About this file
This is a Performance Work Statement (PWS) for flightline fire extinguisher maintenance and hydrostatic/ultrasonic testing services at the 480th Fighter Generation Squadron located at Spangdahlem Air Base in Germany.
The primary objective is to perform maintenance on 150-pound AMEREX Model 775/776 fire extinguishers in accordance with NFPA 10 and DIN 14406 standards, with hydrostatic or ultrasonic testing required every 12 years. Currently, 136 extinguishers are in service with approximately 68 units due for testing in calendar year 2026. The contractor must transport extinguishers from building 3068 at Spangdahlem AB to an appropriate testing facility or perform maintenance on-site using portable equipment. Key deliverables include hydrostatic/ultrasonic testing, label replacement showing next due dates, seal replacement per AMEREX guidelines, and compliance with NFPA 10 Chapters 7 and 8. Personnel performing services must be certified and provide proof of certification. The contractor must transport a minimum of 12 extinguishers per trip and provide contact information and personnel identification at least 14 calendar days before scheduled pickup/drop-off dates.
The contract period runs from May 4, 2026, through May 3, 2027, with four optional one-year renewal periods extending through May 3, 2031. Contracted personnel require valid resident identification or passports for base access and must accommodate US and Host Nation holidays. The service provider must comply with NOVEC 1230 Safety Data Sheet requirements and both NFPA 10 and DIN 14406 standards applicable to portable fire extinguisher maintenance and testing.

PERFORMANCE WORK STATEMENT
Flightline Fire Extinguisher Maintenance and Hydrostatic/Ultrasonic Testing 5 Jan 2026
1. BACKGROUND
On 20 Sept 2024, a directive was given by HQ USAF/ A4 to transfer control and maintenance of the 150lb AMEREX Model 775/776 fire extinguishers from CE Fire and Emergency Services to Aircraft Maintenance/ Generation Squadrons. Currently, there is no standardized AF-Wide process to complete the maintenance that is due every 12 years, which includes hydrostatic and/or ultrasonic testing of these fire extinguishers.
The requirement for the hydrostatic test comes from NFPA 10 and is mandated to be followed by DAFMAN 91-203. Hydrostatic testing is to be performed every 12 years on every extinguisher; we currently have 136 extinguishers, approximately half will be due for this test in CY26.
2. SCOPE OF WORK
The extinguishers will need to be hydrostatically or ultrasonically tested for internal damage and stress every 12 years to meet NFPA 10, Ch. 7 standards. Extinguishers will need to be picked up from Spangdahlem AB and transported to a facility capable of this test. Alternatively, services could be rendered on Spangdahlem AB if portable test equipment is used. Personnel performing the maintenance and test must be certified and be able to show proof of certification. Testing personnel are required to replace labels on the bottles to show next due date and replace the seals with AMEREX guidelines.
3. PERSONNEL REQUIREMENTS
Contracted personnel will need proper identification for gaining escorted base access.
This includes either a valid resident ID or passport. For further information, please contact the 52d FSF Visitor Control Center at 341-452-7414 or 06060-61-7414
4. PERSONNEL AVAILABILITY/ HOLIDAYS
The service provider would need to accommodate US and Host Nation holidays. The specific days will vary each fiscal year and will be communicated prior to services being rendered. For FY26, 480th FGS Personnel would not be available Friday, 22 May and Monday, May 25, 2026 (Memorial Day), Friday, 19 June and Monday 22 June 2026, (Juneteenth National Independence Day), Friday, 3 July and Monday 6 July, and Friday 4

6. OBJECTIVES
At a minimum, this PWS aims to support the following goals:
TASK 1 – Meet Requirements for Maintenance Due every 12 Years The contractor will be expected to perform the tasks required to meet maintenance requirements of the extinguishers IAW (in accordance with) AMEREX, NFPA 10, and/ or DIN 14406 guidelines and acquire any necessary parts to perform the maintenance.
-Transport and test flightline fire extinguishers to prevent interruption of service and negative impact to mission.
-Extinguishers must be tested to the specified guidelines provided by AMEREX, NFPA 10, and DIN 14406 and re-labeled to show next due date.
-Hydrostatic/Ultrasonic testing of 150lb AMEREX flightline fire extinguishers.
The government will provide the contractor with the following information
• A contact POC within the 480th FGS
• An escort to the pickup/drop-off location of the extinguishers (building 3068)
• Coordinate the date and time for the pickup/drop-off
The contractor must provide the following information:
• Contact POC that will be available to answer questions and coordinate times
• Name and ID of personnel that will be transporting the extinguishers, no later than
14 calendar days before the scheduled pickup/drop-off date.
• Type, size, and load capacity of vehicle transporting extinguishers.
• Be able to transport a minimum of 12 extinguishers at a time.
6.1 SERVICE SUMMARY
pg. 4
- The contractor would transport fire extinguishers to an appropriate facility and perform the required maintenance tasks IAW NFPA 10 Chapters 7 and 8 or travel to Spangdahlem AB and perform maintenance tasks IAW NFPA 10 Chapters 7 and 8.
