About this file
This is a Remedial Investigation (RI) Trip Report documenting soil sampling and analytical results for lead contamination at the Savannah Hilton Head International Airport (SAV) Outer Marker facility in Bloomingdale, Georgia. The report was prepared by Booz Allen Hamilton for the Federal Aviation Administration (FAA) Eastern Service Area Environmental Cleanup (ECU) Program and issued January 22, 2025.
The investigation conducted on November 19, 2024, collected 34 soil samples (24 analyzed for lead) to delineate the horizontal and vertical extent of lead contamination previously identified in a February 2024 Site Survey Report. Results indicate 5 of 24 RI samples exceeded the EPA residential Regional Screening Level (RSL) of 200 mg/kg for lead, with a combined total of 10 exceedances identified across both the survey and investigation phases. Notably, sample SAV-RI-17 (0-6 inches) showed 6,420 mg/kg lead, SAV-RI-18 (0-6 inches) showed 1,520 mg/kg, and SAV-RI-36 (0-6 inches) showed 1,560 mg/kg. Quality control samples including field duplicates, matrix spike/matrix spike duplicates, and equipment blanks met industry standards. The report concludes that all lead exceedances are bounded vertically and horizontally except for two samples along the east fence line (SAV-RI-18 and SAV-RI-19), and recommends a Remedial Action that includes excavation of approximately 600 cubic feet of lead-containing soil to 2 feet below ground surface, over-excavation of unbounded areas, and confirmatory sampling post-remediation. The FAA submitted a release notification to the Georgia Environmental Protection Division on December 17, 2024, per state requirements for lead concentrations exceeding 400 mg/kg.

1 E X E C U T I V E S U M M A R Y The Federal Aviation Administration (FAA) Eastern Service Area (ESA) Environmental Cleanup (ECU) Program tasked Booz Allen Hamilton (Booz Allen) with conducting a remedial investigation (RI) at the Savannah Hilton Head International Airport (SAV) Outer Marker (OM) facility. The facility is located approximately 6.5 miles west of SAV in the wooded area of a residential property in Bloomingdale, Chatham County, Georgia at coordinates 32.129809, -81.331497. Refer to Appendix A for figures depicting the site location.
On February 29th, 2024, the FAA Real Property Disposition Program (RPDP) conducted a site survey at the facility to evaluate site conditions for property disposal. Based on analytical results presented in the Site Survey Report (SSR), five soil samples contained levels of lead exceeding the U.S. Environmental protection Agency’s (EPA) residential Regional Screening Level (RSL) of 200 milligrams per kilogram (mg/kg).
On November 19th, 2024, Booz Allen conducted an RI to delineate the horizontal and vertical extent of lead exceedances identified in the SSR. Sample 13 from the SSR was included in the RI sampling plan as the lead concentration was 199 mg/kg. The sample results were compared to the EPA residential RSL. The Georgia Environmental Protection Division (GAEPD) generally defers to EPA’s RSLs for screening of constituent concentrations in soil.1 However, GAEPD provides guidance on determining Risk Reduction Standards (RRS) for contaminated sites2. The RRS for lead is 270 mg/kg; thus, the regulatory limit used in this RI is the more stringent residential RSL from EPA. Of the 24 soil samples analyzed for lead during the RI, 5 contained lead concentrations exceeding the EPA residential RSL; a total of 10 soil samples exceeded EPA’s residential RSL for lead between the SSR and RI.
All lead exceedances are bound vertically and horizontally except for soil samples SAV-RI-18 (0-6) and SAV- RI-19 (0-6), and Remedial Action (RA) is recommended at the site. The RA should include removal of soil from the area surrounding the exceedances, over-excavation east of SAV-RI-18 (0-6) and SAV-RI-19 (0-6), and confirmatory sampling to ensure thorough remediation to lead concentrations below 200 mg/kg.
2 I N T R O D U C T I O N The SAV OM facility is located approximately 550 feet northwest from the northwestern end of Howard Drive in Bloomingdale, Georgia. Refer to Appendix A for the facility location. The facility was commissioned in 1953 and was decommissioned in May 2019. The FAA leases the property from a private property owner with a residence on the associated parcel (Lease Number: DTFAEN-12-L-00068). The current property lease was signed in 2012 and expires in September 2032. The facility is surrounded to the north by a railway and an apparent quarry operation, to the east and south by forested land, and to the west by forest and agricultural land. The facility comprises an 8.5-foot by 13-foot equipment building, two Yagi antennas, and two wooden utility poles within a 30-foot by 92-foot fenced area. Only one Yagi antenna is currently standing, approximately 10 feet west of the equipment building; the other has been dismantled, and the remains are located to the south of the access gate for the facility. Access to the facility is provided via an approximately 400-foot gravel road from the westbound lane of Howard Drive. The facility has not been active since May 2019. Vegetation, including briars and pine trees, is present throughout the facility. Electricity is still provided to the equipment building via overhead power lines.

