This is a pre-renovation asbestos and lead-based paint survey report conducted by Barton & Loguidice for Towne Engineering at DFAS Building 2 at the Rome Research Site in Rome, NY. The survey was performed on September 8-9, 2021 to accommodate planned renovations including boiler replacement and hot water to steam conversion.

The survey found no asbestos in the samples collected, though pipe fitting insulation above the RIOC Office and Engineer Shop was presumed to contain asbestos due to age and inaccessibility, as were transite wall panels in the Custodial Area. Lead-based paint testing revealed several areas with high lead content, including beams with 29.9%, 19.3% and 9.11% lead content, and walls with 8.34% lead content. The report details sampling locations, testing methodologies, and laboratory analysis results from AmeriSci Laboratories for asbestos testing and Phoenix Environmental Laboratories for lead testing. The report includes detailed drawings showing sample locations, certifications, and chain-of-custody documentation.

This letter and attachments represent Barton & Loguidice, D.P.C.’s (B&L’s) report for the referenced project.

Introduction

B&L was retained by Towne Engineering, PC to conduct a targeted pre‐renovation asbestos survey and lead‐based paint characterization at the above referenced building located at the Rome Research Site in Rome, New York. The survey was performed to accommodate planned renovations.

The survey investigation was conducted by Michael Goff of B&L on September 8 and 9, 2021.

Mr. Goff is a New York State Department of Labor (DOL) certified asbestos inspector. A copy of the inspector’s certification and B&L’s company license are provided in Attachment A.

Survey Methods

Representative sampling was conducted based upon the planned renovations noted in the project scope provided. Friable samples were collected in triplicate and submitted for analysis by polarized light microscopy (PLM) with dispersion staining. Non‐friable organically bound (NOB) materials were analyzed in accordance with New York State Department of Health requirements. NOBs are first subjected to an ashing and acid washing procedure to properly break down the material. The sample is then analyzed by PLM for asbestos content. If asbestos is found, the analysis is complete. However, a negative result must be confirmed by using transmission electron microscopy (TEM). All asbestos samples were analyzed by AmeriSci Laboratories of New York.

Discussion and Results

Asbestos Sampling Results

The survey included the collection of triplicate sets of friable material samples and NOB duplicate sample sets throughout. Laboratory reports, sample chain‐of‐custody forms, and laboratory certifications are included in Attachment B. Material sample results are summarized in the table below:

None of the samples collected at this time, none were found to contain asbestos as per laboratory analysis. Pipe fitting insulation on older fiberglass lines was noted above the RIOC Office and Engineer Shop. These fittings should are assumed asbestos containing due to age and inaccessibility. Transite wall panels surrounding the upper portion of the Custodial Area are assumed asbestos containing. These materials will be addressed during our abatement design work, for incorporation into your construction documents.

Lead Based‐Paint Sampling

The lead‐based paint characterization included the collection of 6 paint chip samples and was comprised of all layers. The lead‐based paint laboratory report is included in Attachment B and the paint sample results are summarized in the table below.

In the table above, the samples collected have been listed along with the location, component, substrate, color, condition and laboratory result. Sample locations are illustrated attached figures. Of the samples collected, those in highlighted in bold are considered lead‐based paint by the US Environmental Protection Agency (EPA – HUD) definition (greater than 0.5 % by weight). The Occupational Safety & Health Administration (OSHA) considers paint with any concentration of lead to fall under the OSHA Construction Standard for lead. Contractors disturbing lead‐based or lead‐containing paint must comply with this Standard cited in ‐ 29 CFR

1926.62. Contractors must also comply with lead‐based paint collection and disposal as required by the New York State Department of Environmental Conservation (DEC). The DEC requires that loose and peeling paint to be containerized and disposed of based on the results of a Toxicity Characteristic Leaching Procedure (TCLP) test. Collected paint chips cannot be disposed of directly as C&D waste.
