About this file

This is a Remedial Investigation (RI) Trip Report prepared by Booz Allen Hamilton for the Federal Aviation Administration (FAA) Eastern Service Area Environmental Cleanup Program documenting environmental assessment activities at the Conyers (QYL) Remote Transmitter-Receiver (RTR) facility in Conyers, Georgia.

The report presents findings from a remedial investigation conducted on October 16, 2025, following a preliminary assessment/site investigation completed in March 2025. The investigation identified lead-contaminated soil surrounding a legacy tower foundation at the facility. Initial testing revealed paint samples with lead concentrations of 3.4% by weight (exceeding EPA's 0.5% threshold for lead-based paint) and soil samples with lead concentrations ranging from 3,170 to 28,600 mg/kg, significantly exceeding the EPA's 200 mg/kg residential screening level. One soil sample exceeded the EPA's 1.0 mg/kg TSCA cleanup standard for polychlorinated biphenyls (PCBs). The RI collected 26 soil samples from 15 boring locations at depths of 0-0.5 feet and 1.5-2.0 feet below ground surface, identifying one additional surface soil exceedance for lead at 287 mg/kg. All subsurface samples and PCB analyses returned results below regulatory thresholds. The report recommends excavation of approximately 300 cubic feet of soil in an irregular area approximately 20 feet long by 10 feet wide and 1.5 feet deep, bounded by clean soil samples verified through the investigation. The FAA should collect waste characterization samples prior to off-site disposal in accordance with landfill and regulatory requirements. No groundwater samples were collected as no groundwater was encountered within the uppermost 25 feet below ground surface at either boring location.

The Federal Aviation Administration (FAA) Eastern Service Area (ESA) Environmental Cleanup (ECU) Program tasked Booz Allen Hamilton (Booz Allen) with conducting a remedial investigation (RI) at the location of the Conyers (FAA facility identifier: QYL) remote transmitter-receiver (RTR) facility in Conyers, Rockdale County, Georgia, approximately 24 miles east of Atlanta (33.64990, -83.97908). Refer to Appendix A for site location maps and figures.

On March 11, 2025, Parsons conducted field activities as a part of a Preliminary Assessment (PA) / Site Investigation (SI) for the QYL RTR prior to scheduled decommissioning/disposition of the QYL RTR. SI sampling activities included the collection of paint and surface soil samples for lead and polychlorinated biphenyl (PCB) analysis. The SI confirmed that paint from the legacy tower foundation located south of the building had a lead concentration of 3.4% by weight which exceeds the Environmental Protection Agency’s (EPA) threshold for lead-based paint of 0.5% weight. All additional paint samples were below EPA’s threshold. All paint samples were below the EPA Toxic Substances Control Act (TSCA) regulatory threshold of 50 milligrams per kilogram (mg/kg) for PCBs in regulated Bulk Product Waste. As shown on Figure 4. soil samples at the east, south, and west driplines of the legacy tower foundation, as well as the five-foot step out sample to the south, exceeded EPA’s Regional Screening Level (RSL) of 200 mg/kg for lead in residential soil. The south dripline sample was the only sample to exceed the 1.0 mg/kg TSCA cleanup standard for PCBs in soil. Parsons recommended further investigation to delineate the unbounded lead and PCB exceedances in soil.

On October 16, 2025, Booz Allen conducted RI sampling around the PA/SI exceedances. RI sampling included the collection of 26 soil samples at 15 locations surrounding the legacy tower foundation. Samples were collected from 0-0.5 and 1.5-2.0 feet below ground surface (bgs). One soil sample (QYL-RTR-SB-12 (1.5-2.0)) was analyzed for both lead and PCBs; all other soil samples were analyzed for lead only. Additionally, two soil borings were advanced to 25 feet bgs in an attempt to collect groundwater samples to evaluate potential impacts from lead in soil. No groundwater was encountered within either boring.

Analytical results from the RI identified one additional surface soil sample to the south that exceeded the EPA residential RSL for lead (QYL-RTR-SB-21 (0-0.5)). Subsurface samples from all sample locations returned lead concentrations less than the EPA residential RSL for lead. PCB analysis returned a concentration less than laboratory detection limits and the TSCA regulatory threshold for PCBs at QYL-RTR-SB-12 (1.5-2.0). Booz Allen recommends that Remedial Action (RA) be conducted to excavate all soil above the EPA residential RSL for lead, along with collocated soil containing PCBs above the EPA TSCA regulatory threshold. The proposed RA excavation would remove approximately 263 cubic feet of soil. The proposed RA area is shown in Figure 7 of Appendix A.

