About this file

This is a Subcontractor Utilization Plan form (Form C) for the City of Tampa Bay's Citywide Digital Accessibility Compliance Platform procurement. The document establishes requirements for proposers to demonstrate their intent and commitment to engaging small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses within the Tampa Bay Region. Proposers must detail their specific efforts to reduce barriers to participation by these business categories, including outreach initiatives, educational support, mentorship programs, and process modifications designed to increase diverse business participation in the project. The platform being procured is a cloud-based digital accessibility compliance solution that will enable automated monitoring, remediation guidance, governance, reporting, and staff training across multiple city departments to ensure compliance with ADA Title II, Section 508, and related accessibility standards.

The Subcontractor Utilization Plan requires proposers to identify anticipated percentages of contract amounts allocated to Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE), along with listing specific anticipated subcontractors in each applicable category. Participation goals for small, veteran, minority, and women-owned businesses are voluntary, and proposers will not be deemed non-responsive for submitting a plan with zero diverse business participation. However, the City actively encourages proactive engagement with small and diverse business enterprises. No minimum participation level by small, veteran, minority, or women-owned businesses is mandated as a condition for contract award.
