The project, numbered 593-23-306, requires the general contractor to decommission and demolish existing clean steam generators and heating hot water pumps, procure and install a new reverse osmosis (RO) unit for clean steam feed water makeup, modify existing ductwork in room BH002, and procure and install new fan coil units and associated ductwork in room BD423. The work encompasses general construction, demolition, alterations, and coordination across multiple building systems while maintaining continuous 24/7 facility operations.
The specifications establish rigorous requirements for execution, safety, quality control, and commissioning. Key requirements include a phased construction approach to minimize service interruptions, with Phase 0 addressing RO system installation and electrical preparations, Phase 1 covering replacement of the first heating hot water pump and clean steam generator, and Phase 2 completing the second pump and generator replacement. The contractor must develop detailed Activity Hazard Analyses, maintain a Site Safety and Health Officer on-site during all work, comply with infection control risk assessments, and coordinate security procedures with VA police. All work must meet International Building Code and International Plumbing Code standards, include comprehensive as-built documentation, and undergo full commissioning with testing and training of VA personnel. Submittals required include shop drawings, equipment specifications, seismic restraint designs, piping and ductwork coordination drawings, and commissioning documentation. The project demands experienced personnel, premium efficiency motors, NSF-certified potable water materials, and detailed warranty management plans with extended coverage for critical systems.
