1.0 BACKGROUND
The DISA Global Video Services (GVS) capability for Unclassified Systems has unexpectedly ended and the service for classified systems is expected to end within the next fiscal year. The need to transition to Teams rooms is an immediate necessity to ensure continued mission completion. The contractor is crucial in all aspects of this transition, from identifying viable solutions that meet the DoD and Air Forces standards to installation of replacements and finally overall maintenance of systems and equipment.
2.0 OBJECTIVE
The Government anticipates award of a single IDIQ contract with the overall objective of this acquisition being to acquire a responsive, flexible, forward thinking, customer-focused transition support and maintenance Audio Visual (AV) and Video Telecommunication (VTC) contract for the Air Force Nuclear Weapons Center (AFNWC) that provides best value and high-quality services to meet high demand mission requirements.
Objective Requirements
Provide a comprehensive solution support contract that will furnish labor, equipment, and supplies necessary to transition and maintain classified and unclassified VTC room systems, web conferencing, audio visual/streaming media rooms, conference room audio and video equipment, including touch panel controllers, projectors, monitors.
Ensure new hardware is purchased, installed, and maintained in accordance with all regulatory requirements, to include full DISA STIG Compliance.
Maintain the equipment in a state of full compliance throughout the terms of this IDIQ. Annually re-evaluate the current condition of the hardware/software and reapply both all current cybersecurity requirements.
Serve as a vehicle to transition the existing deployed equipment from its current state to fully operational Department of the Air Force (DAF) 365 (DAF365) Teams rooms.
Comply with all applicable physical security, computer security, operational safety, communication security requirements and TEMPEST requirements as well as all applicable DOD and Air Force guidance.
Provide all services to include, acquisition and support for all hardware and software in support of this IDIQ.
3.0 SCOPE
The focus of the support for this IDIQ is to maintain existing Internet Protocol (IP) VTC capabilities while conference rooms are transitioned into DAF365 Teams video conference rooms. The contractor must ensure all current capabilities be maintained as available to ensure the AFNWC mission can be completed in legacy and the future collaborative environments.
Each task order will have specific focuses of support. While task orders will require recurring maintenance, transition efforts, room modifications and deliverables that pertain to each requirement, each task order will identify its specific requirements based on organizational mission priorities. Task order scope will be captured within the associated task order PWS. The following requirements will be provided in detail in the task orders as required:
Recurring Maintenance
All task orders will require recurring maintenance of all spaces outlined in attachment 1 of this PWS. This will consist of preventive maintenance both scheduled and unscheduled and documentation in the form of work logs and metric reports for all maintenance.

Transition Efforts
Transitioning to DAF365 Teams Rooms will require several strategic efforts. The contractor will gather all required information to engineer new solutions compatible with DAF365 for all rooms listed in coordinating task orders ultimately transitioning each room listed in attachment 1 to this PWS. The contractor will procure equipment per government approved engineered solution and implement each approved design. Each completed implementation will require as built drawings and line diagrams as well as training tutorials of equipment for room users. All of these actions will ensure efforts for each room are completed from initial design through user experience.

Room Modifications
The AFNWC is a pilot program for the Air Force Material Command (AFMC) Office of the Future initiative. This initiative involves the restructuring of existing space within buildings 20325, 20332 and 20332S which may periodically require a need for a conference, training, or collaboration room to transition to another area within these buildings. The contractor will complete relocations or space additions. If additional equipment is required and the government approves the contractor will procure. The contractor will properly install, test, inventory and create video training tutorials for these relocations and additions.

Warranty
IAW the Federal Acquisition Streamlining Act of 1994, the contractor is expected to offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice for equipment and labor. For the IDIQ and each task order, the contractor will warrant and imply that the items delivered here under are merchantable and fit for use for the particular purpose described in this contract. All contractor commercial warranties will be expressed in the IDIQ proposal response and Task Order Proposal responses. Upon agreeance and negotiation of warranties, the Contracting Officer will incorporate via addendum the agreed to customary warranty provisions within FAR clause 52.212-4.
4.0 GENERAL
Conference and Collaboration Room Information
Room Types and Sizes
4.1.1.1 Building numbers, room numbers, type and size of room will be located at Attachment 1 to this PWS. This will allow for updates to room numbers, room type, and capability as required without complicated contract modifications. Room numbers and types are subject to change at the Governments prerogative in accordance with section 3.3 of this PWS.

Regular Hours
4.2.1.1 The service provider shall perform work required under this contract during the following hours, unless otherwise stipulated in this document: Mon - Fri, 0700-1700, Except Federal Holidays and as noted below.
Federal Holidays
4.2.2.1 The service provider is not required to provide routine service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. If any Federal Holidays are established by Executive Order or otherwise during the terms of this contract, the contractor is also exempted from providing service on that day.
Mission Essential Services
Continuation of Mission-Essential Services During a Crisis
4.3.1.1 Continuation of services during any declared crisis will be required for mission critical rooms. Mission critical rooms are denoted with an asterisk on the attachment 1 to this PWS.
4.3.1.2 The contractor shall provide a Mission Essential Contractor Services Plan at the start of the initial performance period as well as conduct an annual review of the MECSP.
If there are revisions to the MECSP, the contractor will provide the COR and the CO the revised plan no later than 20 business days from the first day of the contract option year.

Certifications
4.4.1.1 The contractor shall ensure all personnel have appropriate industry level training, experience, and certifications required to perform work on this contract. The contractor shall demonstrate and furnish education, experience, and current certifications for all proposed personnel for Government review within technical proposal. At a minimum, proposed personnel shall have certifications in Crestron Control Equipment, Clearone DSP’s, and Cisco Codecs.

4.5.1.1 The contractor will obtain the required forms from 377th Security Forces to initiate long-term access. This form will be used to initiate a criminal background check through the National Crime Information Center (NCIC). The contractor shall ensure the pass and identification items required for contract performance are obtained and current.
The process for background checks may take up to 10 business days. Once approved, contractor(s) must provide the following items to obtain base access:
Current vehicle registration
Current Proof of Insurance
A valid and current Driver’s License for the driver
A valid and current Driver’s License or other State Identification for any passenger(s) in the vehicle.
Government Equipment
Government Furnished Equipment (GFE) and Government Furnished Property (GFP)
4.6.1.1 GFE and GFP will not be provided.
Safety and Cleanliness
Work Areas
4.7.1.1 The contractor shall ensure work areas are free from equipment, packing materials, and unused supplies that would be considered a safety hazard in walkways, entrances, exits, etc. The contractor is responsible for the removal and disposal of all trash as well as proper disposal of recyclable waste prior to the close of each day on site. Prior to Government acceptance contractor shall insure all debris is cleaned off all work surfaces to include furniture and carpet.
Contract Transition
Phase-out
4.8.1.1 Upon the completion of this contract and if there is a change in service provider the incumbent service provider shall provide familiarization to the new service provider.
During the phase-out familiarization period, the incumbent shall be fully responsible for maintaining AV and VTC Systems. In the event the follow-on contract is awarded to other than the incumbent, the incumbent service provider shall cooperate to the extent required to permit an orderly change over to the successful service provider.
