About this file
This document is an attachment detailing base access procedures for contractors working at Al Udeid Air Base (AUAB) in Qatar. The document outlines five types of access passes: Vehicle Entry Authorization Application (VEAA), Entry Authorization Application (EAA), Unescorted Entry Authorization Application (UEAA), Multi-Media (MM), and Installation Access Application (IAA). Each pass has specific requirements, such as a six-month validity period and mandatory documentation like QID and passport. The access process takes approximately 60 days and involves multiple steps including submissions to the Unit Pass Coordinator (UPC), reviews by Qatari offices, appointments for verification and fingerprinting, and badge issuance.
Key restrictions include prohibiting personnel from specific nationalities (including Afghanistan, China, Iran, Iraq, Russia, and others) from base access, with a warning that exceeding a 30% kickback rate in base access submissions could result in a marginal or lower CPARS rating. Contractors must also adhere to strict escort requirements, notifying the program manager 72 hours in advance of any escort needs, and contractor personnel are required to be with a military escort at all times upon entering AUAB. The document emphasizes the importance of timely responses to UPC requests and compliance with all base access protocols.
