This is a detailed hazardous materials survey report conducted by Barton & Loguidice for Building 3 at the Rome Research Site, related to an HVAC system upgrade project. The survey identified several asbestos-containing materials including black tar and sealants on air handling units (5.4% and 2.1% Chrysotile), white air handling unit sealant (7.9% Chrysotile), and presumed asbestos in mud pipe fitting insulation, magnesia/aircell pipe insulation, white cloth duct vibration collars, and some sheetrock joint compound. Lead-based paint testing found positive results on metal support posts (3.2-3.3 mg/cm²) and metal catwalks (2.5-4.8 mg/cm²). PCB testing of exterior caulking samples showed levels below the 50 ppm regulatory threshold. The report includes detailed sampling locations, laboratory results, and floor plans marking hazardous material locations to support the planned renovations in Bays A, B, C and D of Building 3.

Dear Mr. Richards

This letter and attachments represent Barton & Loguidice, D.P.C.’s (B&L’s) report for the referenced project.

Introduction

B&L was retained by Towne Engineering, PC to conduct a targeted pre-renovation asbestos survey and lead-based paint characterization at building 3 located at the Rome Research Site in Rome, New York.

These results are presented in the following asbestos sample table. Potential PCB containing exterior caulk materials impacted by the current scope were also sampled. The survey was performed to accommodate planned renovations in Bays: A,B,C and D.

The survey investigation was conducted by Michael Goff, Jeffrey Brandon and Benjamin Sprague of B&L between January 22, 2024 and February 8, 2024. Mr. Goff, Mr. Brandon and Mr. Sprague are New York State Department of Labor (DOL) certified asbestos inspectors. A copy of each inspector’s certification and B&L’s company license are provided in Attachment A.

Survey Methods

Representative sampling was conducted based upon the planned renovations noted in the project drawings provided. Friable samples were collected in triplicate and submitted for analysis by polarized light microscopy (PLM) with dispersion staining. Non-friable organically bound (NOB) materials were analyzed in accordance with New York State Department of Health requirements. NOBs are first subjected to an ashing and acid washing procedure to properly break down the material. The sample is then analyzed by PLM for asbestos content. If asbestos is found, the analysis is complete. However, a negative result must be confirmed by using transmission electron microscopy (TEM). All asbestos samples were analyzed by AmeriSci Laboratories of New York.

Lu Engineers conducted an asbestos survey of Building 3 in 2020. Lu Engineer’s survey report was used for reference in B&L’s investigation and is provided as an attachment to this report.

Discussion and Results

Asbestos Sampling Results

The survey included the collection of triplicate sets of friable material samples and NOB duplicate sample sets not previously identified in previous surveys, throughout the affected building areas. Items found to be asbestos containing and listed as presumed in our survey table. Laboratory reports, sample chain-of-custody forms, and laboratory certifications are included in Attachment B. Material sample results are summarized in the tables below:

Building #3 Of the samples collected, black tar and sealants on air handling units are asbestos containing materials per laboratory analysis. White sealant on air handling units is also asbestos containing. Mud pipe fitting insulation, old magnesia and aircell pipe insulation, white duct vibration collars and some sheetrock joint compound are presumed asbestos containing based on previous sampling data. These materials will be addressed during our abatement design work, for incorporation into your construction documents.

Lead Based-Paint Sampling

The lead-based paint survey of the building was completed by a certified lead inspector. A thorough review of the building components impacted by this project for suspect LBP is first completed by the inspector. These included, but were not limited to: walls, ceilings, mechanical equipment, structural members, and exterior finishes. The LBP sampling was conducted utilizing a SciAps Model X-550 X-ray fluorescence analyzer (XRF). This instrument provides direct reading identifying a lead concentration.

The data collected during the survey was compiled in tabular form for reporting.

The attached XRF report (Attachment D) includes a summary of the reviewed materials, materials sampled, and sample location information. A summary of components/tested surfaces that are considered to have a lead containing finish according to HUD/EPA levels is provided in the table below.

To summarize, the structural steel components and steel catwalk systems are coated with LBP.

B&L’s lead-based paint characterization also included the collection of 12 bulk paint chip confirmatory samples and was comprised of all layers. The lead-based paint laboratory report is included in Appendix B and the paint sample results are summarized in the table below. Samples were analyzed by Phoenix Environmental Laboratories located in Manchester, Connecticut. This sampling did confirm the LBP found by XRF testing, namely the structural steel and catwalk components.

Two samples listed above, highlighted in bold, are considered covered with lead-based paint by the US Environmental Protection Agency (EPA – HUD) definition (greater than 0.5 % by weight). The

Occupational Safety & Health Administration (OSHA) considers paint with any concentration of lead to fall under the OSHA Construction Standard for lead. Contractors disturbing lead-based or lead-containing paint must comply with this Standard cited in - 29 CFR 1926.62. Contractors must also comply with lead-based paint collection and disposal as required by the New York State Department of Environmental Conservation (DEC). The DEC requires that loose and peeling paint to be containerized and disposed of based on the results of a Toxicity Characteristic Leaching Procedure (TCLP) test.

Collected paint chips cannot be disposed of directly as C&D waste.

PCB Caulk Sampling Results

As noted above, exterior caulking samples were analyzed for PCB content. PCB caulk samples were analyzed by Phoenix Environmental laboratories, Inc. located in Manchester, Connecticut.

If PCBs are found in caulking at concentrations greater than 50 ppm at the time of disposal, then this material would be considered a PCB Bulk Product Waste and therefore regulated under TSCA. The results from the samples collected indicate the caulk materials are not considered PCB regulated waste.

On February 8, 2024, Eco-Testing Services conducted XRF testing for the presence of lead-based paint, as directed by Barton & Loguidice, at the above captioned location.

The instruments were operated with the guidance from the Performance Characteristics Sheets published by the US Department of HUD and the results classified as positive or negative based the HUD action level of 1.00 mg/cm². Results less than 1.00 mg/cm² are considered negative and results greater than 1.00 mg/cm² are considered positive. For renovation purposes, as well as OSHA implications, it should be noted the lead present in levels less than 1.00 mg/cm² could generate dust that exceeds acceptable levels depending on the renovation or demolition being performed. For OSHA purposes, there are no accepted standards other than “zero” for lead content in surfaces that are affected so as to release lead in the form of dust. XRF readings at the lower end of the range (close to zero) are less likely to create toxic situations. XRF readings with negative prefixes correlate to very low lead levels in that particular surface. For conclusive, task-oriented results, contractors should follow all applicable OSHA requirements found in regulation 1926.62.

This sheet is supplemental information to be used in conjunction with Chapter 7 of the HUD Guidelines for the

Evaluation and Control of Lead-Based Paint Hazards in Housing, 2012 Edition ("HUD Guidelines"). Performance parameters shown on this sheet are calculated using test results on building components in the HUD archive.

Testing was conducted on 146 test samples in February 2022, with two separate instruments of each Anode type, operated in both Timed and Quick modes.
