About this file
This is a Group List document supporting the Virginia Sheriffs' Association (VSA) First Responder Supplies and Equipment Procurement Program for the 2025-2026 contract period. The document outlines 101 available product and service groups that vendors may supply, encompassing a comprehensive range of first responder equipment and supplies spanning 472 line items across multiple categories. These categories include adapters and brackets, ballistic shields, cameras, communications equipment, cybersecurity solutions, drones, firearms and ammunition, medical equipment and supplies, personal protective equipment, software, tactical robots, technology hardware, training systems, uniforms, and specialized equipment for law enforcement, fire, and corrections departments. The bid period opened May 1, 2025, and closed May 23, 2025, at 12 noon EST, with a pre-bid conference conducted on March 18, 2025, via Zoom. Contract awards were scheduled for June 20, 2025, with the contract effective from June 20, 2025, through June 19, 2026. The VSA reserves the right to award the contract in whole or in part to qualified vendors.
Vendors must offer a minimum 6% discount off manufacturer's suggested retail price (MSRP) and include a 0.75% commission fee as part of their bid submission. The procurement is open to all qualified vendors without specific set-aside designations. Bidders must submit comprehensive documentation including manufacturer certifications, insurance certificates, and five government references with at least one from a Virginia public body. Vendors must demonstrate financial competency through bank references and company summaries, maintain comprehensive insurance coverage, and provide a drug-free workplace certification. The VSA may conduct on-site inspections to confirm vendor capabilities. This cooperative purchasing contract is designed to benefit public bodies throughout the United States and leverages a catalog discount model allowing participating agencies flexibility in selecting equipment from multiple manufacturers through a single competitively bid contract vehicle.
