PERFORMANCE WORK STATEMENT

THE FEDERAL EMERGENCY MANAGEMENT AGENCY

TEMPORARY SUPPORT FACILITIES

Dated: 4/28/2022_rv01

1.0 BACKGROUND

The Department of Homeland Security (DHS)/Federal Emergency Management Agency’s (FEMA) mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.

One of FEMA’s responsibilities is to ensure the effectiveness of emergency response personnel in responding to emergencies and disasters. Types of disasters and emergencies that could happen in the Continental United States (CONUS), as well as Outside the Continental United States (OCONUS) locations include, but are not limited to, hurricanes, floods, earthquakes, cyclones, tornadoes, blizzards, acts of terrorism, tsunamis, and avalanches.

2.0 OBJECTIVE

To support this mission, FEMA seeks contractor support services for Temporary Support Facilities to facilitate the needs of responders, other authorized personnel, and assets deployed for occurrences, or events, requiring a Federal Government response in CONUS and OCONUS locations, including U.S. States, territories, and commonwealths. The Temporary Support Facilities contract will be used by FEMA, or by other Federal agencies through FEMA, consistent with the specific authorities of the agency utilizing the contract’s services. During disaster situations or other events, Federal, State, and local responders may need a place that provides shelter, food, and additional basic needs. The Temporary Support Facilities contract will be used by those responding to Federal disaster or emergency needs, or any other situation where FEMA or an agency working through FEMA needs a Temporary Support Facilities solution. FEMA shall be able to call upon those contractors awarded contracts under this acquisition, to provide support services throughout both the CONUS also referred to as the lower 48 contiguous States, and OCONUS locations, Alaska, Hawaii, American Samoa, Guam, the Commonwealth of the Northern Marianas, the Commonwealth of Puerto Rico, and the U.S.

Virgin Islands.

3.0 SCOPE

The scope of this Performance Work Statement (PWS) includes providing Temporary Support Facilities inclusive of housing, office, hospital, and other non-traditional facilities requiring a temporary solution. The temporary facilities shall include mobilizations, site preparation, installation, reservations, management and operations, and demobilizations as set forth herein and in task orders. The Contractor shall provide all necessary labor, supervision, equipment, tools, materials, fuel, supplies and transportation, except as stated in this paragraph, necessary to provide the items and services described herein and set forth in subsequent task order (s). For the purposes of this PWS, vendor provided transportation for both CONUS and OCONUS scenarios are defined as all necessary vendor provided/contracted resources required to transport contractor personnel, equipment and supplies to a suitable aerial port of embarkation (APOE), or sea port of embarkation (SPOE); completion of required load planning; providing/securing required material handling equipment as required to on-load/off-load aircraft/ships/barges; suitable air/sealift to move personnel, equipment and supplies from the APOE/SPOE to suitable aerial ports of debarkation (APOD), or sea ports of debarkation (SPOD) and resources required to transport contractor personnel, equipment and supplies to locations as specified in the associated task order. At the Government’s discretion and as part of the task order process, the Government may elect to provide transportation services for large scale events. For the purposes of this PWS, Government provided transportation includes, including airlift/sealift from the designated APOEs/SPOEs, to designated APODs/SPODs and material handling equipment/equipment operators at designated APOEs/SPOEs/APODs/SPODs.

CONUS

The Contractor shall have the capability to construct Temporary Support Facilities that meet the minimum and maximum capacity which ranges from 50 to 2,000 occupants. The Contractor shall have the capability to operate Six (6) simultaneous CONUS Temporary Support Facilities, each providing services for up to 2,000 personnel simultaneously.

OCONUS

The Contractor shall have the capability to provide Temporary Support Facilities for Government and other disaster personnel, based on the following regional requirements:

FEMA Region 2 (Commonwealth of Puerto Rico & U.S. Virgin Islands) – Five (5) simultaneous OCONUS Temporary Support Facilities, each providing services for up to 2,000 personnel simultaneously or one OCONUS Temporary Support Facility for up to 2,000 personnel.

Minimum occupancy is 50 personnel. In the event of a multi-island event, buildout is not limited to one island. The five (5) OCONUS Temporary Support Facilities may be independently located and operated on any of the islands designated as FEMA Region 2.

FEMA Region 9 (Hawaii, Guam, Commonwealth of the Northern Marianas, American Samoa)

– Five (5) simultaneous OCONUS Temporary Support Facilities, each providing services for up to 2,000 personnel simultaneously or one OCONUS Temporary Support Facility for up to 2,000 personnel. Minimum occupancy is 50 personnel. In the event of a multi-island event, buildout is not limited to one island. The five (5) OCONUS Temporary Support Facilities may be independently located and operated on any of the islands designated as FEMA Region 9.

FEMA Region 10 (Alaska) – Five (5) simultaneous OCONUS Temporary Support Facilities, each providing up to 2,000 personnel, Minimum occupancy is 50 personnel. The five (5) OCONUS Temporary Support Facilities may be independently located and operated on any of the state.

