The platform will serve departments including Marketing, Parks & Recreation, Police, Libraries, and DoTS, with role-based dashboards, issue assignment workflows, governance support, reporting functionality, and self-service training capabilities. The estimated implementation timeline following contract execution is 3-6 months, including onboarding, configuration, initial scans, baseline reporting, and training rollout. The formal competitive procurement process (RFP No. 26-178) was released on April 8, 2026, with a questions deadline of May 11, 2026, and proposal response deadline of May 19, 2026, at 3:00 p.m., submitted electronically through the OpenGov Procurement portal. The initial contract term is one year with two optional one-year renewal periods at mutual agreement. Evaluation will be scored on a 100-point scale across five weighted criteria: Qualifications and Experience (20 points), Project Approach (35 points), Cost Analysis (15 points), Schedule (20 points), and Business Enterprise Program Outreach and Utilization (10 points).
The estimated first-year platform cost is $75,000 with annual maintenance costs of $70,000 for subsequent years, funded through Operating Fund 5019, Department 230, Division 1749, with potential cost allocation across benefiting departments to be evaluated as the initiative progresses. The RFP encourages participation by Small Business Enterprises, Women Business Enterprises, Veteran Owned Businesses, and Minority Business Enterprises, with vendors required to submit a Subcontractor Utilization Plan demonstrating diverse business engagement efforts, though no minimum participation level is mandated. Vendors must be registered with the Florida Department of State Division of Corporations, comply with Florida's E-Verify system, acknowledge Florida public records laws, and maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate, plus technology errors and omissions insurance of one million dollars. The technology solution must be cloud-hosted within the contiguous United States with redundant secondary facilities, four-hour backup intervals, and annual business continuity and disaster recovery testing. No existing incumbent vendor or infrastructure requiring integration has been identified.
