This document summarizes a request for proposals issued by the Federal Emergency Management Agency for temporary support facilities services. FEMA seeks to award multiple indefinite delivery/indefinite quantity contracts to provide all necessary labor, equipment, supplies, and transportation to establish and maintain temporary support facilities in the continental US and outside the continental US to shelter, feed, and support federal, state, and local responders during disaster situations. Services include mobilization, site preparation, facility installation and operation, and demobilization. The base period of performance is five years beginning in September 2022, with firm fixed pricing. Proposals are due in phases, with the final submission date in July 2022 and anticipated contract awards also in July 2022. The total contract value is estimated at $4 billion.

Vendor Questions

Question #DocumentReference LocationQuestionGovernment Response 5/27/2022
1RFP Attachment 1, PWSPara 15.9.2, Page 17, AND Para 15.9.3, Page 18Meal payment structure is stated twice in these sections as a pay per plate format, where occupants of the site obtain meals from the contractor on a self-pay basis in lieu of standard meal service, and then this is to be invoiced to the government. Is this the intention, or will meal services be FFP as has previously been the standard?Meals are pay per plate. Payment should be collected from the occupant. Vendor should be able to accept debit, credit, and cash.
2RFPPage 72The Government notes that Key Personnel are to be named and resumes provided. However, under 3052.215-70 the positions to be Key are not noted. The PWS (Attachment 1) includes multiple Key Personnel roles: three on Page 5 under Section 8 and four different ones on Page 6. These also seem to be Key Personnel for deployment (Task Order)-specific operations, not for the overall IDIQ. Could the Government please clarify which roles are to be Key Personnel for the overall IDIQ contract? The PWS and RFP clause will be amended to read: At a minimum, this key person will be required at IDIQ level: 1) Program Manager responsible for administrative duties at the base and responsible for responding to task order proposal requests (TOPRs) in a timely manner. At a minimum, the following eight key personnel will be required at the task order level: 1) Onsite Manager, 2) Repairman, 3) Check in, 4) Help desk 5) Reservations, 6) Quality Assurance Manager, 7) Nurse, and 8) Food Service Manager.
3RFPPage 9May an offerer NO BID one or more CLINs, such as CLINs 0014 and 0015 , based upon the unreasonable expectation of accurate Firm Fixed Price determination for air and sealift use during OCONUS mobilization/demobilization?Other than the CLINs specified under paragraph L.3, vendors are required to submit bids for each of the CLINs required by the solicitation. Please review the no-bid instructions provided in paragraph L.3 on pg. 117 of 125 of the RFP.
4RFPPage 19, Factor 4Does the term "...shall propose on all fixed unit price CLINs..." apply ONLY to the Small Business Set-Aside CLINs or apply to ALL CLINs?All fixed unit price CLINs are based on the small business set-aside criteria in accordance with the RFP ordering procedures paragraph G.8 and G.9, Offerors technical approach, and PWS requirements. Small businesses can bid on all CLINS. Large businesses can only bid on CLINS: CLIN 0003-4003 CONUS Bunk Trailer Configuration Structures Billeting

CLIN 0004-4004 CONUS RSU Configuration Structures Billeting CLIN 0005-4005 CONUS CLU Configuration Structures Billeting CLIN 0008-4008 OCONUS Bunk Trailer Configuration Structures Billeting CLIN 0009-4009 OCONUS RSU Configuration Structures Billeting CLIN 0010-4010 OCONUS CLU Configuration Structures Billeting CLIN 0011-4011 General Wrap Around Services CLIN 0012-4012 CONUS Mobilization CLIN 0013-4013 CONUS Demobilization CLIN 0014-4014 OCONUS Mobilization CLIN 0015-4015 OCONUS Demobilization CLIN 0016-4016 Site Preparation CLIN 0017-4017 Site Restoration CLIN 0018-Guaranteed Minimum

