About this file
This is a Preliminary Assessment/Site Investigation (PA/SI) Report prepared by Parsons for the Federal Aviation Administration regarding environmental contamination at the QYL Remote Transmitter/Receiver (RTR) facility in Conyers, Georgia.
The report documents findings from a March 11, 2025 site investigation conducted to determine the presence of lead-based paint (LBP) and polychlorinated biphenyls (PCBs) in building materials and soil at the FAA facility scheduled for decommissioning. The investigation followed the FAA's Soil Baseline Sampling Guide (June 2024, Version 8) and identified significant environmental contamination. Key findings include: one paint sample from the legacy tower pad containing lead at 3.4% by weight (above the EPA 0.5% threshold); elevated lead in soil at four locations near the legacy tower pad ranging from 835 to 28,600 mg/kg (above the USEPA residential limit of 200 mg/kg); and elevated PCBs detected in one soil sample at the east tower base dripline at 1.1 mg/kg for aroclor-1254 (above the USEPA 1 mg/kg threshold). No lead or PCB exceedances were detected at the equipment shelter. The site also contains a 550-gallon underground storage tank of unknown closure status and a power transformer of indeterminate PCB status. The report recommends further investigation and submission of the QYL RTR facility to the FAA Environmental Cleanup Program for remedial action, with site coordinates at 33°38'59.77"N 83°58'44.64"W on government-owned property in Rockdale County, Georgia.

1 INTRODUCTION
The Federal Aviation Administration (FAA) Air Traffic Organization (ATO), Technical Operations Services (AJW), Air Traffic Control Facilities (ATCF), Environmental and Occupational Safety & Health Services (EOSH Services), Environmental Cleanup (ECU) Program is requiring the sampling for lead and polychlorinated biphenyls (PCBs) in building materials and soil at FAA facilities/properties scheduled for decommissioning/disposition that were commissioned before 1984 because of the potential environmental liability associated with soil contamination originating from lead based paint (LBP) and PCB-containing material.
The purpose of the Preliminary Assessment/Site Investigation (PA/SI) was to determine whether contaminants of concern are present on-site, have migrated or are migrating from the site, and conduct the initial search for and evaluation of, existing site-specific operational and environmental information, both current and historic, to determine if further investigation concerning the documented, suspected, or latent discharge of any contaminant is required. Due to the age of this site, the contaminants of concern include lead associated with potential lead-based paint and PCBs.
This PA/SI was completed in accordance with:
• Federal Aviation Administration (FAA) Air Traffic Control (ATC) Environmental and Occupational Safety and Health (EOSH) Environmental Cleanup Program’s Soil Baseline Sampling Guide for Facilities Scheduled for Decommissioning/Disposition with Suspected Lead-Based Paint (LBP) and Polychlorinated Biphenyl (PCB)-Containing Paint (FAA Sampling Guide), dated June 2024, Version 8; and
• FAA Air Traffic Control Facilities EOSH Services Program ECU Research Paper on Polychlorinated Biphenyls (PCBs) in Paint and Other Building Materials, dated August 12, 2019.
Project Objectives
The purpose of this report is to document the results of the PA/SI conducted on March 11, 2025 to support decision making on the eventual transfer of the property. The FAA’s ECU Program requires sampling for lead and PCBs in exterior paint/caulk and soil at FAA facilities/properties scheduled for decommissioning/disposition that were commissioned before 1984 because of the potential environmental liability associated with soil contamination originating from LBP and PCB-containing paint and/or caulk.
Project Scope
To meet the project objectives, the scope of this SI included activities at the following:
QYL RTR Tower and Equipment Shelter – Visual inspection, exterior surface sampling to determine the presence or absence of lead or PCB, soil sampling around the shelter and legacy tower pad, and laboratory analysis of soil samples were completed to determine the presence or absence of lead or PCB contamination in unpaved soil adjacent to the shelter and legacy tower pad, and to close the site.
2 SITE BACKGROUND
Table 1 provides a summary of the site information.
2.1 Site Location and Setting
The subject site is located in Conyers, GA (FAA facility identifier QYL), located approximately seven miles west of Covington Municipal Airport in Covington, GA, and surrounded by forest and commercial properties. The facility at the subject site is a Remote Transmitter/Receiver (RTR).
The site is referred to herein as QYL RTR, or site.
2.2 Site Description
The site is situated within a 100 ft. x 100 ft. metal-fenced in area on a gravel plot and consists of a concrete masonry unit (CMU) equipment shelter, a 60 ft. tall self-support galvanized steel RTR tower with concrete foundation, an above ground 500 gallon propane storage tank, and a legacy tower foundation for a legacy painted Radio Communications Link Repeater (RCLR) tower. The site’s equipment shelter is a 32 ft. x 15 ft. x 12 ft. tall CMU building on a concrete slab foundation.