On February 29th, 2024, the RPDP Program conducted a site survey to assess existing site conditions prior to property disposal. The site survey included paint and soil sampling for lead and polychlorinated biphenyls (PCBs). Laboratory analysis results indicated PCB concentrations in paint lower than the EPA’s PCB bulk product waste concentration (50 mg/kg) and PCB concentrations in soil below the Toxic Substances Control Act (TSCA) cleanup standard (1 mg/kg). Blue paint on the metal door frame contained a lead concentration of 11.5% weight which is above the EPA threshold of 0.5% lead by weight for classification as lead-based paint.
Lead concentrations in surrounding soil exceeded EPA’s residential RSL at 5 locations: along the eastern dripline of the equipment building, along the northern dripline of the equipment building, five feet north of the northern dripline of the equipment building, five feet west of the equipment building, and five feet north of the standing Yagi antenna. Refer to Appendix F for the SSR and Figure 3 of Appendix A for sample and exceedance locations.
The FAA requested that Booz Allen perform an RI to delineate the vertical and horizontal extent of lead contamination in soil surrounding the unbounded exceedance locations documented in the SSR at the SAV OM facility. Areas of focus for the RI included the soils surrounding the equipment building and standing Yagi antenna. This report documents the activities and results of the RI conducted on November 19th, 2024.
2.1 Site History and Background
Information included in the 2024 SSR report indicated a 1953 commission date. Environmental Data Resources Inc. (EDR) services were used to research environmental records and obtain historic aerial photographs and historic topographical maps. The facility appears on aerial images between 1958 and 1965, suggesting a construction date later than 1958. According to the EDR report, there are no listed sites of environmental concern within one mile of the facility. A copy of the most recent EDR report can be found in Appendix E.

3.1 Sampling Activities
The specific purpose of this RI was to horizontally and vertically delineate lead contamination in soil surrounding the previously reported lead exceedances. Booz Allen collected samples at approximately 5-foot and 10-foot stepout locations in all unbounded directions from the SSR samples, where possible without encountering obstructions or going beyond the fenceline. Surface soil samples were collected from 0-6 inches below ground surface (bgs), and subsurface soil samples were collected from 18-24 inches bgs.
In total, 34 soil samples were collected, including 16 surface samples and 18 subsurface samples. Samples from locations 29, 30, 34, and 35 in the original sampling plan were not collected due to space limitations realized on site and discrepancies between the distance scale of the sampling plan map and actual distances between samples.Booz Allen staff directed the lab to temporarily hold selected samples until the preliminary results were published for the initial 5-foot stepout samples. Ultimately, 10 samples were determined to be unnecessary for bounding lead exceedances and were not analyzed by the laboratory.
Figures depicting sample locations are provided in Appendix A. A photographic log is provided in Appendix B.
Copies of field logbooks detailing the RI field activities are provided in Appendix C. The analytical results and laboratory data are provided in Appendix D.