5RFP Attachment 1, PWSPara 3.0, Page 2Will the Government reconsider the requirement for the Offered to provide Firm Fixed Price quote for "...suitable air/sealift to move personnel, equipment, and supplies..." to the receiving APOD/SPOD as part of the OCONUS mobilization (0014) and demobilization (0015) CLINs? Given the current supply chain, inflation, and overseas shipping environments, it is unreasonable to believe that an Offered can accurately quote Firm Fixed Price for such services in the Base Period or the four (4) Option Periods. Recommend that the Government acknowledge that such transport is a Government-provided service for such OCONUS missions.No.The contractor must be able to fulfill the OCONUS requirement on a fixed price basis.
6RFP Attachment 3, Pricing TemplateTabs 2-11, Lines 28 and 29 on each Tab, CLINs 0014 and 0015 on each TabRequest that the Government acknowledge that such transport is a Government-provided service for such OCONUS missions and be removed from pricing data captured in Attachment 3, Pricing Template. The contractor shall provide ALL transportation unless the government exercises the option to utilize government resources. Otherwise the offeror is responsible for transportation service requirements.
7RFP Attachment 1, PWSPara 3.0(E), Page 3 AND Para 15.8.1, Page 13The CLU definition states a "Full Bed" requirement. Please define a "Full Bed" requirement in para 15.8.1 on page 13.3.0 states standard full. Standard full definition: 54 inches wide by 75 inches long
8RFP Attachment 1PWS, Para 3.0(F), Pages 3-4The CLU definition (Para 3.0(F)) requires "...that the units at each site are ADA compliant...not to exceed 15%..." in Para 3.0. The RSU definition has no specified ADA requirement in Para 3.0. Does this difference in specific requirements indicate to the Offerer that there is NO requirement for ADA compliance when providing RSU capabilities within this specific proposal? While CLUs must meet/not exceed the 15% requirement for ADA compliant units, the offeror will still need to be prepared to provide decking and ramps for RSUs and Bunk Trailers (BT) to allow access for individuals with access needs. The doorways and restrooms for RSUs and BTs will not need to be altered.
9RFP Attachment 1PWS, Para 3.0(G), Page 3The CLU definition (Para 3.0(G)) requires a "...closet..." in each living quarters. May the "closet" be a horizontal under-bed storage space OR must the "closet" be a vertical hanging closet space?Yes. Horizontal bed storage is acceptable. However it must be 70 % of the bed space is substituted.
10RFP Attachment 1PWS, Para 15.5, Page 10The term "Daily Logs" in the paragraph header appears to refer to "...twice daily Temporary Support Facilities logs..." in the first line. At what time interval are the "twice daily" logs required to document activities for (e.g. 0000-1200 and 1200-0000)?Operational temp is set per disaster. Submission times for daily logs will be stated at Task Order level.
11RFP Attachment 1PWS, Para 15.5, Page 10The term "Daily Logs" in the paragraph header appears to refer to "...twice daily Temporary Support Facilities logs..." in the first line. In the second paragraph of paragraph 15.5, the text refers to a singular "daily log" being signed by the COR and the Contractor Temporary Support Facilities Manager. Is the requirement to sign both of the "twice daily" logs or sign an aggregate "daily log?"The requirement is to sign both of the "twice daily" logs.
12RFP Attachment 1PWS, Para 15.5, Page 10 AND Attachment 1, PWS, Para 15.9.2, Pages 17-18The 5th bullet of paragraph 15.5 refers to the "Number of meals served per day, including name, type, and agency." Does this requirement indicate that the daily (or twice daily) log(s) must state the name, type (of meal), and agency of every individual who used each meal service during the reporting interval? Para 15.9.2 on page 18 states that "...meal counts for each meal shall be provided to the COR on a daily basis..." which is the standard process in past task orders.Meals consumption shall be recorded at breakfast, lunch, and dinner. Meal logs shall contain all information stated in the SOW.
13RFP Attachment 1PWS, Para 15.5, Page 10 AND Attachment 1, PWS, Para 15.9.2, Pages 17-18The 5th bullet of paragraph 15.5 refers to the "Number of meals served per day, including name, type, and agency." Does this requirement indicate that the daily (or twice daily) log(s) must state the name, type (of meal), and agency of every individual who used each meal service during the reporting interval? If so, then is the Government aware of the increased serving time for each individual during each meal service, which may have negative impacts on serving speed and the duration for each meal service?Meals consumption shall be recorded at breakfast, lunch, and dinner. Meal logs shall contain all information stated in the PWS.
14RFP Attachment 1PWS, Para 15.5, Page 10The 5th bullet of paragraph 15.5 refers to the "Number of meals served per day, including name, type, and agency." Does this requirement indicate that the daily (or twice daily) log(s) must state the name, type (of meal), and agency of every individual who used each meal service during the reporting interval? If so, then how does the Offerer account for bagged meals for strike teams or similar groups of personnel not participating physically in a specific meal service?Meals consumption shall be recorded at breakfast, lunch, and dinner. Meal logs shall contain all information stated in the SOW. Bagged meals shall be accounted for as "lunch".
