About this file
This is an Attachment E Certified Disadvantaged Business Outreach Plan form associated with Oregon Department of Administrative Services (DAS) Intermediate Procurement for IT Executive Coaching Services (Bid #S-10700-00009218). The document establishes requirements for offerors to demonstrate their commitment to providing equal opportunities for Oregon-certified firms—including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), disadvantaged businesses (DBE), and emerging small businesses (ESB)—to participate in subcontracting opportunities. Offerors must disclose their own certification status, provide lists of certified and non-certified firms with whom they have contractual relationships within the preceding two years, and identify any foreseeable subcontracting opportunities. If subcontracting is anticipated, offerors must detail the solicitation steps they will employ to engage certified firms, describe specific subcontracting opportunities with approximate dollar values, and confirm their willingness to report subcontractor identities and values to the Oregon Certification Office for Business Inclusion and Diversity (COBID).
The outreach plan does not serve as a scored evaluation criterion and is submitted as a non-competitive requirement to ensure compliance with Oregon Revised Statutes 200.055 and state contracting diversity mandates. Offerors who identify no subcontracting opportunities may submit only the first page of the form. The plan requires detailed documentation of efforts to source certified firms and transparency regarding subcontract awards, reinforcing the state's commitment to equitable business participation in publicly-funded contracts. No specific dollar thresholds, award dates, or contract performance periods are identified within this attachment.
