About this file
This document consists of mandatory responsive requirements and a contractor experience questionnaire form issued by the Florida Department of Management Services for the Capitol Complex Generators Replacement project, a Construction Manager at Risk (CMaR) procurement in Tallahassee, Leon County. The RFQ solicitation requires responses by January 9, 2026, with an anticipated pre-construction start date of January 1, 2026. The project involves replacement of the existing life safety and standby generator system at the Capitol Complex with modern, code-compliant installations, including removal of obsolete systems and installation of new generators, automatic transfer switches, switchgear, and upgraded fuel systems.
Respondents must meet extensive certification requirements, including confirmation of non-debarred status, active Florida registration or Certificate of Authority, valid general or building contractor license with a qualifying agent, prequalification by the Department within the past 24 months, and compliance with all applicable state laws and regulations. The Contractor Experience Questionnaire (DMS Form CM01) mandates submission of detailed financial information including five years of annual construction gross revenue, current bonding capacity, personnel composition by category, management personnel experience, project completion history, litigation background, and information on the ten most recently completed contracts with explanations of any cost overruns or schedule delays. Additionally, respondents must disclose details on any liquidated damages, penalties, liens, defaults, cancellations, or early terminations, and provide contract information for up to seven currently active projects valued at the highest dollar amounts. The contract requires a 100% Payment Bond and 100% Performance Bond, each valued at $7,750,000.00, and personnel assigned to the project must be capable of passing Florida Department of Law Enforcement Level 1 criminal history record checks.