15RFP Attachment 3Pricing Template, Tabs 2-11, Lines 28 and 29 on each Tab, CLINs 0014 and 0015 on each TabThe Government does not permit Firm Fixed Price data entry for CLINs 0014 (OCONUS Mobilization) and 0015 (OCONUS Demobilization) for Option Periods #1-#4. The Pricing Template does not therefore allow for increased Mobilization and Demobilization costs due to supply chain, inflation, and overseas shipping environments, which currently vary widely from period to period. Request that the Government allow for FFP data entry regarding costs pertinent to CLINs 0014 and 0015 for Option Periods #1-#4 in Attachment 3.CLINs 0014 and 0015 will be funded at the base task order period of performance. CLIN 0014 is only required during the base period and CLIN 0015 won't be required until the demobilization at the end of the PoP. These are one time services and not applicable to each option period.
16RFP Attachment 1PWS, Para 4.0, Page 4The capacity terms stated in paragraph 4.0 only allow for a single configuration (such as a CLU) to complete the entire capacity requirement for billeting. May the Offerer provide an alternative "mixed" solution to the capacity terms identified in paragraph 4.0, such as a mix of CLU, RSU, Bunkhouse, Soft-Sided, and/or Fixed units to meet the total billeting requirement (same total number of beds consisting of multiple billeting/lodging solutions)? No. Types of units and configurations will be requested separately and will not be "mixed type" campuses.
17RFP Attachment 5Pricing Scenarios, Pages 1-3 AND Attachment 3, Pricing Template, Tabs 2-11Pricing Scenarios consist only of weather-related hazards (such as high winds, flooding, winter storm), which have not historically resulted in a Presidential Disaster Declaration with Responder Needs for temporary support facilities. Recommend that the Government consider that tropical cyclones and seismic events, such as high magnitude earthquakes and tsunamis, are (a) much more likely to result in Responder Needs for such facilities and (b) generate significantly different realistic mobilization timeframes given the difference in with-warning and without-warning scenarios. The scenarios will remain as written.
18RFP Attachment 1PWS, Para 4.0, Page 4; AND Attachment 1, PWS, Para 15.8.1; AND Attachment 1, PWS, Para 8.0, Pages 5-6; AND Attachment 3, Pricing Template, Tabs 2-11; AND Attachment 5, Pricing Scenarios, Pages 1-3CONUS mobilization "phasing timelines" in Attachments 1, 3, and 5, especially for Soft-Sided facilities, appear to recognize the ability for forward staging of personnel and material close to the desired facility location, such as during preparation for tropical cyclone landfall. However, all of the Pricing Scenarios in Attachments 3 and 5 refer to common weather-related hazards excluding such forecast landfall events. For example, 36 hours for full operation of a 300 bed Soft-Sided facility is unrealistic given the facility requirements specified in Attachment 1 as well as the transportation time variables from available storage yards to locations across the breadth of CONUS. Recommend that the Government revise the phasing timelines and provide realistic pricing scenarios to provide for more accurate Firm Fixed Price quotes. The Government will not revise the phasing timelines for the PWS or scenarios.
19RFP Attachment 1PWS, Para 4.0, Page 4; AND Attachment 1, PWS, Para 15.8.1; AND Attachment 1, PWS, Para 8.0, Pages 5-6; AND Attachment 3, Pricing Template, Tabs 2-11; AND Attachment 5, Pricing Scenarios, Pages 1-3Mobilization "phasing timelines" in Attachments 1, 3, and 5 begin at 36 hours for a 300 bed Soft-Sided facility. However, this timeline is contradicted by para 15.8.1, which states that billeting "...shall be fully installed and ready for occupancy within 72 hours of task order award..." Request that the Government clarify and synchronize timeline expectations across Attachments 1, 3, and 5.PWS paragraph 15.8.1 and the RFP will be amended to remove the text "within 72 hours of task order award unless". Deleting this text will align that paragraph with the timelines stated in Attachments 1, 3, and 5.
20RFP Attachment 1PWS, Para 4.0, Page 4; AND Attachment 1, PWS, Para 8.0, Pages 5-6; AND Attachment 3, Pricing Template, Tabs 2-11; AND Attachment 5, Pricing Scenarios, Pages 1-3OCONUS mobilization "phasing timelines" in Attachments 1, 3, and 5 appear to disregard the dramatic difference in shipping availability and time-distance to OCONUS locations. Without dramatic and unrealistic changes to the overseas transportation environment, it is not physically possible to move hard-sided facilities meeting the Attachment 1 requirements from a CONUS location to the OCONUS locations listed in the RFP and Attachment 1 within the timeline detailed in these documents. For example, the shipping time alone from the Port of Los Angeles to the American Samoa is 207 hours based upon a distance of 4,143 nautical miles at a best speed of 20 knots (not included equipment load-out for ground shipment to the SPOE, shipment to/from SPOE/SPOD, shipboard loading/unloading, and facility set-up). The example time for San Juan (PR) is 45 hours and Honolulu is 111 hours. Recommend that the Government considered a revised timeline that includes "...in addition to air/sealift port transhipment time and air/sea transportation time based upon most direct distance from APOE/SPOE to APOD/SPOD..." in the stated timelines (clock paused during air/sealift transportation times).Updated timeline would be defined at the Task Order level if extenuating circumstances exist.
21RFP Attachment 1PWS, Para 3.0, Page 3; AND Attachment 1, PWS, Para 8.0, Pages 5-6; AND Attachment 3, Pricing Template, Tabs 4-11; AND Attachment 5, Pricing Scenarios, Pages 1-3Can the Offerer provide NO BID for a select hard-sided facility, such as CLU, while providing a BID for another hard-sided facility, such as a RSU? MUST each Offerer provide all three (3) types of hard-sided facilities (CLU, RSU, and Bunkhouse Trailer)? No. Bid determinations are at the discretion of the offeror notwithstanding the no-bid instructions provided in paragraph L.3 on pg. 117 of 125 of the RFP.
22RFPGeneralFinding:The RFP does not exclude tables of contents, list of figures, or list of tables from the