3.2 Sample IDs
Table 1 displays all sample IDs and associated results for the samples analyzed during the RI. For easy reference, this table also includes SI analytical results (Labeled as “SAV-SI”). The field logs provided in Appendix C provide additional details for each sample. Each sample ID details the location and depth of the soil sample. The sequence following “SAV-RI” denotes the soil boring location, as shown on the site figures included in Appendix A. The end of the ID identifies surface soil samples (at 0-6 inches bgs) or subsurface soil samples (at 18-24 inches bgs). Samples with a “D” at the end indicate a field duplicate sample collected for quality control (QC) purposes. Refer to Appendix A for figures containing precise sample locations.
3.3 Quality Control Samples
The project laboratory prepared and analyzed QC samples in accordance with method protocols and laboratory-specific SOPs. These included analysis of method blanks, laboratory control samples, matrix spike/matrix spike duplicate (MS/MSD), and surrogate spikes for each analytical method and preparation batch. Results of laboratory QC samples are provided in in QC section of the report and summarized in the case narrative provided in Appendix D.
Field QC samples were collected in coordination with the project laboratory and in accordance with the specifications in the Booz Allen RI Sampling and Analysis Plan (SAP). Field staff collected the following QC samples:
• Field duplicate samples at a rate of 10 percent, or one per every 10 project samples. A total of four field duplicate samples were collected and analyzed.
• MS/MSD samples at a rate of 5 percent, or one per every 20 project samples. A total of two MS/MSD samples were collected.
• Equipment blank samples at the end of each day of the sampling. A total of one equipment blank sample was collected (SAV-RI-EB-111924).
Booz Allen reviewed the laboratory report for adherence to industry accepted QC standards. Based on review of both laboratory QC data and field QC results, Booz Allen concludes that all results are usable with no qualifications applied.
3.4 Sample Custody and Shipment
A completed label was attached to each sample container. The glass containers were wrapped in bubble wrap and placed in plastic bags. All samples were placed in a plastic bag within the cooler, along with double-bagged ice and additional bubble wrap to ensure sample integrity during shipment. Each plastic bag was sealed with a zip-tie, the chain-of-custody forms were taped to the interior of the cooler lid, and the coolers were taped shut over two custody seals each. The soil samples, QC samples, and the equipment blanks were shipped via FedEx to the Pace National laboratory in Mt. Juliet, Tennessee. All samples were received by the laboratory and were confirmed to have arrived in good condition.
3.5 Field Documentation
Booz Allen field personnel recorded field activities, sample collection times, and sample locations in a field logbook which is presented in Appendix D. Photographs of site features and sample locations are presented in Appendix B.
Prepared for the Federal Aviation Administration 10
When appropriate, sampling locations identified in the Booz Allen RI SAP were modified by Booz Allen staff in the field. Given the proximity of the Yagi antenna and equipment building, the sampling locations were modified to reduce the number of samples collected. A figure of the final sampling locations is provided in Appendix A.
4 R E S U L T S Twenty-four soil samples and 4 field duplicates were analyzed for lead, and the analytical data was compared to the EPA residential RSL (200 mg/kg). Results from the RI indicate that 5 soil samples and 1 duplicate exceeded the residential limit for lead. Table 1 present results from both the SI and RI, and locations are shown on figures in Appendix A. The laboratory report is provided in Appendix D.

5 C O N C L U S I O N S A N D R E C O M M E N D A T I O N S The analytical data obtained during the RI identified soils with lead levels that exceed the EPA’s residential RSL. The results build on data from the SSR and indicate that concentrations of lead in soil are elevated throughout surface soil surrounding the equipment building and antenna at the facility. A total of 10 sample locations between the SSR and this RI returned concentrations of lead greater than 200 mg/kg.
Per Georgia Rule 391-3-19-.04(4)3, a release to soil which exceeds 400 mg/kg requires notification to the Director of the GAEPD within 30 days of discovery. FAA submitted a release notification form on December 17th, 2024, describing the extent of known lead contamination and outlining the recommendations below.
Booz Allen recommends that an RA be conducted to remediate all soil with lead levels over the EPA’s residential RSL of 200 mg/kg. The two unbounded soil samples along the east fence line of the property (SAV- RI-18 [0-6] and SAV-RI-19 [0-6]) should be over-excavated approximately 5 feet east of the sample locations and delineated using a hand-held x-ray fluorescence (XRF) lead analyzer on site and collecting confirmatory

Prepared for the Federal Aviation Administration 11 samples after excavation is complete. This approach will minimize the potential for regulatory exceedances in confirmation samples and/or remobilizing to the site for additional RA. The areas containing lead exceedances will be excavated to 2 feet bgs in the area surrounding the equipment building and antenna (not exceeding 300 square feet total). The remediation will likely require excavation of approximately 600 cubic feet of lead-containing soil from the facility.
Given the concentrations of lead at this site, it is unlikely that waste soil would be characterized as a RCRA hazardous waste. Nonetheless, FAA should plan to collect waste characterization samples and have them analyzed in accordance with landfill and regulatory requirements prior to transporting waste off site.

CASE NARRATIVE
All sample aliquots were received at the correct temperature, in the proper containers, with the appropriate preservatives, and within method specified holding times, unless qualified or notated within the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control are within established criteria except where addressed in this case narrative, a non-conformance form or properly qualified within the sample results. By my digital signature below, I affirm to the best of my knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the quality of the data have been identified by the laboratory, and no information or data have been knowingly withheld that would affect the quality of the data.

GLOSSARY OF TERMS
Guide to Reading and Understanding Your Laboratory Report
The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.
Abbreviations and Definitions
(dry) Results are reported based on the dry weight of the sample. [this will only be present on a dry report basis for soils].
MDL Method Detection Limit.
ND Not detected at the Reporting Limit (or MDL where applicable).
RDL Reported Detection Limit.
RDL (dry) Reported Detection Limit.
Rec. Recovery.
RPD Relative Percent Difference.
SDG Sample Delivery Group.
U Not detected at the Reporting Limit (or MDL where applicable).
Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor.
Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges.
Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG.
Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte.
Uncertainty (Radiochemistry) Confidence level of 2 sigma.
Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material.
Sample Chain of Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss) This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