Contractor services for both CONUS and OCONUS include:

• Temporary Support Facilities design

• Mobilization

• Site Preparation

• Installation and maintenance of all Contractor provided equipment

• All services necessary to efficiently manage and operate the Temporary Support Facilities

• Demobilization

The Contractor shall house all authorized occupants in facilities with, but not limited to, tents with leveled matted floors (or equivalent with permission), modular units, fixed facilities (either contractor or government provided) or other solutions such as barges, ships, or other means capable of meeting all applicable design loads for wind, snow, seismic, flood, extreme temperatures, extreme humidity, and other potential hazards. All solutions shall be equipped with heating and air conditioning (HVAC) to meet all environmental conditions and capability of maintaining the interior temperature between 68 and 72 degrees Fahrenheit as well as providing bedding (including but not limited to fleece blankets, fitted sheets, 2 pillows, pillowcases), shower curtains, toiletries (including but not limited to shampoo, conditioner, bodywash, lotion & toothpaste) window coverings, meal services, kitchen, dining hall, recreation facilities, medical unit, refrigerated trucks, shower units, hand wash units, potable (drinking) water, water purification and manifold distribution systems, toilets, on-site manifold distribution of black and grey water and associated on-site sanitation systems, complete laundry service, trash removal and dumpster service, industrial generators, light towers, identification cards, fencing and barricades.

Contractor may be required to provide hard-sided sheltering. Specific examples of hard sided sheltering include, but are not limited to, the following examples: Containerized Lodging Units (CLU), Responder Sheltering Units (RSU), and Bunk Trailers (BT).

CLU

a. CLUs can be constructed out of customized dry box vans, Conex, or similar style container trailers.

b. Each CLU must contain private one-person rooms with locking exterior door, bed, storage for clothing, ambient lighting, and a minimum of one two-plug power outlet in each sleeping area.

c. Units must be equipped with en suite shower, sink, and toilet accommodations to be private or shared between no more than two people. The Contractor shall ensure privacy by providing locks on both bathroom doors between the two sleeping areas.

d. Sinks with mirrors and outlets for hairdryers and shaving equipment shall be provided.

e. New mattresses shall be used and must be Standard Full, or larger, with inner-springs or coils. Foam mattresses or Sleeping cots constructed of nylon and aluminum or equivalent with a minimum 300 lb. capacity may be substituted if approved in advance by the COR

f. The Contractor shall meet American with Disabilities Act (ADA) requirements and ensure that the units at each site are ADA compliant. Percentages to be defined at the task order level, not to exceed 15%.

g. Units shall have under the bed storage space, a closet and desk space with one two-plug power outlet. All living quarters shall be equipped with windows the total of which shall not be less than one-tenth of the floor area. At least one-half of each window shall be so constructed that it can be opened for purposes of ventilation in accordance with OSHA 1910.142(b)(7).

RSU Configurations and Requirements

a. Contractor shall furnish private cabin sleeping units containing beds, showers, sinks and toilets. Units shall be no larger than a 53 ft. dry box van (RV and 53 ft. van chassis are preferred).

b. Each RSU must contain private one-person rooms with locking exterior door, bed, storage for clothing, adequate lighting, and a minimum of one (1) standard duplex power outlet in each sleeping area.

c. Units shall be equipped with en suite shower, sink, and toilet accommodations unless removed at task order level. Restrooms shall be private or shared between no more than two people. The Contractor shall ensure privacy by providing locks on both bathroom doors between the two sleeping areas.

d. Standard Twin beds shall be used, 36"W x 75"L x 10"H, or larger, with inner-springs or coils. Foam mattresses or Sleeping cots constructed of nylon and aluminum or equivalent with a minimum 300 lb. capacity may be substituted if approved in advance by the COR

e. All units shall be equipped with an OSHA compliant window.

Bunk Trailer

a. Four-to-thirty-six-person trailer with bunk beds, individual lockers for storage, ambient lighting, and a minimum of (1) standard duplex power outlet per bed. Sleeping compacity will be defined at task order level.

b. Standard Twin beds shall be used, 36"W x 75"L x 10"H, or larger, with inner-springs or coils. Foam mattresses or Sleeping cots constructed of nylon and aluminum or equivalent with a minimum 300 lb. capacity may be substituted if approved in advance by the COR

4.0 TEMPORARY SUPPORT FACILITIES CAPACITY

The Contractor shall have the capability to construct/provide the Temporary Support Facilities to meet the minimum and maximum capacities as specified in paragraph 3.0(Scope). Population or occupancy is defined as the number of individuals at the Temporary Support Facilities. The Government does not guarantee that the Temporary Support Facilities will meet maximum capacity. The Temporary Support Facilities occupancy or population may change significantly over the duration of a task order. The Contracting Officer (CO) will give the Contractor 24-hour written notice prior to any changes in the estimated population. The Contractor must be capable of scaling the Temporary Support Facilities population size up or down incrementally.

CONUS: 300 Soft-sided beds within 36 hours of award, 250 RSU/ Bunk Trailer beds within 72 hours of award, 100 CLU beds within 144 hours of award, or 400 Fixed facility beds within 36 hours of award.