The shelter is pierced by two doors, one which leads to the main equipment room, and one which housed the sites engine generator. The 500 gallon above ground propane tank is situated on a concrete pad approximatly 15 feet away from the south facing wall of the shelter. The unpainted galvanized steel tower lies approximatly 20 ft. away from the north facing wall of the shelter. A legacy RCLR tower which was constructed around 1960 was removed from the site when the new 60 ft. tower was installed in 2015-2016. The legacy RCLR tower was painted white and orange, and the concrete foundation for the tower is located behind the south facing wall of the equipment shelter, close to the southwest corner of the site plot. Large amounts of orange and white paint chip samples were noted in soils around the site, with heavy presence directly at the base of the legacy concrete tower foundation. No other evidence of hazardous material mismanagement, in terms of storage, use or disposal, was observed on the subject property during the site visit, interviews, or during record review.
Per Site Layout drawing found in the equipment shelter during the site visit and as built drawings from ProjectWise, the site used to have an underground storage tank. A search of the Georgia Environmental Protection Division (GA EPD) UST Data and Reporting database, and the tank was identified as a 550 gallon underground gas tank with the status “permanently out of use – historical purposes” (unit I.D 1220042-T1). An inquiry was made with the GA EPD to provide any more information regarding the tank or possible removal/closure documents, and none could be provided. GA EPD responded with the following points to regarding tank removals in Georgia around the early 90’s:
• The Georgia EPD/UST program started in 1988.
• During the early 1990s aspects of Closure Reports and NFA were still being determined by both the Federal EPA and that of Georgia State EPD/UST.
• Ownership/ Responsible Officials were entrusted at times with documents pertaining to Closure Reports that were not added into an electronic database within the 1990s. Paper copies were still the norm.
• During the earliest aspects of EPD/UST the Ownership was held responsible for maintaining accurate documentation for UST services.
• For this facility in question there appear to be no Closure Documents available.
• “Permanently Out of Use” does not indicate Full Removal nor In Grown Closure.
The local SSC was also not able to provide any closure documents for the UST. With the given information, it is believed that the UST is still on site. One power company owned pole mounted transformer is located outside the site’s perimeter fence, but adjacent to the sites access road, and therefore is within the site’s property boundary. The transformer was noted to be in good condition during the site visit. No sticker was visible on the transformer indicating the presence or absence of PCBs.
A review of environmental records and databases was performed utilizing Environmental Data Resources Inc. (EDR). The subject site (33° 38’ 59.92’’N 83° 58’ 44.80’’W) was not listed on any environmental databases in the radius search results. Eight sites were identified within 1/8 mile of the subject site as being registered on environmental databases; One Leaking Underground Storage Tank (LUST), one Above Ground Storage Tank (AST), three Underground Storage Tanks (UST), two Resource Conservation and Recovery Act Non-Generators (RCRA NonGen), and one Hazardous Waste Electronic Database (E Manifest) site. Due to the distance from site, and “Clean Closure” status on the listed LUST, no impacts from any of these listed databases is expected on the QYL RTR site.
A review of the historic aerials indicates that the site was constructed sometime between the aerial from 1960 and the aerial from 1972. The area around the site was historically rural with sparce residential use, and the first signs of significant commercial use near the site are visible in the aerial from 1988. Due to the small nature of the site, tree cover, and blurry photos, specific site infrastructure details are hard to determine from the aerial images. The historic RCRL tower can be seen through the 2015 aerial, and the RTR tower can be seen in the aerial from 2019.
Records were available from the Unstaffed Infrastructure Sustainment Geographic Information System (UIS GIS) database for the RTR tower, but none were available for the legacy RCLR tower.
The predominant land use in the direct vicinity of the site is commercial. The land directly abutting the site to the south, east, and west is wooded. The land directly to the north is pierced by the sites ~380 ft. access road which connect to Gees Mill Road. Beyond the wooded areas around the site are various commercial properties and warehouses. Sensitive environments were not noted in proximity to the site per the EPA’s Ecological Risk Assessment Guidance for Superfund. No sensitive environmental areas are present within 0.25 mi. of the site.
2.3 Site Ownership History
FAA Records obtained from the UIS GIS database indicate that the current RTR tower was constructed in 2015. As built drawings indicate the current shelter was constructed in 1960 and the legacy tower was commissioned in 1960. The parcel is government owned.
2.4 Previous Investigations
A Site Survey was performed at the QYL RTR in Conyers, GA on March 3, 2025. The purpose of the Site Survey was to determine the actual level of effort required to dispose of and/or surrender possession of real property by the FAA to GSA as excess property. The Site Survey Report contains equipment inventories, environmental information, and recommended disposition and demolition actions for the site. Site reconnaissance for the PA and SI fieldwork were conducted concurrently with the Site Survey and are being documented in this PA/SI Report.
During the site visit, chain of custodies for a bulk asbestos survey performed by Analytical Environmental Services Inc. on June 22, 2016 for the QYL RTR equipment shelter were found on site. There is no other indication that any other remediation activities or other investigations have occurred at the site.
