Introduction This design narrative summarizes the site conditions and presents the approach to the civil design of the Add/Alter Building 403 Corrosion Control project at the Mansfield-Lahm Air National Guard base in Mansfield, Ohio.

Site design elements for the project include:

• Anti-Terrorism

• Site Circulation and Parking

• Grading and Drainage

• Utilities

• Landscaping

Facility Location Building 403 is located immediately adjacent to flight line in the southwestern corner of the Mansfield- Lahm Air National Guard Base on the northern side of Mansfield, Ohio. The project consists of renovating the interior space of the existing building, adding approximately 4,000 square feet, removing and reconnecting existing utilities, and adjusting sidewalks to access the building from adjacent roads and parking spaces.

Along the northeastern side of the building is a concrete sidewalk, sod, and the hazardous waste storage facility consisting of a concrete pad with hazardous waste storage sheds and containers. Beyond it is a paved access drive that accesses the adjacent hangar building. The southeastern side of the building has two rollup doors that open up onto a concrete apron that is surrounded by gravel surfacing. The western and northwestern sides of the building are sod. There is existing mechanical equipment located on a concrete pad on the northwestern side of the building. Downspouts exist along the northwestern side of the building and tie into below grade storm drain lines.

Current drawing base mapping is based upon CAD files provided by the Mansfield-Lahm ANG.

CIVIL DESIGN NARRATIVE

2 CH2M HILL - HDR JV

Design Criteria Curb and Gutter = match existing = 6-inch vertical face with 12 inches wide gutter pan

Sidewalk = match existing = 5 feet minimum width; 4 inches thick

Grading = Pervious Surfaces, 2% min

= Sidewalks, Longitudinal grade, 5% max

= Sidewalks, Transverse grade, 2% max

= Stoops, 2% max

Anti-Terrorism The renovation project is located within the fenced perimeter of the Mansfield-Lahm ANG and Mansfield- Lahm Regional Airport. The base perimeter is fenced completely along the south, west and east sides and has a main entrance on the east side (off of Harrington Memorial Road) that has the capability of searching and detecting explosives. There is a secondary gate on Cairns Road near Building 600 that is located in the southwest corner of the base approximately 4,300 feet southwest of the main gate. The north side of the base borders the airport and the majority of the perimeter is either fenced or has buildings separating it from the air field. Since Security Forces personnel watch and patrol the apron, and security cameras are present, the gates along the apron can be considered having the ability to search for explosives. Therefore, the renovation project would be considered within a controlled perimeter as defined by UFC 4-010-01.

The site was therefore designed to meet anti-terrorism (AT) standoff requirements for buildings within a controlled perimeter. The building classification will be classified low occupancy. Refer to the “Structural Narrative” and AT documentation for more information.

Site Circulation and Parking Construction Access and Staging Primary contractor access to the construction site will be through the Main gate located on Harrington Memorial Road. A secondary access route will be through the gate located off Cairns Road. Potential staging areas are located in a gravel area southwest of the site and adjacent to Building 207 as well as in the existing parking lot to the northeast of the building.

Site Circulation and Parking The existing access road along the southeast side of the building will remain in service and provide vehicular access to the building. The existing concrete apron will provide sufficient parking for the building, as the building is rarely occupied and parking is only required for one or two vehicles.

There is a bid option included in this project. The base bid will retain and protect the existing concrete apron adjacent to the roll up doors. Bid option #1 includes demolishing the existing concrete apron, extending the building footprint, and installing a new concrete apron at the new building limits.

The existing sidewalk along the northeastern side of the building will be demolished. A new sidewalk will be installed along the southwestern side of the addition and tie into the existing sidewalk accessing the existing main entrance. In addition, a new sidewalk will be installed along the northeastern side of the

CH2M HILL - HDR JV 3

addition. The sidewalks and concrete apron are designed to mitigate the effects of frost heave by over excavation and non-frost susceptible fill below the concrete.

Refer to the “Fire Protection Narrative” for information required fire access around the building.

Grading and Drainage The site is generally flat. The finished floor elevation of the building expansion will match the finish floor elevation of the existing building. Site grading will provide adequate drainage away from the building, with concrete sidewalks sloping away at 2%. Existing drainage paths will be maintained and utilized for the finished drainage plan. All drainage will eventually discharge either to the western drainage swale or to the drainage channel to the north.