OCONUS: 300 Soft-sided beds within 72 hours of award, 250 RSU/ Bunk Trailer beds within 120 hours of award, 100 CLU beds within 192 hours of award, or 400 Fixed facility beds within 72 hours of award.

5.0 HOURS OF OPERATIONS

Temporary Support Facilities hours of operations are 24 hours a day, seven days a week unless otherwise stated in the task order requirements.

6.0 COMMUNICATION

The Contractor shall ensure that communications are established and maintained throughout the provisioning of support services between personnel and Government.

7.0 POST AWARD CONFERENCE

The Contractor shall attend a Post Award Conference with the CO and the COR no later than 5 business days after the date of award. The purpose of the Post Award Conference, which will be chaired by the CO, is to discuss technical and contracting objectives of this contract. The Post Award Conference will be held by Microsoft Teams or Zoom.

8.0 GENERAL INFORMATION

The Contractor shall be capable of establishing and maintaining Temporary Support Facilities within disaster-impacted areas within set timelines depending on the facilities required. Each task order will specify the initial Temporary Support Facilities capacity, but the capacity will be no less than 50 occupants and no more than 2,000 occupants. Additionally, the Contractor shall have the capability for early phasing, if requested in the task order, to provide partial Temporary Support Facilities support (sleeping, feeding, i.e. commercial ready to eat meals, medical and sanitation) on set timelines depending on the facilities required. The Contractor shall provide complete, turn-key Temporary Support Facilities operations as designated by the Government within the designated disaster area. Timelines for office, hotel, and other facility types utilized on the same platform (fixed facility, 53v, flat bed, etc.) are identical to that of the lodging expectations.

The Contractor shall staff the Temporary Support Facilities with a team of trained specialists to professionally set-up, operate and manage the location. At a minimum, this key person will be required at IDIQ level: 1) Program Manager responsible for administrative duties at the base and responsible for responding to task order proposal requests (TOPRs) in a timely manner. At a minimum, the following eight key personnel will be required at the task order level: 1) Onsite Manager, 2) Repairman, 3) Check in, 4) Help desk 5) Reservations, 6) Quality Assurance Manager, 7) Nurse, and 8) Food Service Manager. Additional staff will also be needed to make reservations manage and operate lodging facilities when established. For example, staff to check-in and check-out personnel (occupants and authorized visitors) entering and exiting the site, food service workers, maintenance, and cleaning staff.

Additionally, the Contractor shall have the capability for early-phasing, if requested in the task order, to provide partial OCONUS Temporary Support Facilities support (i.e. sleeping, feeding, i.e. commercial ready to eat meals, medical, and sanitation) for 100 personnel 120 hours after task order award.

The Contractor shall staff the Temporary Support Facilities with a team of trained specialists to professionally set-up, operate and manage the camp. The Contractor shall have sufficient equipment readily available for rapid deployment as well as preventive maintenance programs to ensure optimum equipment readiness levels at all times.

As required, the Contractor shall have the capability to provide engineering, environmental baseline, site design and phasing analysis to assist in effective planning and use of the Temporary Support Facilities sites.

9.0 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/SERVICES

As necessary for Temporary Support Facilities, the Government will furnish land and be responsible for the site lease for the Temporary Support Facilities. The site conditions for a Temporary Support Facilities may vary significantly. Site visits will be coordinated at the task order level. Temporary Support Facilities Security will be provided by the Government. The Government reserves the right to provide any other equipment or services to support Temporary Support Facilities operations. Any other Government furnished equipment or services shall be set forth in the task order.

10.0 CONTRACTOR FURNISHED PROPERTY/EQUIPMENT/SERVICES

The Contractor shall furnish all other supplies, equipment, and personnel necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in Section 9.0 above and in each individual task order. The Contractor will comply with environmental purchasing regulations and Presidential Executive Order 13423 when acquiring products and services used in performance of the Temporary Support Facilities contract.

Specifically, the Contractor will acquire bio-based, environmentally preferable, energy-efficient, water-efficient, and recycled-content products, and use paper of at least 30 percent post-consumer fiber content. 11.0 SAFETY STANDARDS

The Temporary Support Facilities shall be kept in compliance with applicable OSHA rules in 29 CFR Part 1926 & 29 CFR 1910, specifically 29 CFR 1910.142 Environmental Protection Agency (EPA) regulations outlined in 40 CFR and all other local, State and Federal regulatory standards and conditions for safety and health and environmental management.

12.0 CODE ADHERENCE/COMPLIANCE REPORT

The Contractor is responsible for adherence to applicable Federal, State, Territorial, Commonwealth and local regulations and laws. This includes but is not limited to all local, State, Territorial and Commonwealth Occupational Safety Health and Environmental Management Department regulations, the 2006 International Building Code, 2006 International Fire Code – Chapter 24 and NFPA 101 – Life Safety Code for the occupancies being constructed. In addition, the Contractor shall be responsible for complying with all current Federal, State, and Local public health directions and guidelines for the jurisdictional area related to mitigating the spread of COVID-19.