2 INTR OD UCTION

The QYL RTR is an inactive facility located on Government-owned property approximately 0.36 miles southeast of the intersection of Gee Mills Road NE and Old Covington Road NE in Conyers, Georgia. Refer to Appendix A for the facility location and site layout. The QYL RTR is located within a 100-foot by 100-foot chain-linked fence. Equipment and infrastructure at the QYL RTR include a 32-foot by 15-foot concrete equipment shelter, a 60-foot-tall steel RTR tower, a legacy tower foundation from a radio communications link repeater (RCLR) tower. The equipment shelter was constructed in 1960. The RTR tower, located approximately 20 feet north of the equipment building is unpainted, galvanized steel. The legacy RTR tower is documented as being painted orange and white and located on the foundation south of the equipment building between 1960 and 2016, when it was removed and the RTR tower was installed. Since the March 2025 PA/SI site visit, the propane tank located west of the equipment building has been removed.

Prepared for the Federal Aviation Administration 2

On March 11, 2025, SI sampling activities included the collection of paint and soil samples for lead and PCB analysis. The SI confirmed that paint from the legacy tower foundation located south of the building had a lead concentration of 3.4% by weight which exceeds the EPA threshold for lead-based paint of 0.5% weight.

All additional paint samples were below the threshold. All paint samples were below the EPA TSCA regulatory threshold for PCB Bulk Product Wate (50 mg/kg). Soil samples at the east, south, and west driplines exceeded the EPA’s 200 mg/kg residential RSL for lead in soil (QYLRTR.SS.10: 9,420 mg/kg, QYLRTR.SS.12: 28,600 mg/kg, and QYLRTR.SS.11: 3,170 mg/kg, respectively). Additionally, the five-foot step out south from the south dripline exceeded the EPA residential RSL (QYLRTR.SS.15: 835 mg/kg). The south dripline sample was the only sample to exceed the 1.0 mg/kg TSCA cleanup standard for PCBs in soil (QYLRTR.SS.12: 1.1 mg/kg for Aroclor 1254).

Booz Allen reported the lead exceedances to the Georgia Environmental Protection Division (GA EPD) on June 25, 2025. The FAA requested that Booz Allen perform an RI to delineate the horizontal and vertical extent of lead and PCB contamination in soil surrounding the SI soil sample locations at the QYL RTR facility. Per GA EPD guidance, an attempt to collect groundwater samples was included in the RI sampling plan. At the FAA’s request, an extension to perform RI sampling and report results by December 2025 was granted by GA EPD on September 3, 2025. This report documents activities and results of the RI conducted on October 16, 2025.

2.1 Site History and Background

The QYL RTR site is a Government-owned site that has been operated as an RTR facility since approximately 1972. Environmental Data Resources Inc. (EDR) services were used to research environmental records and databases as a part of the PA/SI. Historic aerial photos provided in the EDR report dated back to 1940; the QYL RTR facility is visible beginning in the 1972 image but not in the 1960 image. The EDR radius map included records from seven sites within one-quarter of a mile from the QYL RTR, and five sites between one-quarter and one mile from the QYL RTR. Sites located within a quarter-mile radius of the QYL RTR are listed in the Electronics Waste (E Manifest), aboveground storage tank (AST), Resource Conservation and Recovery Act (RCRA) Non-Generator (RCRA NonGen/NLR), Facility Index System (FINDS), Enforcement and Compliance History Information (ECHO), leaking underground storage tank (LUST), and underground storage tank (UST) databases. The site listed in the LUST database is approximately 0.12 miles southwest and at a lower elevation than the QYL RTR site; this site has undergone clean closure with a No Further Action date in 2002. Thus, this LUST site is not expected to present an environmental concern at QYL RTR. None of the above-listed additional sites within one-quarter of a mile are anticipated to impact the environment at QYL RTR.

The listed sites greater than one-quarter mile from the QYL RTR site are found in the solid waste facility / landfill (SWF/LF), RCRA NonGen/NLR, very small quantity generator (RCRA-VSQG), E Manifest, LUST, UST Finder Release, Georgia Non-Hazardous Site Inventory (GA NON-HIS), Permitted Facility and Emissions Listing (AIRS), and Hazardous Site Response Act notification (HSRA-NOTIF) databases. The site listed in the LUST database is located approximately 0.29 miles east-northeast of QYL RTR with a No Further Action date in 2017; thus, this site is not expected to present an environmental concern to the QYL RTR site. None of the above-listed additional sites greater than one-quarter mile from QYL RTR are anticipated to impact the environment at QYL RTR. A copy of the PA/SI report can be found in Appendix E.