Runoff from the new sidewalk on the northeastern side of the building will not be able to be captured, as it is draining to an existing asphalt surface. The southeastern side of the building drains to gravel and flow will be directed to the western side of the building. This point is a regional low spot. Currently, runoff from the apron west of the engine building, B500, the gravel area to the south and east of the building drain to this low spot. The majority of the surface area draining to this location is gravel surfacing. Runoff carries with it sand and silt from the gravel and deposits it into the swale between building B403 and B500. The formerly grassed swale is full of silt and clayey materials. The swale is not adequately graded to drain to the culvert to the northeast of the building. As a result, runoff pools in the low spot. The design proposes regrading and armoring the existing swale with Type C rock channel protection and filter fabric to help mitigate and slow flows down, while keeping sediment from washing out of the swale.

EISA Requirements Per the Environmental Protection Agency (EPA) and under Section 438 of the Energy Independence and Security Act (EISA), any development or redevelopment project involving a Federal facility with a footprint that exceeds 5,000 square feet shall meet specified stormwater requirements. Specifically, the project shall use site planning, design, construction, and maintenance strategies for the property to maintain or restore, to the maximum extent technically feasible, the predevelopment hydrology of the property with regard to the temperature, rate, volume, and duration of flow. This project footprint exceeds 5,000 square feet, so the project will be designed to conform to EISA 438 requirements to the maximum extent technically feasible.

The runoff from increased impervious area in both the base bid and bid option #1 will be collected on site and conveyed to either the existing drainage swale on the western side of the building or to the proposed infiltration gallery (as discussed below).

An infiltration gallery will be constructed along the northwestern side of the new building expansion. It will consist of a below grade infiltration gallery with the surface sodded to match the surrounding grassed area. The infiltration gallery will be designed to retain water below grade and preclude any standing water that could attract birds or wildlife which could create an aircraft strike hazard.

The geotechnical report indicates existing soils contain clayey materials, so percolation rates may be slow. Over-excavation of existing soils will be required and imported materials will need to be brought on site to fill the infiltration gallery to provide adequate infiltration capacity.

Hydrology Because the site has a footprint exceeding the 5,000 sf criteria for the EISA guidelines, the following steps were taken to meet the guidelines:

4 CH2M HILL - HDR JV

1. Determine pre-development hydrology based on site-specific conditions (95th percentile rainfall)

2. Evaluate proposed development hydrology

3. Determine design water volume to be retained

4. Evaluate design options to maintain or restore pre-development hydrology to the maximum extent technically feasible.

Using 71 years (1948 – 2019) of rainfall data collected at the Mansfield Lahm Regional Airport, the 95th percentile rainfall amount was determined to be 1.29 inches. The areas for the base bid and option 1 alternative were delineated to determine the differences in pervious and impervious areas compared to the pre-development (i.e. current) conditions. The results are presented in Table 1.

Table 1: Total Area Delineations

Area (sf) Area (AC)

Pre-Development Impervious Area 3545 0.081 Pervious Area 2315 0.053 Total 5860 0.135

Pr op os ed

Base Bid Impervious Area 5003 0.115 Pervious Area 857 0.020

Option 1 Impervious Area 5461 0.125 Pervious Area 398 0.009

Assuming a total area of 5,860 ft2 (0.13 AC), the design storage volumes were calculated as presented in Table 2.

Table 2: Design Storage Volumes

Volume to maintain (ft3) Base Bid 160 Option 1 230

The proposed site plan consists of collecting and detaining all of the rainfall from the roof drains through a series of storm drains and an infiltration gallery. The proposed base bid building expansion, with an area of approximately 3,250 ft2 makes up approximately 55% of the total project. The total volume of runoff collected through the roof drains was determined by assuming 100% impervious area and no losses, meaning all stormwater falling onto the roof will be collected. Using a design (95th percentile) rainfall event of 1.29 inches and assuming a total new building surface area of 3,250 ft2, the total volume was determined to be ~350 ft3 of water.

Proposed Infiltration Gallery The proposed infiltration gallery uses a series of open bottom corrugated plastic pipes to store groundwater directly beneath the ground surface. The chambers are surrounded by a gravel envelope to provide additional storage and infiltration capacity as well as stability for loading.

CH2M HILL - HDR JV 5

Because the site is so small, a single chamber row was selected for infiltration. Th system design consists of a single 30-inch diameter chamber that is approximately 39-feet in length, providing over 375 ft3 of storage.

Over excavation of the poorly draining soils during the system install will assist in infiltration of the stormwater and provide resiliency against back-to-back storm events. In the event of a large storm, in which the rainfall exceeds the 95th percentile, the proposed system will be connected to a discharge structure, allowing excess runoff to flow into the existing drainage swale north of the site. The discharge structure also slightly increases the storage capacity of the entire system, adding to the conservancy of the design.