FEMA will support the Contractor’s efforts to expedite the permit process responsible for obtaining all required permits prior to acceptance. The Contractor shall notify the Contracting Officer (CO) and COR immediately if the circumstances raise any concerns about the Contractor’s ability to obtain the necessary permits. In addition, throughout all phases of the Temporary Support Facilities contract lifecycle, the Contractor shall comply with all applicable Local, State, Territorial, Commonwealth and Federal rules and regulations associated with the http://www.biopreferred.gov/BioPreferred/ http://www.epa.gov/epawaste/conserve/tools/cpg/index.htm http://www.epa.gov/epp/ operations of Temporary Support Facilities support systems and operate within the conditions of any permits obtained or applied. This includes, but is not limited to, the operation of portable water systems, wastewater treatment systems, collection, storage, and disposal of hazardous and regulated waste, and collection and disposal of solid waste.

The Contractor shall be responsible for meeting manufacturer recommended installation specifications. The Contractor shall perform a local code review of jurisdictional area where the Temporary Support Facilities are located and implement any requirements determined to be more stringent than the National Codes indicated in the PWS. A written compliance report shall be provided to the Government upon completion of this code review within seven days of the task order award (See 16.0 Item 2 Contract Data Requirement List (CDRL)).

13.0 ACCESS AND FUNCTIONAL NEEDS

The Contractor is responsible for accommodating individuals with functional needs. This includes, at a minimum, the application of Uniform Federal Accessibility Standards (UFAS) along with any other Federal, State, Territorial, Commonwealth or Local regulations. The Temporary Support Facilities that must meet these standards include, but are not limited to, billeting areas, administrative areas, restrooms, shower facilities and hand-washing stations. 15 percent of the facility must meet the UFAS standard.

13.1. ONSITE CONTRACTOR FACILITY ACCESS

Effective August 25, 2021, Federal employees, contractors, and visitors who enter a federal facility or site must follow facility signage and requirements, and agency safety protocols, regarding vaccination and testing documentation.

Contractors and visitors attempting to gain entry at GSA owned or leased facilities secured by Federal Protective Service (FPS) must complete the Certification of Vaccination form available at https://www.saferfederalworkforce.gov/downloads/CertificationVaccinationPRAv7.pdf and show the form upon entry.

Contractors and visitors who are not fully vaccinated or who decline to disclose their vaccination status must also be prepared to show proof of a negative COVID-19 test from within the previous three days, in accordance with Safer Federal Workforce Task Force requirements and agency requirements, as applicable.

Note that there may be additional requirements for each facility and location with regards to masking and social distancing, hence it is important to adhere to the signage and protocols each location has in place to ensure a safe workspace.

14.0 PERFORMANCE REQUIREMENTS SUMMARY

This contract includes a Performance Requirements Summary (PRS) at PWS paragraph17.0. The PRS plays an integral role in the administration of the contract. Evaluation of the Contractor’s overall performance shall be in accordance with the performance standards set forth in the PRS, and will be conducted by the COR. The PRS constitutes a material aspect of the contract and will not be changed or otherwise modified without prior written approval of the CO.

15.0 SPECIFIC REQUIREMENTS

15.1. CONTRACTOR STAFFING

The Contractor’s staff shall be comprised of multi-disciplined personnel operating around the clock while the Temporary Support Facilities are in operation. Staff shall be appropriately trained and equipped to operate in locations mentioned in 2.0. Staff sizing shall be dependent on the size and scope of the Temporary Support Facilities operation and shall be sufficient to ensure that the Temporary Support Facilities are managed efficiently and effectively. Whenever practical, displaced citizens shall be given the first opportunities for employment within the Temporary Support Facilities, assuming skills and capabilities are pertinent for the open positions. The Contractor shall have the capability to provide engineering, site design and phasing analysis to assist in effective planning and use of the Temporary Support Facilities site.

The Contractor and its staff shall adhere to Federal privacy laws, including the Privacy Act of 1974. All Contractors’ personnel shall be able to pass a background check in accordance with the FEMA Contractor Eligibility and Personal Identification Verification (PIV) Process, (DHS Clause 3052-204.71). (**NOTE: Prior to acceptance of the background and issuance of the PIV, Contractor(s) shall be authorized to perform services as stated under Section 4.0 “Temporary Support Facilities Capacity” if the screenings are not complete).

15.2. SITE LAYOUT PLAN

At the request of the COR the Contractor shall provide with each task order proposal: site specific design plans; site requirements and layout in accordance with the site spacing provided by the Government. The contractor shall provide site layout maps for approval before building out and final site maps upon conclusion of buildout.

15.3. TRANSITION PLAN

The Contractor shall provide a Transition Plan (See 16.0 Item 4 Contract Data Requirement List (CDRL)) with the task order proposal to ensure a smooth transition from task order award to full Temporary Support Facilities operational status (phase-in). The Transition Plan for the phase-in period shall include, at a minimum: mobilization; site preparation; transition with existing Contractor (if necessary); Contractor employee training and orientation to include mitigation measures for COVID-19; assessment of potential security risks; and assumption of full operational responsibility. A site-specific Transition Plan shall be submitted with the task order proposal. A similar plan shall be provided for phase-out fourteen days prior to the Temporary Support Facilities closing.

