About this file
This Final Results document from the Florida Department of Management Services, Division of Real Estate Development and Management, announces the selection outcomes for RFQ REDM2526-05 for Construction Management Services for the Capitol Complex Generators Replacement project in Tallahassee, Florida. The procurement sought a Construction Manager at Risk to oversee the replacement of the existing life safety and standby generator system with a modern, code-compliant installation, including removal of obsolete systems and installation of new generators, automatic transfer switches, switchgear, and upgraded fuel systems. The original solicitation included responses due by January 9, 2026, with an anticipated pre-construction start date of January 1, 2026. The evaluation process involved preliminary screening, interviews, and presentations, assessing firms based on office proximity, financial capacity, project experience, proposed staffing, project management systems, and overall project approach. The Department of Management Services recommended Allstate Construction, Inc. as the number one firm for contract negotiation, with Ajax Building Company, LLC and CSI Contracting, Inc. listed as alternates should negotiations fail to reach a satisfactory agreement at fair, competitive, and reasonable pricing.
The project requires 100% Payment and Performance Bonds each valued at $7,750,000.00, reflecting the substantial scale of the Capitol Complex generators replacement initiative. No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the selection results. Potential contractors were required to demonstrate extensive qualifications through a detailed Contractor Experience Questionnaire disclosing financial information, years in business, personnel composition, management experience, project history, and litigation background, with all workers required to pass Florida Department of Law Enforcement Level 1 criminal history record checks. The solicitation indicates potential for future work involving additional generators at the Capitol Complex as funding becomes available. Any protests concerning the agency's decision must be filed with the Agency Clerk within the timeframe prescribed in Section 120.57(3), Florida Statutes, with filings accepted by courier, hand delivery, U.S. mail, fax, or email.