Soil Erosion and Sediment Control The design documents will include a soil erosion and sediment control plan along with erosion control details that will follow local requirements. Fiber rolls/straw wattles will be installed so that excavation for the addition does not contribute sediment laden runoff to the drainage channel to the north.

Utilities All utilities needed to serve the new complex are available in the immediate vicinity of the building. Site utilities serving the renovation project include:

Sanitary Sewer The existing sanitary service exits the building near the southeastern corner of the building. It ties into a main that runs to the east. A portion of the service will be demolished, and a new service tied into the existing along the southwestern side of the addition. A cleanout will be installed 5’ outside the building.

Water The existing 4-inch water service line for both potable and fire protection services is connected to an existing 6-inch water line located southeast of the building. The line enters the building in the northeast corner. This line will be demolished back to the tee near the hydrant and replaced with an 8-inch line. It will be routed to the fire riser room. An additional connection off the existing water line will be made off the new 8-inch line to reroute the service to B500.

Fire Service Refer to the “Fire Protection Narrative” for additional information on fire service.

Roof Drains and Storm Sewers Roof drains surround the building and tie into below grade pipes that outlet to the existing swale north of the building. The building addition will require new roof drain connections and storm drain piping to the new infiltration gallery.

Landscaping Most of the area around the building is gravel or sod and will be restored after construction. There is no existing irrigation system and no new irrigation will be provided.

Project Requirements The add/alter building 403 project will renovate the 2,200 sq. ft. corrosion control building and add a 4,000 sq. ft. addition to provide space for decontamination (referred to as a warm zone), and clean administrative and work space (referred to as a cold zone). Structural modifications to the existing building will be in accordance with UFC 3-301-01, which references the 2015 International Existing Building Code (IEBC). New structure will be in accordance with the same UFC, which references the 2015 International Building Code for new construction. The project is in a low seismic region with minimal seismic requirements, and occupancy is less than 11 personnel so antiterrorism (A/T) requirements do not apply to this low occupancy facility.

Codes and Standards The structural design will comply with the following codes and standards:

• ANG ETL 15-01 Air National Guard Design Policy

• UFC 1-200-01 DoD Building Code (General Building Requirements)

• UFC 3-301-01 Structural Engineering

• UFC 4-211-02 Aircraft Corrosion Control & Paint Facilities

Building Systems Substructure No modifications are anticipated for the existing building foundations. Foundations for new construction will be configured in a manner that does not impart significant new loads to existing foundations.

Foundations for the new building addition will be shallow reinforced concrete wall footings and reinforced concrete foundation walls under the exterior CMU walls. Foundations will bear below frost depth or on non-frost susceptible fill that extends to below frost depth. In all cases, foundations will bear on compacted aggregate base as recommended by the geotechnical engineer. Frost depth at the Mansfield ANG base is expected to be between 48 and 54 inches below grade.

STRUCTURAL DESIGN NARRATIVE

A perimeter drain will route runoff away from foundations. The perimeter drain will also be installed around the existing building foundations as cracks in the masonry walls are indicative of past settlement.

Vertical foundation surfaces below grade will be coated with a waterproof coating.

Concrete slabs on ground will be hard trowel finished and reinforced with rebar. Control joints sawn into the slab within 24 hours of placement will control shrinkage cracking in the slab. Slabs on ground will be placed over a vaper barrier and protective sand layer. Compacted aggregate base will be provided under the vapor barrier as recommended by the geotechnical engineer.

New underground utilities will enter the building by passing through or under the perimeter foundation walls and footings. Utilities passing under footings will be encased in concrete for 4 feet each side of the footing. Utilities passing through foundation walls will be bedded in aggregate and an oversized hole with waterproof seal will be provided in the wall to prevent damage of utilities due to building settlement.

Building Shell According to as-built drawings, the existing CMU walls are 8” load bearing CMU walls reinforced with rebar at 32” vertically, and only at bond beams horizontally. Some cracking is visible at the southeast corner of the building, at the south wall, and at the overhead door lintels at the east wall. This cracking is likely due to prior building settlement, and while unsightly, does not likely represent a structural hazard. Differential vertical movement each side of the crack is negligible, indicating the amount of settlement is small, and reinforcing ties the wall together despite the cracks. The crack widths are as large as 1/8 inch so moisture infiltration is a concern.

The roof structure is 1-1/2 inch metal roof deck over open web steel joists approximately 24 inches deep. The open web joists span between the east and west load bearing walls.

An open lean-to roof structure on the west side of the building covers bead blast booth equipment. This structure is built with a wide flange steel beam and columns, knee braces, and open web steel joists that span between the steel beam and the west building wall. The open web joists are approximately 12 inches deep.

