or whether this was included in error?

Plan, prepare for, and lead stakeholder technical advisory group meetings for principal preparation, teaching, school support personnel, and administrative programs. (Meetings will occur once every three weeks April through June).

ANSWER: The deliverable mentioned above should NOT have been included and was a drafting oversight. There will only be 4 technical advisory group meetings in spring 2028 and those meetings are included in this deliverable within Attachment A:

“January- June 2028: Plan, prepare for, and lead technical advisory group meetings for teaching, school support personnel, and administrative programs (up to four meetings).”

6. The RFP indicates that the Technical Advisory Group (TAG) meetings and Stakeholder Advisory Group (SAG) meetings are “up to 2 hours” in length. Attachment A indicates the meetings are 1.5 hours in length. Can ISBE clarify the correct preferred length for both meeting types - the SAG and TAG?

ANSWER: Meetings should be 1.5 hours.

7. Does ISBE have a preferred organization or order for addressing the requirements and desired elements in the “technical response” section of the proposal?

ANSWER: ISBE prefers that vendors address items in the order they are listed in the proposal. This helps with ease of locating information as ISBE scores.

8. Does ISBE have an assessment tool in place to measure the success of the project or is the Meeting Facilitator expected to develop this tool?

ANSWER: ISBE does not have as assessment tool to measure success and would appreciate any tool the facilitator brings to the project.
