About this file

This document is a set of instructions for using the Department of Defense (DoD) Secure Access File Exchange (SAFE) system for submitting solicitation and contract documents to the 379th Air Expeditionary Wing at Al Udeid Air Base. The instructions outline a step-by-step process for requesting and using a secure drop-off link from the Contracting Officer, with key requirements including: emailing the Contracting Officer to request a document drop-off link, ensuring the link is requested at least 24 hours before the solicitation deadline, and understanding that the generated link is only valid for 14 days. Users must encrypt files containing PHP, PII, and FOUO information, and cannot upload classified information to the system.

The detailed instructions cover how to navigate the DoD SAFE web interface, including filling out sender and recipient information, adding files, and using the "Drop-Off Files" button. Important notes emphasize that once files are dropped off, the user cannot send additional documents using the same link and must request a new link if more files need to be submitted. The system is designed to provide a secure method for transferring documents that may be too large or sensitive for standard email transmission to U.S. Air Force personnel.