The new building addition will be designed similar to the existing building with load bearing CMU walls and 1-1/2” metal roof deck over open web steel joists. The existing north wall will be partially demolished to create an open transition between the existing building and the new addition. The new opening will be infilled with a structural steel frame for support. The new building addition will be structurally independent of the existing building to prevent triggering code-required structural upgrades of the existing building. To keep the structures independent, the south wall of the new building addition will be constructed independent, and in addition to, the north wall of the existing building.

New CMU walls will be reinforced and fully grouted. If new CMU walls are exposed to weather on the exterior face, CMU units and grout will contain admixtures to prevent moisture migration. If project funding permits, a new building finish will be installed over the existing CMU walls to provide insulation and a weather barrier. At a minimum, all cracks in the existing CMU walls will be repaired to provide weather tightness.

Roof access is currently provided via steel ladder and cage anchored to the north wall of the existing building. This will be demolished to clear space for the new addition, and new roof access will be provided.

There is no A/T requirement for this building as the occupancy is less than 11 personnel. Therefore, exterior walls will be built with conventional construction and standard doors and windows.

STRUCTURAL DESIGN NARRATIVE

Building Interiors Floor finishes will be exposed concrete slab with a steel trowel finish. Slabs will be coated with a sealer and dust proofer.

Non-load bearing partitions will be CMU or metal stud walls. Where partitions are not full height to structure, the top of walls will be braced to the existing structure.

Building Services This project is not subject to A/T or seismic bracing requirements as the occupancy in the building is less than 11 personnel, and the seismic design category is ‘B’. Therefore, MEP equipment and distributions systems do not require A/T or seismic bracing. Support of MEP systems will be in accordance with currently adopted trade standards. The fire suppression system will be seismically braced in accordance with NFPA 13.

New HVAC equipment is anticipated for the new addition. Rooftop equipment will be supported with miscellaneous steel framing and a concrete pad will be provided for any outside equipment. Exterior concrete pads will bear on compacted aggregate base as recommended by the geotechnical engineer.

The water and natural gas service to the existing building run underground where the new addition will be sited. These lines will be demolished back to the east wall of the new addition. Water service will enter through the foundation wall and natural gas will enter the building via an external riser above the meter.

New showers and restrooms are planned for the new addition. The slab on grade will be recessed at the new showers, and floor slopes will be coordinated with floor drains. If tile floor finishes are used, they’ll be thin set tile not requiring slab depressions.

Equipment and Furnishings A paint and bead blast booth are in the existing building. The paint booth does not appear to be anchored. The bead blast booth is anchored to the slab on grade with small concrete anchors (3/8 or 1/2-inch diameter). It appears the slab under the paint booth is different than the surrounding slab on grade as a clear line between differing concrete is visible around the bead blast booth. The bead blast booth is connected to several pieces of existing equipment and distribution lines so the intent is to leave this booth in place. However, some floor plan concepts may involve relocation of the paint booth. If the paint booth is relocated, it will be anchored by whatever means is recommended by the manufacturer.

Building Sitework No structural site work is anticipated for this project. Fencing, paving, sidewalks, and bollards will be discussed and specified in the Civil design for this project.

Special Construction and Demolition As previously discussed, the north wall of the existing building will be partially demolished to permit access into the new building addition. No other structural demolition is anticipated.

Design Approach The dry pipe sprinkler system underground water supply and dry riser with air compressor will be removed. The underground water supply will be under the footprint of the new addition and cannot remain in service per NFPA 13 requirements. A new water service and wet pipe riser will be provided. The existing dry pipe sprinkler system will be converted to a wet pipe sprinkler system. The new wet pipe riser will serve both the existing facility and new addition.

The existing fire alarm system will be replaced with a new fire alarm and detection system throughout the renovated and new addition.

Fire Suppression Systems The existing building is provided with a dry pipe sprinkler system with an air compressor. The paint booth is sprinklered from this system, but the blast booth is not protected so the sprinkler system will need to be added to the blast booth. The existing 4-inch water supply to the dry sprinkler riser runs through a double check backflow preventer and connects to the site water main through a curb box and non-rising stem gate valve. This 4-inch supply pipe and dry riser will be demolished to facilitate the new addition as the water supply would be under the footprint of the new addition. The existing dry sprinkler system will be converted to a wet pipe system per UFC 3-600-01 requirements and the new addition will have a new wet pipe sprinkler system.

