Attachment 5: Example scenarios
Preliminary information: Multiple Temporary Support Facilities are need to support disaster operations across the United States both CONUS and OCONUS locations. Offerors are to propose based on the number of specified types of sheltering needed for each location and in accordance with the PWS solicition requirements. Note: all locations are based on a maximum capacity of 2,000 occupants with phasing timelines. The services will be ordered by Lot. 1 Lot = 50 occupants.
Scenarios:
1) (CLIN 0001) Florida (CONUS): Preliminary information: high winds and flooding.
The offeror shall provide enough Soft Sided Sheltering (SSS) to support personnel working in Orlando, Florida and Orange County. The site location is the north parking lot of The Florida Mall with a phasing timeline for set-up as follows:
• 300 beds within 36 hours of award
• 500 beds within 48 hours of award
• 750-2000 beds within 72 hours of award
(CLIN 0006) Puerto Rico (OCONUS): Preliminary information: high winds and flooding. The offeror shall provide enough Soft Sided Sheltering (SSS) to support personnel working in the municipality of Ponce in the Commonwealth of Puerto Rico. The site location is the Ponce Mall Shopping Center Parking Lot with a phasing timeline for set-up as follows:
• 300 beds within 72 hours of award
• 500 beds within 96 hours of award
• 700-2000 beds within 120 hours of award
2) (CLIN 0002) Illinois (CONUS): Preliminary Information: severe winter storm. The offeror shall provide enough Temporary Fixed Facilities to support personnel working in Cook County, Chicago, Illinois in a 30,000 sq ft existing facility that has no power, no water, and no HVAC. The phasing timeline for set-up is as follows:
• 750 office spaces within 72 hours of award
• 751-2000 office spaces within 96 hours of award
(CLIN 0007) Hawaii (OCONUS): Preliminary Information: severe storms and flooding. The offeror shall provide enough Temporary Fixed Facilities to support personnel working in the Honolulu County of Oahu in a 30,000 sq ft existing facility that has no power, no water, and no HVAC. The phasing timeline for set-up is as follows:
• 400 office spaces within 72 hours of award
• 600 office spaces within 96 hours of award
• 750-2000 office spaces within 120 hours of award
3) (CLIN 0003) Texas (CONUS): Preliminary information: high winds and flooding.
The offeror shall provide enough Bunk Trailers to support personnel working in Travis County of Austin, Texas. The maximum number of personnel per bunk room with be two (2) and the site location is the parking lot of the Johnson High School.
The phasing timeline for set-up is as follows:
• 250 beds within 72 hours of award
• 350 beds within 96 hours of award
• 500-2000 beds within 144 hours of award
(CLIN 0008) U.S. Virgin Islands (OCONUS): Preliminary Information: high winds and flooding. The offeror shall provide enough Bunk Trailers to support personnel working on the island of St. Thomas. The site location is the UVI Sports and Fitness Center and the phasing timeline for set-up is as follows:
• 250 beds within 120 hours of award
• 350 beds within 144 hours of award
• 500-2000 beds within 192 hours of award
4) (CLIN 0004) Michigan (CONUS): Preliminary Information: severe winter storm.
The offeror shall provide enough Responder Sheltering Units (RSUs) to support personnel working in the county of Washtenaw in Ann Arbor, Michigan. The site location is the parking lot of the Briarwood Mall and the phasing timeline for set-up is as follows:
• 250 beds within 72 hours of award
• 350 beds within 96 hours of award
• 500-2000 beds within 144 hours of award
(CLIN 0009) U.S. Virgin Islands (OCONUS): Preliminary Information: high winds and flooding. The offeror shall provide enough Responder Sheltering Units (RSUs) to support personnel working on the island of St. Thomas. The site location is the UVI Sports and Fitness Center and the phasing timeline for set-up is as follows:
• 250 beds within 120 hours of award
• 350 beds within 144 hours of award
• 500-2000 beds within 192 hours of award
5) (CLIN 0005) Oregon (CONUS): Preliminary information: severe storms and flooding. The offeror shall provide enough Containerized Lodging Units (CLUs) to support personnel working in Washington County of Oregon. The site location is the northern parking lot of N. Terminal Road, Portland, OR and the phasing timeline for set-up is as follows:
• 100 beds within 144 hours of award
• 250 beds within 192 hours of award
• 500-2000 beds within 240 hours of award
(CLIN 0010) Puerto Rico (OCONUS): Preliminary information: high winds and flooding. The offeror shall provide enough Containerized Lodging Units (CLUs) to support personnel working in the municipality of Ponce in the Commonwealth of Puerto Rico. • 100 beds within 192 hours of award
• 250 beds within 240 hours of award
