About this file

This is a Preliminary Assessment/Site Investigation (PA/SI) Report for the Savannah Outer Marker (OM) facility in Bloomingdale, Georgia, prepared by Parsons for the Federal Aviation Administration (FAA) Air Traffic Organization Environmental Cleanup (ECU) Program. The investigation was conducted on February 29, 2024, to assess environmental contamination at an FAA facility scheduled for decommissioning and disposition. The 1.46-acre leased site contains an equipment shelter (constructed 1971), two guy-wired poles, and a Yagi antenna located approximately 0.6 miles from a Freshwater Forested/Shrub Wetland habitat. The facility was assessed for lead-based paint (LBP) and polychlorinated biphenyls (PCBs) due to its pre-1984 construction date and potential environmental liability.

The investigation included collection and analysis of four lead paint samples, five PCB paint and caulk samples, and sixteen soil samples from areas surrounding the equipment shelter and antenna. Key findings indicate no lead-based paint was detected in exterior paint samples and PCB levels in paint were below FAA screening criteria (50 mg/kg). However, soil testing identified elevated lead concentrations in five of sixteen samples, with results ranging from 320 to 3,390 mg/kg—significantly exceeding EPA residential limits (200 mg/kg) and Georgia's cleanup level (270 mg/kg). The highest concentration of 3,390 mg/kg was detected at the east side shelter dripline. No elevated PCBs were detected in any soil samples. The report recommends that the SAV OM facility be submitted to the FAA Environmental Cleanup Program for further investigation and remedial action due to the identified soil lead contamination requiring cleanup action.

1 INTRODUCTION

The Federal Aviation Administration (FAA) Air Traffic Organization (ATO), Technical Operations Services (AJW), Air Traffic Control Facilities (ATCF), Environmental and Occupational Safety & Health Services (EOSH Services), Environmental Cleanup (ECU) Program is requiring the sampling for lead and polychlorinated biphenyls (PCBs) in building materials and soil at FAA facilities/properties scheduled for decommissioning/disposition that were commissioned before 1984 because of the potential environmental liability associated with soil contamination originating from lead based paint (LBP) and PCB-containing material.

The purpose of the Preliminary Assessment/Site Investigation (PA/SI) was to determine whether contaminants of concern are present on-site, have migrated or are migrating from the site, and conduct the initial search for and evaluation of, existing site-specific operational and environmental information, both current and historic, to determine if further investigation concerning the documented, suspected, or latent discharge of any contaminant is required. Due to the age of this site, the contaminants of concern include lead associated with potential lead-based paint and PCBs.

This PA/SI was completed in accordance with:

Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Environmental and Occupational Safety and Health (EOSH) Services Soil Baseline Sampling Guide for Facilities Scheduled for Decommissioning/Disposition with Suspected Lead-Based Paint (LBP) and Polychlorinated Biphenyl (PCB)-Containing Paint (FAA Sampling Guide), dated January 2024, Version 7; and FAA Air Traffic Control Facilities EOSH Services Program ECU Research Paper on Polychlorinated Biphenyls (PCBs) in Paint and Other Building Materials, dated August 12, 2019.

Project Objectives

The purpose of this report is to document the results of the PA/SI conducted on February 29, 2024 to support decision making on the eventual transfer of the property. The FAA’s ECU Program requires sampling for lead and PCBs in exterior paint/caulk and soil at FAA facilities/properties scheduled for decommissioning/disposition that were commissioned before 1984 because of the potential environmental liability associated with soil contamination originating from LBP and PCB-containing paint and/or caulk.

Project Scope

To meet the project objectives, the scope of this SI included activities at the following:

SAV OM pole/antenna and equipment shelter – Visual inspection, exterior surface sampling to determine the presence or absence of lead or PCB, soil sampling around the shelter, and laboratory analysis of soil samples were completed to determine the presence or absence of lead or PCB contamination in unpaved soil adjacent to the shelter, and to close the site.

2 SITE BACKGROUND

Table 1 provides a summary of the site information.

2.1 Site Location and Setting

The subject site is located in Bloomingdale, Georgia (FAA facility identifier SAV), located west of the Savannah/Hilton Head International Airport in Bloomingdale, Georgia, and surrounded by private forested areas with residential use in the surrounding areas. The facility at the subject site is an Outer Marker (OM). The site is referred to herein as SAV OM, or site.