page counts.

Question 1:“Can a Table of Contents, List of Figures, and List of Tables be added to each volume?

Question 2: If Tables of Contents, Lists of Figures, and Lists of Tables May be added to each

volume, please confirm they are excluded from page count limitations.”Yes, tables of content, lists of figures are allowed in each volume and will not count towards the page count limitation. The RFP will be amended to provide this information.
23RFPPrior Experience - Volume 1
(Phase 1)Finding: Within Factor 1 Prior Experience, the definition of “recent" is unclear. We recommend

asking the following question: Reference: M.3 Factor 1 Prior Experience and Sub-factors Confidence Ratings which defines “Substantial Confidence” as “Based on the offeror’s recent/relevant experience, the Government has a high expectation that the offeror will successfully perform the required ef fort.

”Question: “Can the Government please define ‘recent’?”Recent is defined as "within three (3) years of the date of solicitation issuance". The RFP will be revised to define Recent under Factor 1 Prior Experience.
24RFPFactor 2: Technical and

Management Approach – Volume II (Phase2) Finding: HSAR 3052.204-70 Security requirements for unclassified information technology resources. (JUN 2006) is included in the RFP and references an IT Security Plan, “which shall be consistent with and further detail the approach contained in the offeror's proposal.” However, IT Security is not referenced anywhere else in the RFP. As a placeholder, we have included a section header to address IT Security. Because the requirement is unclear, we recommend the following question: Reference: HSAR 3052.204-70 Security requirements for unclassified information technology resources. (JUN 2006) Question: HSAR 3052.204-70 Security requirements for unclassified information technology resources. (JUN 2006) is included in the RFP and references an IT Security Plan, “which shall be consistent with and further detail the approach contained in the offeror's proposal.”

There are no specific requirements to address IT Security in Section L. Please specify where this requirement shall be addressed. It is also requested that additional page count be

provided to allow offerors to address IT Security requirements. This clause will be deleted from the RFP per the DHS clause applicability matrix. The RFP will be amended to show the correction.
25RFPFactor 2: Technical and

Management Approach – Volume II (Phase2) Finding: It is unclear whether key personnel resumes are required, and also exactly which personnel are considered key personnel. Reference: L.6(2) which states, “The page limit restriction does not include resumes of key personnel.

”Question: “As the volume instructions and/or evaluation criteria do not address resumes, are key personnel resumes required with proposal submission?

”Reference: PWS 8.0, which states, “At a minimum, the following three key personnel will be included: 1) Onsite Manager, 2) Repairman, 3) Check in, help desk,” and also, “At a minimum, the following four key personnel will be included, “1) Temporary Support Facilities Manager, 2) Quality Assurance Manager, 3) Nurse, and 4) Food Service Manager.