3 FIELD ACTIVITIES AND ANALYTICAL PROTOCOL
The field sampling followed the protocol outlined in the FAA Sampling Guide (FAA 2024), which provides the minimum sampling requirements to identify the presence or absence of lead and PCBs in soil. This section presents the results of surface sampling, soil sampling, and laboratory analysis, and compares those results to screening criteria.
3.1 General Sample Locations and Methods
Due to the age of the site (the current structure on the site pre-dates 1984 and a former structure on the site pre-dates 1984), the presence or absence of lead and PCBs in exterior surface materials, and lead and PCBs in soil around specific infrastructures at the site was investigated in support of this PA/SI. Four exterior paint samples and one duplicate sample were collected for LBP analysis, six exterior paint and caulk samples and one duplicate caulk sample were collected for PCB analysis, and fifteen soil samples were collected for lead and PCB analysis. Soil samples (0” – 6” below ground surface) were analyzed for total lead using USEPA Method SW-846 6020, and for PCBs using USEPA Method SW-846-8082A with EPA Method 3546 (Microwave) extraction. See Figure 3 for locations of soil samples.
Site Investigation activities were conducted by GLE Associates and Parsons on March 11, 2025 to collect and analyze soil and surface samples in accordance with the FAA Sampling Guide (FAA 2024).
3.2 Analytical Results
Table 2 provides the results for surface and soil sampling. Results are also shown in Appendix B, Summary Reports & Laboratory Analytical Reports. Results are summarized below.
3.2.1 Exterior Paint and Soil at the Legacy Tower Pad
One representative paint chip sample was collected from the legacy tower pad to assess levels of lead present:
• Lead was detected in the white paint sample collected from the tower pad at a concentration of 3.4% by weight, above the EPA threshold of 0.5% by weight.
One representative paint chip sample was collected from the legacy tower pad to assess levels of PCBs present:
• The PCBs in the tower pad paint chip sample are less than the USEPA TSCA screening criteria of 50 mg/kg for classification as PCB Bulk Product Waste. Therefore, the paint sample at the tower pad is not considered PCB Bulk Product Waste.
Soil in the vicinity of the legacy tower pad was investigated for the presence of lead and PCBs:
• Elevated lead in soil levels were detected at results above the USEPA residential limit (200 mg/kg), specifically at the north tower base dripline (9,420 mg/kg), the south tower base dripline (3,170 mg/kg), the east tower base dripline (28,600 mg/kg), and the east tower base 5 ft. sample (835 mg/kg).
• Elevated levels of PCBs were detected in the east tower base dripline sample at a concentration of 1.1 mg/kg (1,100 ug/kg) for aroclor-1254, which is above the USEPA threshold of 1 mg/kg.
3.2.2 Exterior Paint and Soil at Equipment Shelter
Three representative paint chip samples and one duplicate sample were collected from the exterior of the equipment shelter to assess levels of lead present:
• Concentrations for lead were below reporting limits for all paint chip samples, and therefore below the EPA threshold of 0.5% by weight.
Three representative paint chip sample, two representative caulk samples, and one duplicate caulk sample were collected from the exterior of the equipment shelter to assess levels of PCBs present:
• The PCBs in the equipment shelter paint chip and caulk samples are less than the USEPA TSCA screening criteria of 50 mg/kg for classification as PCB Bulk Product Waste.
Therefore, the paint and caulk samples at the equipment shelter are not considered PCB Bulk Product Waste.
Soil in the vicinity of the equipment shelter was investigated for the presence of lead and PCBs:
• No samples had lead concentrations exceeding the USEPA threshold of 200 mg/kg.
• All PCB results for all samples collected were below the USEPA threshold of 1 mg/kg.
4 SUMMARY AND CONCLUSIONS
The QYL RYR site is located on government owned property in Conyers, GA, and is surrounded by wooded area and commercial properties. The site used to house a legacy painted RCLR tower which had previously been removed and now houses an unpainted RTR tower. No sensitive environments were identified within 0.25 miles of the site. The site was not identified in the EDR radius search, and no history of industrial or commercial operations was noted on the subject site based on a review of historic aerial photographs. Per site drawings and records searches, a 550 gallon gas UST was noted to be on site with the status “permanently our of use – historic purposes”. No closure documents for the tank could be located with the GA EPD or with the local SSC, and it is believed the tank could still be on site.
One paint sample from the exterior legacy tower base was identified as lead based paint with a concentration of 3.4% by weight. Soil around the legacy tower pad was identified as containing lead in soil levels above the USEPA residential lead in soil screening level of 200 mg/kg at four locations, specifically at the north tower base dripline (9,420 mg/kg), the south tower base dripline (3,170 mg/kg), the east tower base dripline (28,600 mg/kg), and the east tower base 5
ft. sample (835 mg/kg).
One soil sample contained elevated PCBs in soil, specifically at the east tower base dripline for aroclor-1254 at a concentration of 1.1 mg/kg.
Because soil samples with elevated concentrations above their respective screening levels for lead and PCBs were identified during the course of this PA/SI, Parsons recommends that further investigation be conducted, and that the QYL RTR facility be submitted to the FAA Environmental
Cleanup Program for further action.