PA research included investigation into the GA EPD UST database. The GA EPD UST database indicated a 550-gallon gasoline UST with a “permanently out of use” status. No tank removal documentation was available, and the UST was presumed to remain on site. During the RI, a site drawing from 2015 was found that indicated an “abandoned underground fuel tank” northwest of the equipment building. See Photo Number 14 in Appendix B for an image of the site drawing. Ground Penetrating Radar Services Inc. (GPRS) scanned the area north of the equipment building and located the abandoned UST approximately two to three feet bgs. See Photo Number 2 in Appendix B for the marked UST location.

3.1 Sampling Activities

The specific purpose of this RI was to horizontally and vertically delineate lead and vertically delineate PCBs in soil surrounding the previously reported exceedances. Additionally, this RI included the attempted installation of two temporary groundwater monitoring wells to collect groundwater samples for lead analysis.

A Geopbrobe was advanced to 25 feet bgs at two different locations (one centrally at the QYL RTR site and one co-located with QYL-RTR-SB-25); no groundwater was encountered in either boring. Therefore, no groundwater samples were collected or analyzed during this RI.

Booz Allen collected soil samples from 15 boring locations surrounding the legacy tower foundation, as shown in Figure 6 of Appendix A. Samples from boring locations SB-10, -11, -12, and -15 were collected at a depth of 1.5-2.0 feet bgs to vertically delineate lead exceedances reported during the PA/SI. Sample SB-12 (1.5-2.0) is the only sample location where PCB analysis occured in addition to lead analysis in order to vertically delineate the extent of PCB exceedances. The remaining locations included collection of soil samples from depth intervals of 0-0.5 and 1.5-2.0 feet bgs. Note: Red/orange and white paint chips were visible at many of the sample locations, with the highest density surrounding the legacy tower foundation.

In total, 26 soil samples were collected during the RI, including 11 surface samples and 15 subsurface samples.

Booz Allen staff directed the lab to temporarily hold selected samples until the preliminary results were published. Ultimately, 14 samples were determined to be unnecessary for bounding lead exceedances and were not analyzed by the laboratory.

Figures depicting sample locations are provided in Appendix A. A photographic log is provided in Appendix B.

The analytical results and laboratory data are provided in Appendix C. Copies of field logbooks detailing RI field activities are provided in Appendix D. A copy of the PA/SI report is provided in Appendix E.

3.2 Sample IDs

Table 1 displays all sample IDs and associated results for samples collected and analyzed for PCBs during the SI and RI. Table 2 displays all sample IDs and associated results for samples collected and analyzed for lead during the SI and RI. The field logs provided in Appendix D provide additional details for each sample. Each sample ID details the location and depth of the soil sample. The digits following “QYL-SB-” denote the soil boring location as shown on the site figures included in Appendix A. The ID includes “(0-0.5)” to indicate a surface soil sample or “(1.5-2.0)” to indicate a subsurface soil sample. The letter “A” at the end of a sample ID indicates that the sample is a duplicate sample collected for quality control (QC) purposes. Refer to Appendix A for figures containing sample locations.

3.3 Quality Control Samples

The project laboratory prepared and analyzed QC samples in accordance with method protocols and laboratory-specific Standard Operating Procedures. These included analysis of method blanks, laboratory control samples, matrix spike/matrix spike duplicates (MS/MSD), and surrogate spikes for each analytical method and preparation batch. Results of laboratory QC samples are provided below and summarized in the case narrative provided in Appendix C.

Field QC samples were collected in coordination with the project laboratory and in accordance with the specifications in the Booz Allen RI Sampling and Analysis Plan (SAP). Field staff collected the following QC samples:

Prepared for the Federal Aviation Administration 5

• Field duplicate samples at a rate of 10 percent, or one per every 10 project samples. A total of three field duplicate samples were collected (SB-11 (1.5-2.0), SB-12 (1.5-2.0), and SB-21 (0-0.5)). The sample duplicate at SB-12 included duplicate analysis for both lead and PCBs.

• MS/MSD samples at a rate of 5 percent, or one per every 20 project samples. A total of two MS/MSD samples were collected for lead analysis (SB-12 (1.5-2.0) and SB-26 (1.5-2.0)). The MS/MSD sample at SB-12 included both lead and PCB analysis.

