About this file

This is a Specifications document for a Department of Veterans Affairs construction project. The specifications establish technical and procedural requirements for re-slurrying and re-striping parking lots at Buildings 88 and 98 at a VA Medical Center, with work divided into three phases. The document, issued August 26, 2026, includes comprehensive general requirements covering construction safety, security, fire safety, operations, infection prevention, utility services, scheduling, and submittal procedures.

Key requirements include: all contractor employees must speak and understand English; an OSHA-certified competent person must maintain site presence; all employees require 10-hour OSHA construction safety training; construction hours are 7:00 AM to 4:30 PM Pacific Standard Time, Monday through Friday, with weekend/holiday/evening/night work requiring three days' advance written notice and Contracting Officer approval. The contractor must establish a fire protection program compliant with NFPA standards and must secure the site against theft and vandalism. A chain-link construction fence minimum six feet high is required around work areas. Work is phased: Phase I (Building 88 Parking Lot), Phase II (Building 98 North Parking Lot), and Phase III (Building 98 South Parking Lot). The contractor must develop a Gantt or Bar Chart construction schedule using Microsoft Project or similar application, submit it within 10 calendar days of Notice to Proceed, and update it monthly. Submittals require electronic PDF format and must be complete and compliant with contract requirements before contractor certification. The government will provide steam, water, and some electrical at no cost; metered electricity for specific equipment and all other services are contractor-provided at contractor expense.