”Question: “Please confirm the list of key personnel positions. There appears to be a total of

seven different key personnel positions. Shall resumes be provided for each of the seven positions?”Question: “As the volume instructions and/or evaluation criteria do not address resumes, are key personnel resumes required with proposal submission? Yes ”Question: “Please confirm the list of key personnel positions. At a minimum, this key person will be required at IDIQ level: 1) Program Manager responsible for administrative duties at the base and responsible for responding to task order proposal requests (TOPRs) in a timely manner. At a minimum, the following eight key personnel will be required at the task order level: 1) Onsite Manager, 2) Repairman, 3) Check in, 4) Help desk 5) Reservations, 6) Quality Assurance Manager, 7) Nurse, and 8) Food Service Manager. Shall resumes be provided for each of the seven positions? Yes and the resumes will not count towards the Volume II page limit. Clause 3052.2015-70 of the RFP will be edited to include these descriptions.
26RFPFactor 3: Past Performance –
Volume III (Phase 2)Finding: This volume includes a page limit discrepancy :Reference: RFP L.6(3), which states

“The Offeror shall submit past performance information in PDF format as Volume III and not exceed ten (10) pages. It also states “...and will not be included in the 15-page count.

“Question: “Is the Volume III page limit 10 pages or 15 pages?”The page limit for volume III is 10 pages, not 15. The RFP will be amended to show the correction.
27RFPFactor 3: Past Performance –
Volume III (Phase 2)Finding: There is a discrepancy as to when Past Performance Questionnaires are due to the

Government. Reference 1: L.6(3) states, “Past Performance Questionnaires are due by Monday, June 20, 2022...”Reference 2: Attachment 4 states the deadline is “Friday, April 22, 2022...”

Question: “What is the deadline for PPQ submission to FEMA?”Past performance questionnaires are due by Thursday, July 7, 2022. The RFP will be amended to show the correction.
28RFPPhase 2 Page CountPhase Two, technical… We would like to request that page count is moved from 10 to 40 for
the phase two technical? The page limit for Volume II will be amended to allow 20 pages. Resumes of key personnel do not count towards the 20 page limit.
29Atachment 3Pricing TemplateWhat does quantity 40 mean in this scenario?

1 Lot = 50 Occupants

Is the quantity a “lot”?Quantity means 1 Lot. 1 Lot applies to 50 occupants. The scenario request pricing for 40 lots. 40 Lots of 50 occupants each Lot totals 2,000 occupants.
30Atachment 3Pricing TemplateIs it correct in assuming that as future tasks order are presented the contractors can use prices

less than what is on the pricing schedule (page 2-47) but cannot exceed prices on pricing schedule (page 2-47)?

The scenarios maybe priced below the contractors pricing schedule but as clearly stated they are not the contractors pricing schedule. What is the purpose of the pricing scenarios for evaluation if the actual binding pricing schedule is contained in page 2-47 and those not to exceed prices maybe hirer that the various scenarios?