15.4. EQUIPMENT INVENTORY LIST

The Contractor shall have the capability to provide assets that can be expanded and reduced based on mission needs and Temporary Support Facilities population. The Contractor shall provide an Equipment Inventory Report weekly (See 16.0 item 1 Contract Data Requirement List

(CDRL)) to the COR. The Equipment Inventory Report shall include all equipment used to erect and operate the Temporary Support Facilities. The report shall state if the equipment is owned/leased. The Contractor shall have sufficient equipment available for rapid deployment and preventive maintenance programs to ensure optimum equipment readiness levels at all times.

15.5. DAILY LOGS

The Contractor shall maintain twice daily Temporary Support Facilities logs (See 16.0 Item 3 Contract Data Requirement List (CDRL)). Copies of the logs shall be made available to the COR, and FEMA Temporary Support Facilities Coordinator. Daily logs shall include, but not be limited to:

• Daily occupancy counts.

• Summary of any technical direction provided by the COR and contractor action taken.

• Results of water testing samples (when tested).

• Summary of the daily menu.

• Number of meals served per day, including name, type, and agency

• Any facility issues.

• Number, type, and severity of medical incidents; and

• Summary of any significant daily laundry services, cleaning of shower facilities, janitorial

Daily log must be signed by the COR and the Contractor Temporary Support Facilities Manager.

The Contractor’s employees, including sub-contracted employees, shall not be included in occupancy, meal or laundry counts for billing purposes, but shall be included as a separate category in the daily summary reports to aid the Temporary Support Facilities Coordinator in the event of an emergency or evacuation situation.

15.6. MEDICAL PLAN

The Contractor shall develop and maintain Temporary Support Facilities specific medical plans (See 16.0 Item 8 Contract Data Requirement List (CDRL)) to be submitted with the task order proposal that include Temporary Support Facilities processes and procedures in the event of an emergency that the Temporary Support Facilities medical staff cannot handle. The plan shall include, but not be limited to, the medical aid station staffing plan, identification of local medical facilities, transportation routes and other information.

15.7. MOBILIZATION

15.7.1. TEMPORARY SUPPORT FACILITIES MOBILIZATION

Temporary Support Facilities setup shall be completed to the Temporary Support Facilities capacity set forth in the task order. If required in the task order, the Contractor shall phase in partial Temporary Support Facilities support (sleeping, feeding, medical and sanitation) as listed in 8.0, General Information.

Mobilization tasks shall include bracing, blocking, and leveling for bunk trailers, RSU, and CLU hard-sided configuration setup.

Changes to accommodate increases or decreases in Temporary Support Facilities population and associated services (within the limits of the Temporary Support Facilities capacity set forth in the task order) shall be completed within 24 hours after notice or as directed by the CO. Any changes to exceed Temporary Support Facilities capacity set forth in the task order must be approved by the CO and must be completed within 24 hours of notice provided by the CO.

15.7.2. SITE DESIGN

The Contractor shall provide with each task order proposal, site specific design plans (See 16.0 Item 6 Contract Data Requirement List (CDRL)). The plans shall address site requirements and layout in accordance with the Temporary Support Facilities site spacing provided by the Government. The Contractor shall implement storm water erosion controls in accordance with Federal, State, and local regulations including but not limited to obtaining permits, performing all necessary site improvements, and restoring the site to meet or exceed original site conditions.

15.7.3. SITE PREPARATION

The Contractor shall perform all work necessary for site evaluation, preparation, installation, and use. The Contractor shall make the site ready for placement of all Contractor and Government provided equipment, personnel, and assets. Depending on the site, the Contractor shall perform all necessary site improvements to ensure positive drainage, expand site capacities, create parking and common areas and perform selective clearing and grubbing in accordance with all Federal, State, and Local environmental regulations. Additionally, the Contractor shall follow all EPA Storm Water Best Management Practices found at http://cfpub.epa.gov/npdes/stormwater/menuofbmps/index.cfm. For example, on a sloped site, the ground maybe graded to allow water to drain away from the structures, while on a level site, the facilities may need to be elevated to ensure that water drains around them. The Contractor shall be responsible for designing and preparing the Temporary Support Facilities site sufficient to establish positive drainage that ensures that the Temporary Support Facilities always remains dry and that pools of water do not settle and stagnate in the Temporary Support Facilities area.

The Contractor shall maintain Temporary Support Facilities grounds on a periodic basis to include brush clearing, grass and brush cutting at least every two weeks.

The Contractor shall meet requirements based on the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act (ESA), Executive Order 11988: Floodplain Management, Executive Order 12898: Environmental Justice, and other environmental planning and historic preservation laws by following the conditions established through FEMA’s environmental and historic preservation (EHP) review. These conditions shall be established by FEMA’s staff at task order award based on the unique characteristics of each site. These included:

• Complying with mitigation measures to reduce the impact to the environment as established by the EHP review (e.g. use of silt fences to reduce sedimentation, use of construction best management practices to reduce air quality issues, appropriate handling, disposition, remediation, or containment of hazardous materials in the project area, etc.).

