About this file
This document is an Addendum #2 for the Illinois State Board of Education's (ISBE) Illinois Educator Preparation Profile (IEPP) Meeting Facilitator solicitation. The project seeks a vendor to facilitate virtual meetings for core planning teams, advisory groups, and technical advisory groups to develop and pilot new indicators for educator preparation programs. The contract will span from execution through June 30, 2028, with specific focus on principal preparation in 2026-2027 and subsequent work on school support personnel, teaching, and administrative programs in 2027-2028. Proposal submissions are due by September 8, 2025, with an anticipated contract award in October 2025.
The procurement will be evaluated using a 530-point system, with 400 points for technical requirements, 80 points for commitment to diversity, and 50 points for pricing. No budget maximum was disclosed, and no stipends for advisory group members are allowed. Expenses are not permitted under the contract. The vendor will be responsible for all meeting communications, including scheduling, calendar invitations, and registration links. Vendors must submit two client testimonials in a narrative format not exceeding one page and complete a Commitment to Diversity (C2D) Vendor Answer Sheet evaluating their diversity, equity, and inclusion practices. All pricing must be submitted via the BidBuy portal's Items tab, with line items for all three contract years.

SBE: Illinois Educator Preparation Profile (IEPP) Meeting Facilitator Question and Answer Addendum #2
· Project context and scope of work
1. Did ISBE contract with a vendor to facilitate the principal prep advisory group? If so, with whom? Was ISBE satisfied with their performance?
ANSWER: ISBE worked with an individual from West Ed for the principal preparation advisory group. The indicators recommended by this group will be piloted in the upcoming annual program reporting cycle.
2. Would ISBE prefer that a prospective vendor for this opportunity coordinate their proposal with a prospective vendor who is applying for ISBE's IEPP Technical Expert opportunity?
ANSWER: ISBE has no preference.
3. Our understanding from the RFP is that all meetings of the Core Planning Team, Advisory Group and Technical Advisory Groups will be conducted virtually. Is this correct, or should we plan for certain critical meetings to be held in person?
ANSWER: Correct- all meetings will be held virtually.
4. Will ISBE staff manage scheduling, calendar invitations and meeting registration or will the vendor do so?
ANSWER: ISBE would like the vendor to send all communication to the core planning team, advisory groups, and technical advisory groups, including calendar invitations and meeting registration links. The facilitator will also schedule the meetings.
· Budget and pricing proposal
1. What is the budget maximum or budget range for this scope of work?
ANSWER: ISBE prefers not to disclose the maximum range as this solicitation invites competitive bids.
2. Should our budget include stipends or other compensation for Advisory Group/Technical Advisory Group members? If so, does ISBE have parameters around the compensation amount?
ANSWER: No, your budget should not include stipends to any group members.
3. F.5.3 on p. 33 reads, “EXPENSES ALLOWED: Expenses are not allowed as follows: N/A.” Can you confirm that this means expenses are allowed for this project if applicable?
ANSWER: This section means that expenses are not allowed under this contract.
· Submission requirements
1. Requirement F.3.4 on p. 29 calls for two client testimonials. Does ISBE have a preferred format and length for these testimonials?
ANSWER: ISBE prefers a narrative format that does not exceed one page.
2. F.5.1.1 on p. 32 states, "Offeror shall submit pricing in the Quote Items tab on BidBuy." In the BidBuy portal, the items listed appear to be two sets of instructions and three lines items for each year of the IEPP Technical Expert project. Can ISBE clarify which Quote Items applicants should use to submit pricing?
ANSWER: All pricing needs to be submitted via the Items tab. No separate attachments are required. Please make certain to lock any pricing-related information. All line items for all three years must be filled out.
3. F.5.1.2 on p. 32 states, "Offeror shall submit pricing via the attachments tab in BidBuy, utilizing the Agency-provided form for pricing." There is no pricing form in the Required Documents section of the quote or in the File Attachments section of the bid. Where can this form be found?
ANSWER: All pricing needs to be submitted via the Items tab. No separate attachments are required. Please make certain to lock any pricing-related information.
4. An "Attachment B: Agency Specific Terms and Conditions" is referenced on p. 33 of the RFP. Where can this attachment be found?
