Response:
The Government is not authorized to provided “recommended” manufacturers/brands/etc, unless an item is previously stated in the solicitation/specifications as being Brand-name Specific, or limited brand-names specific (to which none exist, that I’m aware of). The expectation is that the bidder is to develop cost estimate for items based on the stated specifications. If a specification is purported to be unclear by the bidder, then RFI can be submitted requesting additional detail or clarification (stating what appears to be missing/in conflict/requires additional clarity, etc).
If a bidder wishes to submit information for a particular brand/model/etc to ensure what bidder plans to use to meet specification (as part of an
RFI), in order to meet a certain specification, that can be done.
This information is a clarification of the solicitation/contract and does not change the contract terms or conditions.
This information is a proposed change to the solicitation/contract. An amendment will be issued.