• Acquiring applicable Federal, State, or Local environmental permits required for the project (e.g. Storm Water Pollution Prevention Permit [SWPPP], National Pollution Discharge Elimination System [NPDES] permit, construction permits, Clean Water Act Section 404 for fill, etc.).

• Immediate cease of work and notification to FEMA Regional Environmental Officer (REO) , COR, and CO if potential archeological resources are discovered during construction and ground disturbance work.

15.8. TEMPORARY SUPPORT FACILITIES SET-UP

15.8.1. BILLETING

The Contractor shall provide billeting for the personnel assigned to the Temporary Support Facilities. Billeting shall be provided in commercially available climate-controlled facilities which include floors, doors, lights, sleeping beds/cots, smoke alarms and fire extinguishers in accordance with all applicable OSHA 29 CFR 1910 and 29 CFR 1926 standards and requirements. All billeting facilities shall be installed in accordance with local codes, 2006 International Building Code, 2006 International Fir e Code – Chapter 24 and NFPA 101 – Life Safety Code – Chapter 28, New Dormitories. Such billeting shall be fully installed and ready for occupancy as directed on a task order specific basis. Changes to accommodate increases or decreases in Temporary Support Facilities population must be authorized through written modification by the CO and shall be completed within 24 hours after notice provided by the

COR.

All billeting facilities shall be installed in accordance with referenced codes and manufacturers approved engineering data. All structure engineering data shall be maintained on file in the project site office. Air movement within structures shall be in accordance with ANSI Z.4.1.4.

Billeting shall be segregated by gender (i.e. male and female). If tents are provided for billeting, they shall typically be one of two types: pole tents or frame tents. Pole tents shall comply with the California Fire Code, GA217 for Flame Retardancy and NFPA 701 Flame Retarding Fabric Requirements and 2006 International Fire Code – Chapter 24. Pole tents shall be rated to meet the wind loading requirements contained in Chapter 6 of the ANSI/ASCE 7-05 Minimum Design Loads for Buildings and Other Structure, for the location selected.

Frame tents shall be rated to meet design loading requirements contained in ANSI/ASCE7-10 Minimum Design Loads for Buildings and Other Structures, for the location selected as follows:

wind loads contained in Chapters 26 – 31; Snow loads contained in Chapter 7; Seismic loads contained in Chapters 11-23; Flood loads contained in Chapter 5. The provisions of ANSI/ASCE 7-05 may also be used following the associated chapters; Chapter 6 for wind; Chapter 7 for snow; Chapters 11 – 23 for seismic; and Chapter 5 for flood. Structures shall meet or exceed: the OSHA 29 CFR 1910, 29 CFR 1926, all locally adopted building code regulations or the provisions of the 2009, or 2006, editions of the International Building Code; Chapter 24 of the 2009, or the 206, editions of the International Fire Code; and the NFPA 101 – Life Safety Code – for occupancies constructed.

For privacy and to accommodate 24/7 work schedules, windows are required to be able to close.

Flooring shall follow OSHA 29 CFR 1910.142.

Flooring shall be placed within all interior portions to provide a firm level working or living area. Prior to placing floors on the ground, an entomology service shall be utilized to eliminate potential bug or insect hazards. Periodic screenings and repeat applications shall be provided as needed to ensure inactivity. (However, if pests become a problem, the Contractor is responsible for getting rid of them). Additional pest control programs shall be put in place where applicable and in accordance with OSHA 29 CFR 1910 and other applicable Federal, State and Local standards and requirements.

Lighting shall be provided at a rate of at least 20ft candles (equivalent to a 60-watt bulb) and shall be placed on timers for blackout times to accommodate sleep schedules. If battery operated lighting is required, it shall be provided in place and shall be placed on timers for blackout times to accommodate sleep schedules. All lights shall be National Electric Code (NEC) and Underwriters Laboratories (UL) listed for outdoor and wet conditions. Egress and emergency lighting shall be provided per 2006 International Fire Code, section 2403.

Standard charging stations for electrical devices such as cellular phones and laptops shall be provided throughout the sleeping quarters to accommodate at least 20% of occupancy.

Fire Extinguishers shall be provided for each individual structure and sized appropriately for its occupancy and rated for Type ABC fires. Special areas such as kitchens may require other rated type extinguishers appropriate for their specific location.

Standard Twin beds shall be used, 36"W x 75"L x 10"H, or larger, with inner-springs or coils.

Foam mattresses or Sleeping cots constructed of nylon and aluminum or equivalent with a minimum 300 lb. capacity may be substituted if approved in advance by the COR. Pillow, blanket, sheets, and pillowcases shall be provided with each cot or bed. Cots shall be placed in compliance with all applicable OSHA 29 CFR 1910 and 29 CFR 1926 standards and requirements. The Contractor shall be required to provide sleeping bags or other items in the event the set billeting area temperatures are not maintained due to power failure, etc.