Preliminary Assessment / Site Investigation – SAV OM 3

2.2 Site Description

The site is situated within a 55 ft. x 30 ft. metal-fenced in area on a gravel plot and consists of an equipment shelter, two (2) guy wired LOM poles, and one Yagi antenna. The SAV OM equipment shelter is an 8.5 ft. x 13 ft. x 10 ft. constructed stick-built building with concrete pier foundation and appeared to be in good condition with fully intact flooring. No evidence of hazardous material mismanagement, in terms of storage, use or disposal, was observed on the subject property during the site visit, interviews, or during record review. No records have been found to indicate UST was ever installed onsite. No penetrations were found on the equipment shelter.

A review of environmental records and databases was performed utilizing Environmental Data Resources Inc. (EDR). The subject site (32° 7’ 47.39’’N- 81° 19’ 53.46’’W) was not listed on any environmental databases in the radius search results. The site appears in the 1988 historic aerial photo and remains throughout all remaining historic aerials. The area surrounding the site consists of agricultural areas with sparse residential areas. In the 2019 aerial, a rock quarry appears in the area north of the site. No records were available from the Unstaffed Infrastructure Sustainment Geographic Information System (UIS GIS) database.

Sensitive environments were noted in proximity to the site per the EPA’s Ecological Risk Assessment Guidance for Superfund. Because sensitive environmental areas are present within one-quarter mile of the site an evaluation of ecological risks was qualitatively made to ensure that any cleanup actions will be protective of ecological receptors. The site is located Georgia’s coastal zone; therefore, a negative determination was sent to the state’s department of natural resources. The concurrence was received on April 1, 2024.

2.3 Site Ownership History

FAA Records obtained from the site lease indicate that the current building was constructed in 1971. The parcel is leased by the FAA from the landowner, Lucile C. Thomas.

2.4 Previous Investigations

A Site Survey was performed at the SAV OM in Bloomingdale, Georgia on February 29, 2024. The purpose of the Site Survey was to determine the actual level of effort required to dispose of and/or surrender possession of real property by the FAA to the property Lessor. The Site Survey Report contains equipment inventories, environmental information, and recommended disposition and demolition actions for the site. Site reconnaissance for the PA and SI fieldwork were conducted concurrently with the Site Survey and are being documented in this PA/SI Report. There is no indication that any previous remediation activities or other investigations have occurred at the site.

3 FIELD ACTIVITIES AND ANALYTICAL PROTOCOL

The field sampling followed the protocol outlined in the FAA Sampling Guide (FAA 2024), which provides the minimum sampling requirements to identify the presence or absence of lead and PCBs in soil. This section presents the results of surface sampling, soil sampling, and laboratory analysis, and compares those results to screening criteria.

3.1 General Sample Locations and Methods

Due to the age of the site (the current structure on the site pre-dates 1984), the presence or absence of lead

Preliminary Assessment / Site Investigation – SAV OM 4 and PCBs in exterior surface materials, and lead and PCBs in soil around specific infrastructures at the site was investigated in support of this PA/SI. Four exterior paint samples were collected for LBP analysis, five exterior paint and caulk samples were collected for PCB analysis, and sixteen soil samples were collected for lead and PCB analysis. Soil samples (0” – 6” below ground surface) were analyzed for total lead using USEPA Method SW- 846 6010, 6020, or 7000B and for PCBs using USEPA Method SW-846-8082A. See Figure 3 for locations of soil samples.

Site Investigation activities were conducted by S&ME on February 29, 2024, to collect and analyze soil and surface samples in accordance with the FAA Sampling Guide (FAA 2024).

3.2 Analytical Results

Table 2 provides the results for surface and soil sampling. Results are also shown in Appendix B, Summary Reports & Laboratory Analytical Reports. Results are summarized below.

3.2.1 Exterior Paint and Soil at Pole/Antenna

No paint was sampled from the antenna to be analyzed for lead and PCBs. It was assumed to contain lead-based paint.

Soil in the vicinity of the pole/antenna was investigated for the presence of lead and PCBs:

Eleven of sixteen lead in soil results are below the USEPA residential limit (200 mg/kg), and the state cleanup level for lead (270 mg/kg). Sample surrounding antenna with results above the USEPA residential limit (200 mg/kg) includes:

• 5 ft. north antenna sample (430 mg/kg)

PCB in soil results for all samples collected were below reporting limits for Aroclors 1016, 1221, 1232, 1242, 1248, and 1254. 3.2.2

3.2.2 Exterior Paint and Soil at Equipment Shelter

Exterior Paint and Soil at Equipment Shelter

Five representative paint chip sample was collected from the exterior of the equipment shelter to assess levels of lead present:

Lead detected in the orange paint chip sample collected from the exterior of the equipment shelter was below the EPA threshold of 0.5% by weight.

