About this file
This document is an Addendum #1 for a procurement by the Illinois State Board of Education (ISBE) related to the Illinois Educator Preparation Profile (IEPP) Meeting Facilitator contract. The procurement seeks a vendor to facilitate stakeholder advisory group meetings to develop and refine accountability metrics for educator preparation programs, with the contract spanning from award through June 30, 2028. The project involves multiple phases of stakeholder meetings, research, and pilot data collections, with specific focus on principal preparation in 2026-2027 and subsequent work on school support personnel, teaching, and administrative programs in 2027-2028. Proposal submissions are due by September 8, 2025, with an anticipated contract award in October 2025.
The procurement will be evaluated using a 530-point system, with 400 points for technical requirements, 80 points for commitment to diversity, and 50 points for pricing. The contract is not set aside for small businesses, and vendors must complete a comprehensive Commitment to Diversity (C2D) Vendor Answer Sheet evaluating their diversity, equity, and inclusion practices. Vendors will be assessed on engagement with businesses owned by women, minorities, and persons with disabilities, including goal compliance, subcontracting activities, DEI spending, and workforce diversity representation. The state reserves the right to cancel the award if negotiations fail to meet an acceptable price point. While no specific budget range is detailed, the project's complexity suggests a substantial contract value.

SBE: Illinois Educator Preparation Profile (IEPP) Meeting Facilitator Question and Answer Addendum #1
Related Sections: A.1, A.2, F.1 (Contract Requirements), F.2 (Mandatory Requirements)
1. Meeting Facilitation Scope – For large advisory meetings with multiple breakouts, will ISBE provide additional facilitators/note-takers, or is the expectation that the vendor provides all facilitation personnel for each subgroup? (A.1, F.1 – Advisory Group Meetings) ANSWER: ISBE will provide a Principal Consultant for each break out room to support facilitation and will be responsible for notetaking within the facilitation groups. For example, if there are four breakout rooms, 4 ISBE staff will be provided.
2. Virtual Platform Integration – Does ISBE have a preferred virtual meeting platform, or must the vendor’s choice integrate with ISBE systems (e.g., Microsoft Teams, ZoomGov)? (F.2.3) ANSWER: ISBE prefers Zoom due to past success with this platform, but Vendors may use their preferred virtual platform.
3. Content Development – For guest speakers and content presentations, will ISBE provide pre-approved topics and contacts, or is the vendor expected to research, recruit, and manage all logistics? (F.1 – Advisory Group Meetings) ANSWER: The Core Planning Team will identify topics, but the Vendor will be responsible for recommending guest speakers who can speak to the topic. It is the vendor’s responsibility to identify and recommend guest speakers (including contact information) and presentation content for ISBE’s review and approval.
4. Research Parameters – Is there an established research framework from IWERC or prior contractors that vendors must follow, or is methodology entirely vendor-determined? (B.3, F.1) ANSWER: In 2020, IWERC conducted research that recommended changes to improve data quality and enhance the evaluation of program performance. This research will inform refinements to the IEPP and the development of new scoring criteria. Vendors may use their own methodology to conduct new research as part of this solicitation.
