Project Information
Project Name: Replace Flooring in Building OR, PACU, and Special Procedures.
Project Address: 6900 North Pecos Road, North Las Vegas, NV 89086-4400.
Pre-Proposal Site Visit Location: Meet in Building 6 (Administration) at the Engineering Conference Room 1H112.

Project Scope This is a firm-fixed price (FFP) Construction requirement.
The purpose of this project is to replace flooring in OR, PACU, and Special Procedures project will replace existing flooring in several critical areas in and around the Operating Rooms and create a new opening between the PACU and Special Procedure areas. The goal of the project is to provide compliant flooring materials for each area that are durable, cleanable, and visually appealing for each work area. The contractor must provide all labor, equipment, tools, materials, parts, supplies, and supervision necessary to perform replacing the flooring in Building OR, PACU, and Special Procedures.
The period of performance (POP) is anticipated to be 240 calendar days from the issuance of the notice to proceed.
Project Contract Information 100% Total set-aside for certified SDVOSB offerors.
Disclosure of Magnitude of Construction is: Between $5,000,000 to $10,000,000.
Expected Contract Award : 01/24/2025 (Estimated).
Period of Performance : 240 Calendar days from Notice to Proceed (NTP).

An offer guarantee is required in the form of a Bid Bond, which must be submitted electronically by the proposal due date/time to the Contract Specialist, David Rovner by e-mail at David.Rovner@va.gov and copy Daniel.Jhun@va.gov .
Note: Performance and payment bonds will be required by the successful offeror within ten (10) days of Notice of Award.
Basis of Award and Evaluation Factors The Government intends to solicit to all eligible SDVOSBs.
To select the responsible offeror whose offer is the best value to the Government in accordance with the Solicitation requirements; scope of work, attachments and evaluation factors. To procure the solicited services from the offeror providing the best value using the Trade off process and procedures in accordance with FAR 15.101-2.
All proposals shall be subject to evaluation by a team of Government personnel. The proposals will be evaluated in accordance with the content provided in the solicitation.
Proposal Evaluation Factors are: Technical Approach, Past Performance, Project Schedule, and Cost/Price.
The best value trade-off sources selection evaluation process will undergo a trade-off evaluation. The factors (1-3) are listed in descending order of importance. Factors 1, 2, and 3, when combined are equally as important to price.
Offeror must be verified as SDVOSB to be eligible for an award in SBA’s Vet Cert database at: https://veterans.certify.sba.gov/#home in accordance with VAAR 819.7003 – Eligibility. A proposal will be rejected and will not be considered for an award if offeror’s SDVOSB status cannot be verified at the time of submission of proposal and prior to award.

You may be required to wear a mask in certain patient areas indoors of the hospital. We will not entertain any deviation from this requirement, if the facility requires it.
Please reserve all questions. Questions WILL NOT be entertained without a formal email. All questions will receive a response via a solicitation amendment.
All Requests for Information (RFIs) regarding this Solicitation must be submitted in writing using the RFI Form (attached to solicitation) and received NLT 11:00am PDT on Tuesday, December 05, 2024. Questions/RFIs shall be sent via email to both David Rovner, Contract Specialist at e-mail David.Rovner@va.gov and CC: Daniel Jhun at Daniel.jhun@va.gov .
