About this file

This document is a set of questions and responses related to a Request for Proposal (RFP) issued by the South Carolina Department of Health and Human Services (SCDHHS) for a contract to conduct quarterly secret shopper surveys of the state's Medicaid provider network. The purpose of the contract is to improve the accuracy of the state's provider network directories and identify potential access barriers for Medicaid beneficiaries. The RFP requires the contractor to complete a minimum of 1,000 calls per month and 4,000 calls per quarter, with the potential to adjust call volumes with 30-day notice. The contract term is estimated to be 5 years, beginning on September 1, 2024.

The RFP specifies that pricing must be a fixed unit price per completed call, with no separate charges for project management or data analytics. There is no minority business participation requirement or preference. SCDHHS will provide the contractor with Medicaid provider enrollment data on a periodic basis to support the secret shopper calls, but the contractor will not have direct access to the Medicaid managed care organizations' provider directories or be permitted to communicate with the MCOs directly.

Can the State please clarify if the price should be a fixed price or a per-unit price? Section 8.1 lists a "unit price" and "extended price" to be completed.

If the price is to be a fixed price, should there be a fixed price for each individual year of the potential life of the contract?