• Equipment blank samples at the end of each day of the sampling. With sampling completed in one day, a total of one equipment blank sample was collected (QYL-RTR-EB).

Booz Allen reviewed the laboratory report for adherence to industry-accepted QC standards. Based on review of both laboratory QC data and field QC results, Booz Allen concludes that all results are usable with no qualifications.

3.4 Sample Custody and Shipment

After filling with sample medium, a completed label was attached to each sample container. The glass containers were wrapped in bubble wrap and placed in plastic bags. All samples were placed in a plastic bag within the cooler, along with double-bagged ice and additional bubble wrap to ensure sample integrity during shipment. Chain-of-custody forms were taped to the interior of the cooler lid, and the coolers were taped shut over two custody seals each. The soil samples, QC samples, and the equipment blanks were shipped via FedEx to the Pace National laboratory in Mt. Juliet, Tennessee. All samples were received by the laboratory and were confirmed to have arrived in good condition.

3.5 Field Documentation

Booz Allen field personnel recorded field activities, sample collection times, and sample locations in a site visit logbook, as provided in Appendix D. Photographs of site features and sample locations are presented in Appendix B.

When appropriate, sampling locations identified in the Booz Allen RI SAP were modified by Booz Allen staff in the field. Groundwater samples were not collected from the two proposed temporary groundwater well installation locations because groundwater was not encountered within the uppermost 25 feet bgs. As such, the soil samples intended for collection along proposed depth intervals at those soil borings were not collected, except for soil samples QYL-RTR-SB-25 (0–0.5) and (1.5–2.0) which were collected for the RI.

4 R E SUL TS

Fifteen soil samples and three field duplicates were analyzed for lead. One soil sample and one field duplicate were analyzed for PCBs. The data were compared to the EPA RSLs for residential soil and the TSCA cleanup standard for PCBs in residential soil. The subsurface PCB soil sample and its field duplicate returned concentrations of all PCB Aroclors beneath the laboratory’s detection limit, EPA’s RSL for residential Soil, and the TSCA standard for PCBs. One RI sample (QYL-RTR-SB-21 (0-0.5): 287 mg/kg) returned a lead concentration exceeding EPA’s RSL for residential soil. The duplicate sample collected at SB-21 (QYL- RTR-SB-21 (0-0.5) A) returned a lead concentration of only 16.6 mg/kg. The magnitude of the difference between the surface soil sample from QYL-RTR-SB-21 and its duplicate is large. Paint chips were observed to be scattered across surface soil surrounding the legacy tower foundation, and it is likely that presence of paint flakes in parent sample QYL-RTR-SB-21 (0-0.5) contribute to the discrepancy between the two samples. The subsurface sample at, and the five-foot step out sample to the south of, QYL-RTR- SB-21 were subsequently analyzed at the laboratory and returned concentrations below 200 mg/kg (13.3

Prepared for the Federal Aviation Administration 6 and 19.2 mg/kg, respectively). Analytical results are summarized in Table 1. The analytical results summary and laboratory report are provided in Appendix C.

5 C O N C L U SI O N S A N D R E C O M M E N D A T I O N S

Analytical results from the RI identified no additional PCB exceedances and one additional surface soil exceedance for lead at QYL-RTR-SB-21 (0-0.5). Step out samples and subsurface samples analyzed during this RI completely bound the area containing concentrations of lead and PCBs greater than regulatory thresholds.

These results build on data from the PA/SI to horizontally and vertically delineate lead and PCB exceedances to the area surrounding the legacy tower foundation. The data supports a conclusion that lead originated at and remains isolated to a small area surrounding the legacy tower foundation just south of the QYL RTR equipment building.

Booz Allen recommends that RA be conducted to excavate all soil above the EPA RSL for lead and PCBs in residential soil. The horizontal boundary for the RA is determined by clean soil sample results from the SI and RI. The vertical boundary is determined by the subsurface soil samples collected during the RI. As such, the RA excavation area is an irregular shape approximately 20 feet long by 10 feet wide and 1.5 feet deep outlined by RI samples beneath the EPA’s regulatory thresholds. The approximate excavation volume is approximately 300 cubic feet of soil. The proposed RA excavation area is presented in Figure 7 of Appendix A. Given that the RA excavation area is bounded by soil samples beneath 200 mg/kg for lead and

1.0 mg/kg for PCBs, soil confirmation samples would not need be collected. FAA should plan to collect waste characterization samples from the excavated soil and have them analyzed in accordance with landfill and regulatory requirements prior to transporting waste off site.