Please clarify the purpose of the price schedule (page 2-47) vs the various scenario pricing.Yes, that is a correct assumption. The scenarios are provided to establish a baseline of proposed fixed prices for evaluation purposes only. Offerors will be required to propose fixed prices based on a government developed disaster response scenario. The evaluated scenario-based price will not serve as the IDIQ contract ceiling. The scenario-based price is representative of a realistic scenario and for this reason will be a meaningful in determining awards. Task orders will be specific to the disaster requirements. Based on the unique task order requirements, offerors may be allowed to exceed the fixed prices established on the base IDIQ. Offerors can also propose lower prices at the task order level than those proposed on the base award IDIQ.
31RFP lists a contract ceiling of $4B. The current contract total is less than $100M. Will the Government please describe the difference in its expected contract value on this opportunity versus the contract totals? What additional services are expected to increase to such a high dollar amount? The contract ceiling is based on the requirements set forth in the RFP for this solicitation and reflect the estimated prices given the unique requirements for hard-sided lodging configurations, temporary support facility stand up, and current market trends. Additionally, previous contracts were separated into CONUS and OCONUS requirements whereas this particular contract will include both CONUS and OCONUS.
32What is the Government’s intention of how it will use large businesses versus small businesses on this contract?Small business participation will be allowed across all line items and PWS requirements per Section L of the RFP. Large businesses are restricted from bidding on the line items set aside for small businesses and are required to submit a small business subcontracting plan per Clause 52.219-9 of the RFP
33How many large businesses and how many small businesses does the Government intend to award? The government will determine the number of contracts to award based on an evaluation of the proposals in accordance with the RFP evaluation criteria. The Government may award one or more contracts as a result of this solicitation.
34Considering the scope of work required under this contract – would the Government be willing to provide a readiness budget to allow contractors to meet the expedited timeframes being requested in the scope/contract?No
35Is it satisfactory to the Government for a large business to subcontract required services to other firms?Yes, following small business sub-contracting plans.
36In the case of multiple awards, does the Government intend to compete task order awards? If so, will this be a best value or lowest price/technically acceptable?Yes, the Government will compete task orders based on the ordering instructions in paragraphs G.8, G.9, and G.10 of the RFP.
37What is the Government’s expected actions if no awarded contractor bids on a task order proposal request? The Government will pursue all available commercial market resources as needed to meet FEMA's disaster requirements.
38Would the Government consider an extension for Phase 1 deadline? Would the Government consider an extension for the overall proposal schedule? The RFP has been amended to extend the due date for Phase I proposals.
39Attachment 1PWS Reference: 15.9.2 and 15.9.3Question 1: Will the Contractor bill the Government for the costs associated with building, staffing and provisioning the DFAC, any meals exercised shall be paid for by the location personnel, themselves? If the above question is correct, then would the following example be correct as well? Example: If the Contractor charges the Government $100,000 for a meal service for 1 Lot (50pax) and 5 individual personnel purchase breakfast at $15 per person (5 x $15.00=$75.00), the Contractor will credit the Government $75.00 out of the $100,000 charged for exercising meal service?Yes, the price for that service shall be included under CLIN X011AK (Dining Meal Services). The procedure for self-pay meals will be established at the task order level. For proposal purposes under the scenarios, offerors shall assume all occupants "will not" use the self-pay option. The example provided is an accurate representation of the self-pay meal service procudures, when required.
40RFPL.6 Sub Factor (1)Proof of Inventory - Can the government clarify additional documentation in PDF format that is required for validation of proof of inventory, can the government clarify expectations for "detail lists"?See subfactor 1 proof of inventory
41RFPL.6 Sub Factor 3 Past PerformanceMany companies are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts, but fall under a broader corporate umbrella. Recognizing such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of affiliate companies where the offeror’s proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See GM–Bulltrack, B- 414591.6 (Comp. Gen. Oct. 30, 2018)(holding that an agency may properly attribute the experience or past performance of an affiliated company), and Iyabak Construction, LLC, B-409196 (Comp. Gen. Feb.6, 2014)(holding that the agency failed to articulate a rational basis for solicitation’s refusal to consider experience and past performance of affiliates). 56PWS3.0 Scope pg. 1-2Will the government please specify the set of activities required for the contractor to travel from the APOD to the temporary facility location. Porposed solution: The government will reimburse the contractor for all costs associated to travel to APOD / SPOD back to the temporary location. The Government interprets this question asks if offerors will be reimbursed for travel from the APOD to a temporary facility. The Government will not reimburse offeror expenses for travel. These prices should be incorporated in the mobilization and demobilization prices under CLINs X012, X013, X014, and X015.