Each occupant shall be provided with a personal storage box and lock (combination or key). The storage box/locker should be a minimum capacity of 4 cubic feet and with dimensions that allow it to be easily stored under or beside their bed.

15.8.2. ADMINISTRATIVE AREAS

The Contractor shall provide administrative areas equipped with internet access. If possible, these areas shall be within tented facilities or office trailers. These areas shall be used to house the Contractor’s Temporary Support Facilities management and the COR and representatives’ operations. The number of Government personnel shall be determined at the task order level.

These shall also be the locations for in-processing and out-processing of Temporary Support Facilities inhabitants and Temporary Support Facilities information boards. The Contractor shall provide secure containers where security can discharge (clear) their weapons in any of the main areas throughout the Temporary Support Facilities.

15.8.3. SECURITY

Separate Security Facilities outside the general population may be required and will be identified in each task order.

15.8.4. FENCING AND BARRICADES

The Contractor shall provide fencing and barricades around the perimeter of terrestrial Temporary Support Facilities as set forth in the task order. The Contractor shall also provide fencing and barricades around areas which are “off limits” to occupants. Fencing and barricades are required within 36 hours for “phased” setup timeframes, and 72 hours for the rest of the initial setup timeframe. This is to ensure the health and safety of occupants. Fences, barriers, and implemented separation mechanisms shall comply with Federal, State, Commonwealth, Territorial, and other Local regulations as applicable. Building codes, and regulations, as well as any applicable FEMA security requirements as defined by the Joint Field Office (JFO) Security Officer. All fences or barriers shall comply as a minimum with requirements set forth in UFAS or the Americans with Disabilities Act or other Federal, State, commonwealth, territorial and or the local requirements. For non-terrestrial solutions such as barges or ships, the Contractor shall provide fencing and barricades to secure the entrance of the Temporary Support Facilities.

15.8.5. COVERED WALKWAYS

Depending upon the location of the disaster, covered walkways maybe required. If covered, it must follow the National Fire Protection association NFPA, 101 “Life Safety Code”, International Building Code (IBC) 2009 and American Society of Civil Engineers (ASCE) 7-05.

15.8.6. MEDICAL UNITS

The Contractor shall provide a medical unit staffed with, at a minimum, medical personnel certified in Advance Cardiac Life Support (ACLS) procedures 24 hours a day, seven days a week, unless directed otherwise by the CO. The medical unit shall be licensed in the location they have been requested to establish the camp in. The Medical Unit shall be equipped to provide basic care for minor illness and injury; this shall include dispensing of common over the counter medications. Medical conditions that the medical unit must be prepared to respond to include but are not limited to frostbite, hypothermia, heat stroke and other conditions brought on by extreme temperature conditions. Medical personnel shall provide medical services to occupants and Contractor employees 24 hours a day, seven days a week.

The Contractor shall immediately notify the agency point of contact of any occupant injuries or illnesses requiring any level of documentation and shall forward completed forms (to include all required information on the accident or illness, including medical documentation, fund code and type of hire (Ex: DAE, DTE, NDMS, etc.) to FEMA management via the agency’s point of contact within 24 hours of the notice to the Agency.

15.8.7. AUTOMATED EXTERNAL DEFIBRILLATORS (AED)

Automatic External Defibrillators (AED) shall be placed in all areas of assembly (i.e., dining facility, Morale Welfare and Recreation (MWR), billeting). AEDs shall be located in proximity to the main entrance door and be marked with a large predominate sign.

15.8.8. RESTROOM FACILITIES

The Contractor shall provide portable heated and cooled restroom facilities with flushing toilets at each Temporary Support Facility to ensure compliance with all applicable OSHA 29 CFR 1910 and 29 CFR 1926 standards and requirements and all other Federal, State, and Local applicable requirements. These units shall be designed and certified for use by the Portable Sanitation Association International. All units shall be fully serviced at least once daily, or more frequently as the site capacity requires or if directed by the COR. All wastewaters shall be collected with vacuum trucks and transported offsite and disposed at permitted treatment facilities. When available, public utilities shall be utilized.

Facilities shall be positioned, or the entrance to facilities shall be screened, to ensure privacy and prevent individuals walking by from seeing into the facility. The restrooms facilities shall be segregated by gender (i.e. male and female).

15.8.9. MOBILE SHOWER FACILITIES

The Contractor shall provide mobile shower facilities to ensure compliance at a minimum with OSHA 29 CFR 1910 and 29 CFR 1926 as well as UFAS standards. Facilities shall be positioned, or the entrance to facilities shall be screened, to ensure privacy and prevent individuals walking by from seeing into the facility. Shower facilities shall have individual stalls, sinks with mirrors and outlets for hairdryers and shaving equipment shall be provided. Units shall have hot and cold water and shall be serviced with an American Society of Mechanical Engineers (ASME) rated propane water heater and an anti-scald valve for user safety. Heated water shall be provided at a minimum of 112 degrees Fahrenheit. Hand washing facilities shall be provided at Temporary Support Facilities to meet population demand. All showers and sink facilities shall be sanitized twice daily with a disinfecting solution. The shower facilities shall be segregated by gender (i.e.

male and female).