Seven representative paint chip sample was collected from the exterior of the equipment shelter to assess levels of PCBs present:

The PCBs in the equipment shelter paint chip sample are less than the FAA ECU screening criteria of 50 mg/kg for classification as PCB Bulk Product Waste. Therefore, the paint sample at the equipment shelter is not considered PCB Bulk Product Waste.

Soil in the vicinity of the equipment shelter was investigated for the presence of lead and PCBs:

• Concentrations of lead in soil samples at five of sixteen sample locations surrounding the equipment shelter were above the EPA threshold Residential Soil Cleanup Objective of 200 mg/kg and Georgia’s residential soil screening level of 270 mg/kg. Samples above the reporting limit include:

• east side shelter dripline sample (3390 mg/kg)

• north side shelter dripline sample (1130 mg/kg)

• 5 ft. north shelter sample (664 mg/kg)

• 5 ft. north shelter sample (320 mg/kg) PCB in soil results for all samples collected were below reporting (RL).

RLs (0.035- 0.038g/kg) were below the EPA threshold of 1mg/kg and Georgia’s total PCBs threshold of 1.56 mg/kg.3.2.3

4 SUMMARY AND CONCLUSIONS

The SAV OM site is located approximately 0.6 miles away from a 75.53- acre Freshwater Forested/Shrub Wetland habitat is classified as a Freshwater Forested/Shrub Wetland habitat (PSS1C) per the National Wetlands Inventory Map. The site was not identified in the EDR radius search, and no history of industrial or commercial operations was noted on the subject site based on a review of historic aerial photographs.

Because soil samples with elevated concentrations above their respective screening levels for lead were identified during this PA/SI, Parsons recommends that further investigation be conducted, and that the SAV OM facility be submitted to the FAA Environmental Cleanup Program for further action.

To maintain currency of the following federal and state databases, EDR contacts the appropriate governmental agency on a monthly or quarterly basis, as required.

Number of Days to Update: Provides confirmation that EDR is reporting records that have been updated within 90 days from the date the government agency made the information available to the public.

STANDARD ENVIRONMENTAL RECORDS

Lists of Federal NPL (Superfund) sites

NPL: National Priority List National Priorities List (Superfund). The NPL is a subset of CERCLIS and identifies over 1,200 sites for priority cleanup under the Superfund Program. NPL sites may encompass relatively large areas. As such, EDR provides polygon coverage for over 1,000 NPL site boundaries produced by EPA’s Environmental Photographic Interpretation Center (EPIC) and regional EPA offices.

SEMS: Superfund Enterprise Management System SEMS (Superfund Enterprise Management System) tracks hazardous waste sites, potentially hazardous waste sites, and remedial activities performed in support of EPA’s Superfund Program across the United States. The list was formerly know as CERCLIS, renamed to SEMS by the EPA in 2015. The list contains data on potentially hazardous waste sites that have been reported to the USEPA by states, municipalities, private companies and private persons, pursuant to Section 103 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

This dataset also contains sites which are either proposed to or on the National Priorities List (NPL) and the sites which are in the screening and assessment phase for possible inclusion on the NPL.

SEMS-ARCHIVE: Superfund Enterprise Management System Archive

TC7612780.2s Page GR-2

SEMS-ARCHIVE (Superfund Enterprise Management System Archive) tracks sites that have no further interest under the Federal Superfund Program based on available information. The list was formerly known as the CERCLIS-NFRAP, renamed to SEMS ARCHIVE by the EPA in 2015. EPA may perform a minimal level of assessment work at a site while it is archived if site conditions change and/or new information becomes available. Archived sites have been removed and archived from the inventory of SEMS sites. Archived status indicates that, to the best of EPA’s knowledge, assessment at a site has been completed and that EPA has determined no further steps will be taken to list the site on the National Priorities List (NPL), unless information indicates this decision was not appropriate or other considerations require a recommendation for listing at a later time. The decision does not necessarily mean that there is no hazard associated with a given site; it only means that. based upon available information, the location is not judged to be potential NPL site.