57PWS3.0 Scope, "CONUS" pg. 2Under the CONUS section, Government writes "The Contractor shall have the capability to construct Temporary Support Facilities that meet the minimum and maximum capacity which ranges from 50 to 2,000 occupants. The Contractor shall have the capability to operate Six (6) simultaneous CONUS Temporary Support Facilities, each providing services for up to 1000 personnel simultaneously." Accordingly, 1000 occupants seems to be the max per site, not 2000. However, the OCONUS section reads similar, except that it is 5 simultaneously operating facilities for each up to 1000 occupants, OR "one OCONUS Temporary Support Facility for up to 2,000 personnel." Does the Government also intend to potentially operate large CONUS facilities for up to 2000 occupants? Proposed solution: Update CONUS to read "The Contractor shall have the capability to operate Six (6) simultaneous CONUS Temporary Support Facilities, each providing services for up to 1000 personnel simultaneously, or one CONUS Temporary Support Facility for up to 2,000 personnel"The PWS paragraph will be revised to read: The Contractor shall have the capability to construct Temporary Support Facilities that meet the minimum and maximum capacity which ranges from 50 to 2,000 occupants. The Contractor shall have the capability to operate Six (6) simultaneous CONUS Temporary Support Facilities, each providing services for up to 2000 personnel simultaneously.
58PWS3.0 Scope, "CONUS" pg. 2Does the Offerror need to be prepared to serve CONUS and/or OCONUS, in other words, could we potentially operate a total of 6 CONUS and 5 OCONUS camps, for a total of 11 simultaneous sites? Will the government please clarify their expectation.Yes. In the event there are simultaneous disasters, both CONUS and OCONUS, and the vendor is the successful bidder on the task order, the contractor would be expected to fulfill the requirement.
59PWSKey Personnel pg. 5-6Key Personnel are described on page 5 in regards to "professionally set-up, operate and manage the location" 1) Onsite Manager, 2) Repairman, 3) Check in, help desk; while key personnel are described on page 6 to "professionally set-up, operate and manage the camp" 1) Temporary Support Facilities Manager, 2) Quality Assurance Manager, 3) Nurse, and 4) Food Service Manager. The question is, what is the difference between a LOCATION and a CAMP? Proposed solution: We recommend that gov't remove all references to Key Personel on pages 5 and 6 for PWS and instead specify Key Personel at the Task Order Level. In addition, we recommend a Key Personel role as Program Manager included in the RFP.The PWS and RFP clause will be amended to read: At a minimum, this key person will be required at IDIQ level: 1) Program Manager responsible for administrative duties at the base and responsible for responding to task order proposal requests (TOPRs) in a timely manner. At a minimum, the following eight key personnel will be required at the task order level: 1) Onsite Manager, 2) Repairman, 3) Check in, 4) Help desk 5) Reservations, 6) Quality Assurance Manager, 7) Nurse, and 8) Food Service Manager. The words location and camp are used interchangeably to describe physical aspects of where services will be rendered.
60GeneralN/AWill there be another Q&A period prior to submission of Phase II responses? No.
61PWS3.0 Scope "CLU, RSU, Bunk Trailer" pg. 2-3Does each Offeror need to bid RSUs, CLUs and BUNK trailers, or can we no-bid if we do not have inventory of that particular item? Proposed solution: Permit Offerors to bid on each CLU, RSU, and BUNK capability separately. Please see the instruction in paragraph L.3 Partial Small Business Set-Aside. An offeror's socio-economic status under the RFP NAICS should be considered when determining which line items to bid on.
62PWS3.0 Scope pg. 3Scope 3.0 includes a paragraph starting with "The Contractor shall house all authorized occupants in facilities with…" and includes the term "operations center" which is not defined anywhere else. Will the Government please clarify?"operations center" will be removed.
63PWS3.0 Scope pg. 3-4On page 3 and 4 the CLU and RSU configurations include an on suite sinks, toilets, and shower accommodations. Current best practices often separate the shower / sink / toilet as a wet / hygiene unit separate from the sleeping accommodations. Will the government consider removing this requirement? Proposed solution: Instead of Task Order removal of en suite sinks, toilets, showers from living quarters, suggest Gov't remove this these three hygiene stations to a separate trailer to ensure it can be cleaned independently of First Responder's circadian rhythms / sleep schedules, as disasters shifts are unpredictable and cleaning an en-suite facility would disrupt a responder's already less than optimal sleep schedule. This requirement will not be removed. Clarification, en suite sinks, toilets, and shower accommodations must be separated by a door adjoined to the units.
64RFPGeneral QuestionIs the government going to evaluate each CLIN separately for award? No. The Government will establish the total evaluated price for award purposes by adding the base and all option prices proposed by Offerors based on the Government disaster response scenarios provided for pricing purposes.
65RFPGeneral QuestionShould CLIN 0018 be included in the pricing template? No. Per item 1 of the instructions tab of Attachment 3. Except for CLIN 0018 (Guaranteed Minimum), Offerors shall propose on all fixed unit price CLINs based on the small business set-aside criteria in accordance with the RFP ordering procedures paragraph G.8 and G.9, Offerors technical approach, and PWS requirements. CLIN 0018 shall be used only as a pre-priced line item for obligation of the IDIQ minimum guarantee by the Government.
66Does the submission for pricing need to be on the pricing template only or also on the SF33?Only in Attachment 3 - Pricing template.
67Neither the pricing template nor the SF33 specify the length of time period for pricing
purposes. Is the UNIT price to be priced per day?Per item 2 on the instructions tab of Attachment 3, For scenario proposal purposes, the base and option periods for each line item are 30-day periods of performance. Historically, when task orders are issued the period of performance is typically done in 30 day increments.
68The PWS states that fuel is to be provided by the contractor. Does this mean a) CLIN 0011AF