15.8.10. LAUNDRY FACILITIES

The Contractor shall provide laundry services and shall ensure that clean, fresh linens and towels are available daily upon request by each occupant. This includes all towels for showers, bedding and any linens for the dining facility. These basic services shall be provided to all Temporary Support Facilities occupants and shall be included in the daily contract price.

A drop and fold service for Temporary Support Facilities occupants’ personal laundry shall be available for daily drop-off and pick-up. Laundry shall be done separately and individually for sanitation concerns. Drop off and pick- up service for Temporary Support Facilities occupants shall be provided with a maximum 24-hour turn-around time and service shall be included in base price.

The Contractor is also authorized to provide self-pay drop off and pick-up laundry service to authorized holders of Temporary Support Facilities Non-Occupant Visitor Identification cards.

This service must be provided on a self-pay basis and the Contractor shall accept payment directly from the authorized Temporary Support Facilities visitors. No costs associated with providing this service shall be passed on to FEMA.

15.8.11. MORALE WELFARE AND RECREATION (MWR)

The Contractor may be required to provide a MWR facility, separate from the sleeping area. This requirement is not required within the timelines listed in Section 4.0; however, when required, it must be established within 72 hours after the setup of the Temporary Support Facilities.

Temporary Support Facilities need to be able to maintain a 10% capacity rate based on increase and decrease in Temporary Support Facilities population. This area shall have lights, power, HVAC, and flooring. This area shall also have tables and chairs for reading and doing personal paperwork. The area shall have television and movie capabilities and seating for inhabitants to relax. The contractor shall provide:

• TVs with cable television service—there is no set number or size, but there must be enough so that personnel can watch TV.

• Internet access—can be wired or wireless—though wireless can service more users, the signal must be strong enough to keep a good connection.

• Standard charging stations for equipment like cell phones and laptops shall be provided throughout the MWR to accommodate at least 10% of occupancy.

• Numerous magazines, newspapers, books, and games (Adult Content Prohibited).

• Refrigerators and microwaves commensurate with Temporary Support Facilities capacity.

• Provide exercise equipment limited to treadmill and elliptical machine.

• Provide gathering of tables and chairs for occupants socializing.

15.8.12. HAND-WASHING STATIONS

The Contractor shall furnish sufficient hand-washing stations at each entrance to the dining area for personnel to use prior to entering and shall furnish sufficient hand-washing stations near restroom and billeting facilities in accordance with 29 CFR 1910 or 29 CFR 1926 requirements.

Personnel shall not have to wait in line for more than five minutes to use a hand-washing station.

The Contractor is responsible to ensure that the hand wash stations remain stocked with water (hot and/or cold), hand soap and paper towels throughout the dining period. Hand sanitizing stations may be used in addition to handwashing stations.

15.8.13. POWER AND HVAC

The Contractor shall provide power and HVAC as required to power the requirements of the Temporary Support Facilities. Available site utilities shall be specified in each task order.

Temporary power and HVAC, when needed, shall be provided via mobile diesel generators and heating and cooling units sized to support the facility as required. Units shall be self-contained, and mobile and over the road transportable. Units shall be sound attenuated with noise levels rated at no higher than 69 dBA and a reasonable distance from the billeting to allow for proper sleep of Temporary Support Facilities occupants. Panels and transformers shall be placed as required by the site configuration. Distribution shall be provided with cam lock connectors and sized to applications.

GFCI outlet boxes shall be placed throughout the facility as design requires. Wherever cabling crosses roadways or pedestrian areas, cable ramps shall be used for safety and protection. All electrical equipment shall be UL Listed and rated for NEMA 3R and 4 applications. Electrical systems shall be installed to NEC standard (National Electrical Codes) by licensed electrical personnel. When required, HVAC shall be provided for all structures in sufficient capacities to meet different environmental conditions. All mobile HVAC units shall be operated on a digital thermostat control.

15.8.14. ENVIRONMENTAL CONTROL

The Contractor shall ensure that all facilities within the Temporary Support Facilities are equipped with reverse cycle (Heat and A/C) Environmental Control Units (ECUs) or comparable environmental control system capable of maintaining the ambient temperature inside the facilities at 72 +/-5 degrees Fahrenheit at all times.

15.9. TEMPORARY SUPPORT FACILITIES OPERATIONS

15.9.1. PHOTO IDENTIFICATION CARDS

The Contractor shall furnish identification cards for all Temporary Support Facilities occupants and non-occupants requiring entry into the Temporary Support Facilities. Please see Section J for the standard format that shall be used when awarded a task order. (See 16.0 Item 7 Contract Data Requirement List (CDRL)).

The Occupant Identification Card shall be used to access lodging, facilities, meals, and laundry services. The Occupant Identification Card shall be clearly distinctive from other categories of identification cards.

Non-Occupant Identification cards shall also be provided to authorized, non-occupant Temporary Support Facilities visitors and shall allow these authorized visitors access to the Temporary Support Facilities dining and laundry on a self-pay for services basis.
