About this file

This is a Technology Review Authorization Request submitted by the City of St. Pete's Marketing and Communications Department for a cloud-based digital accessibility compliance platform. The City seeks to procure a solution that provides automated and manual accessibility testing, remediation guidance, document accessibility review, governance support, reporting, and training capabilities. The platform will support compliance with Title II of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, Florida accessibility requirements, and related federal guidance. The solution is designed for multi-departmental use, including Marketing, Parks & Recreation, Police, Libraries, ADA/HR, and DoTS, with role-based dashboards and issue assignment workflows to monitor public-facing websites, digital documents, and communications. The estimated implementation timeline is 3 to 6 months following contract execution, including onboarding, configuration, initial scans, baseline reporting, and staff training. The procurement process has received appropriate approvals from departmental and Oracle review teams as of February 24, 2026.

The platform will be procured as a cloud-based and hosted solution, with an original purchase amount of $75,000 for the first year and an estimated annual maintenance cost of $70,000 for the second year. The funding source is Operating Fund 5019, Department 230, Division 1749, though cost allocation across benefiting departments may be evaluated as the initiative progresses. The platform is not intended to store sensitive personal, financial, or health data; however, limited user account information such as name, email address, and role may be retained for authentication and training tracking purposes. No integration with transactional or back-end City systems is anticipated at this stage, though the platform may integrate with City systems for user authentication and will scan public-facing websites and documents for accessibility compliance purposes.