(i.e., BASE YEAR) HVAC, which includes the power, needs to include all fuel and fueling (service) to the power (diesel generators) for all equipment onsite or b) will there be a separate CLIN presented with each task order for the price of fuel and fueling or c) the

government might choose the option to provide fuel through a different contract?Vendor is required to provide all fuel. Gov provided fuel will not be an optional Clin
69The solicitation states that for the purpose of this PWS the government provided

transportation includes “airlift/sealift from the designated APOEs/SPOEs, to designated APODs/SPODs…” Will the government also provide transportation after demobilization from

the APODs/SPODs back to the originally designated APOEs/SPOEs?The contractor shall provide ALL transportation unless the government exercises the option to utilize their own. In the event this option is exercised, yes. Otherwise the onus of transportation falls to the contractor.
70Will there be a separate contract for Light towers for the temporary support facilities? No.
71Does contract allow for deviation to allow for meals to be included in
contract price and not collected from individual occupant? No.
72Is single occupant, single designated bathroom the only allowable set up
for base camp occupancy?Jack and Jill style only acceptable in RSU's
73SOW REQUIRES contractors to provide Temporary Support Facilities, including housing, office, hospital, and other non-traditional facilities requiring a temporary solution. These exceed a traditional Base Camp and require specialized

resources, especially for a hospital.

i. Based on what they would require, some structures would meet most of these requirements but require a difference in how the interiors were furnished. Can the Government provide specifics on the equipment/furnishings

required for these facilities?Contractor should do the required research to support the outlined PWS
74The Contractor may be required to provide hard-sided sheltering. Specific

examples of hard-sided sheltering include, but are not limited to, the following examples: Containerized Lodging Units(CLU), Responder Sheltering Units (RSU), and Bunk Trailers (BT).

i. As defined in the SOW, these are very specialized, especially for the CLU and RSU, and require Private ONE-PERSON ROOMS with en-suite bathrooms of one for two rooms.

ii. The SOW allows longer deployment times for CLU units but keeps times short on all other types of accommodations. Is there any latitude on the container provisions if CLU single occupancy units are unavailable? Are two persons in a room bunk bed sleeping acceptable to

meet the two twin bed requirements? No provisions on CLU's. RSU's and Bunk trailers are written into the scope in the event CLU's are requested and unavailble
75PWS3.0 ScopeUnder 3.0 Scope, they list the requirements for both CONUS and OCONUS,
a. While you can certainly meet the requirements for a CONUS event based on your experience, the requirements for OCONUS are the real challenge. Can the Contractor propose TWO separate bid offerings for CONUS and OCONUS? Can the CONTRACTOR submit a bid on only one requirement, such as CONUS ONLY?No, a single contract will be awarded to one or more offereors for combined CONUS and OCONUS requirements. Contractors are expected to bid on all line items not restricted for bid based on the offeror's socio-economic size and line items restrictions for partial set-asides and unrestricted line items.
76PWSAt the Government’s discretion and as part of the task order process, the Government may elect to provide transportation services for large-scale events. For this PWS, Government provided transportation includes airlift/sealift from the designated APOEs/SPOEs to designated APODs/SPODs and material handling equipment/equipment operators at designated APOEs/SPOEs/APODs/SPODs. Can the Government pre-identify the possible APOEs/SPOEs staging areas that resources and personnel would be required to depart from? The government will state whether it will provide transportation services from designated APOEs/SPOEs/APODs/SPODs at the task order level. For proposal purposes under the scenarios, offerors shall assume the government "will not" provide transportation services.
77PWSUnder 15.2. SITE LAYOUT PLAN, at the request of the COR, the Contractor shall provide with each task order proposal: site-specific design plans, site requirements, and layout in accordance with the site spacing provided by the Government. The Contractor shall provide site layout maps for approval before building-out and final site maps upon conclusion of buildout. Are designated locations in the SOW available to review in advance? Would the Government accept GENERIC site plans that could be adapted to specific sites after the task order is issued?Designated locations are not available in advance of Task Order. Upon issuance of T/O radius of location would be identified.