The building addition and existing facility will be protected throughout by a fully automatic wet pipe sprinkler system designed in accordance with UFC 3-600-01 and NFPA 13 requirements. The new wet pipe system in the addition will be connected to the existing building sprinkler system. The existing sprinklers, and branchlines feeding the paint booth will be demolished. New sprinklers and branchlines will be provided for the existing paint booth.

An existing underground supply main provides water for both potable and fire protection service. The new line will connect to this existing supply main that runs parallel to Mustang Boulevard and will enter the fire riser room at the east corner of the building addition. The fire riser room will include a double check backflow preventer, fire department connection, and sprinkler riser. The sprinkler riser will include monitored control valve, check valve, and waterflow switch and This room will be conditioned per UFC 3-600-01, 9-18.4.3 requirements. The current fire hydrant flow test and preliminary calculations indicate the existing water supply is adequate for the new system addition. The wet pipe sprinkler system for the addition will be hydraulically designed. Preliminary hydraulic calculations will be provided with the narrative for the next submission.

A hydrant flow test was performed near Building 403 along Mustang Boulevard. Gauge hydrant, FH #12, yielded a static pressure of 65 psi with a residual pressure of 44 psi (flowing 950 gpm). Flow hydrant, FH #11, yielded a pitot pressure of 32 psi.

The classification of the building addition and renovation area will be classified as Ordinary Hazard (OH).

The OH sprinkler design will be 0.20 GPM/SF over a design area of 2,500 square feet. Exterior hose allowance will be 250 gpm. The classification of the paint booth and blast booth will be classified as Extra Hazard (EH). The EH sprinkler design will be 0.30 GPM/SF over a design area not exceeding the area of each individual booth. Exterior hose allowance will be 500 gpm, for the booth design areas. The paint booth and blast booth will be isolated by dedicated control valves and waterflow switches; these components will be monitored by the fire alarm system.

Performance specifications will outline the system design requirements and will include the materials and equipment needed for the new and modified fire sprinkler systems. Water velocity in the new and renovated sprinkler piping will be limited to 20 feet per second and a 10 percent pressure safety factor will be required. Design and installation of the fire sprinkler systems shall be performed by the fire sprinkler subcontractor licensed by the State of Ohio Fire Marshal.

Fire Department Access Fire department access is provided around three sides of the new addition and meets UFC 3- 600-01 requirements. There is building exterior access within 33 feet of the fire department apparatus response area to an egress door that provides access to the entire building.

Fire Extinguishers Fire extinguisher will not be provided per UFC 3-600-01, 9-17 requirements as the building will be provided with complete automatic sprinkler protection and a fire alarm system.

Fire Alarm and Detection Systems The existing fire alarm system consists of a Notifier SFP-1024 fire alarm control panel (FACP)and a Monaco BT2-8 transceiver with and omni-directional antennae that reports fire alarm, supervisory, and trouble signals to the Base fire department. Existing Notifier manual pull stations are located at the egress doors. Simplex combination horn/strobe notification devices are installed throughout the existing facility. There is a photoelectric duct smoke detector with remote indicator and key switch. The existing Viking dry pipe riser has a pressure switch and tamper switches that are connected to the existing fire alarm system.

The existing fire alarm system will be entirely removed. A new fire alarm and detection system will be installed in the renovated building and new addition. The new FACP will be in the fire equipment room that will be conditioned per UFC 3-600-01, 9-18.4.3 requirements and have direct exterior access. The basis of design for the FACP will be a Monaco MAAP-X combined fire alarm and transceiver. New omni-directional antennae will be installed on the building exterior and include coaxial cable and lightning arrestor.

Manual double action pull stations and combined horn/strobe notification devices will be provided throughout the facility as required. The new wet pipe sprinkler system flow switch and tamper switches will be connected to the new FACP. A new photoelectric smoke detector will be provided at the FACP. New photoelectric duct smoke detectors with remote indicator and key test switch will be provided for any air handling units providing over 2,000 cfm of air to the facility per NFPA 90A. A weather-proof horn/strobe will be provided outside the fire equipment room that will activate during a fire alarm signal at the FACP. Class 1/Div 1 rated strobes will be provided within the paint booth and the blast booth.

Carbon monoxide detection will be provided in the mechanical room due to gas-fired equipment.

Carbon monoxide detectors will be provided in accordance with UFC 3-600-01 and NFPA 720.

It was discussed at the Charrette Meeting that there will be less than 10 staff assigned to the new renovated and expanded facility, so this falls under low occupancy. As a result, a mass notification system is not required and will not be provided.

Life Safety and Building Code Analysis Building 403 will be classified as non-separated mixed use building in accordance with IBC 508.3. The primary classification groups are Moderate-Hazard Factory Industrial Group F-1, in accordance with IBC
