A. The purpose of this amendment is to provide answers to RFIs submitted to the VA.

RFI # 1: Is there a proprietary fire sprinkler, fire alarm, low voltage, or any other trade company that we must use?
VA Answer: The only proprietary systems we have are Fire Alarm (everon EST-4), Building Management System (JCI-Metasys) and Access Control (lenel). There are no mandated companies.
RFI # 2: Specification Section 01 00 00, Part 1.6-E outlines the phasing plan for this project. Will the VA clarify whether once an area is turned over to the Contractor, it will cease being occupied/used during the course of that construction phase or will VA staff be using that area during the daytime business hours? If the VA will be utilizing any area under phased construction, will the areas need to be brought to “sterile” condition prior to the end of the night shift?
VA Answer: Once a Phased area is turned over to the contractor, the VA will not have any operations or presence within that area (except for construction related inspections). Each phased area will be completely and entirely vacated by the VA for the duration of that Phase. Between phases, the VA will retain occupation to all spaces to allow for relocation of material and equipment necessary to support adjacent operations. No area that is under construction is required to be returned to a “sterile” condition at any point during the appropriate phase. No medical operations or activities will be occurring within these spaces during construction.
RFI # 3: Will the VA be removing any mobile equipment and items from the 3-phases prior to turn over to the Contractor or will this be the Contractor’s responsibility?
VA Answer: The VA will remove mobile GFE and materials from the Phased areas prior to turnover to the contractor.
RFI # 4: Will the Contractor be required to provide temporary storage units to store VA property? If so, will those storage units be allowed to be placed on-campus?
VA Answer: The contractor is NOT required to provide any temporary storage for VA property. The VA will remove all GFE and materials from the Phased areas prior to turnover to the contractor.
RFI # 5: Specification Section 01 00 00, Part 2.3 requires the Contractor to fabricate a wooden Safety Sign w/ 4x4 posts to be embedded in the ground. Will this be required for this project and if so, where does the VA require this sign to be planted?
VA Answer: The specific sign is not required so long as the required safety and wage posts are visible within an area all construction workers have access to.
RFI # 6: The RFP, Page 7 of 84 states that the Site Supt., if duly qualified, may also serve in the role of SSHO and a separate individual must be present to serve in the role of CQC. Will the VA confirm that these will be the general on-site oversight requirements for this project?
VA Answer: Correct.
RFI # 7: RFP, Page 13 of 84, Price/Cost Schedule has one (1) lump sum price line. The Drawings have multiple references to multiple Deductive Alternates. Will the VA confirm there will be no Deductive Alternates for this project and that all scopes of work should be included in the one lump sum price?
VA Answer: There are NO Deduct Alternatives for this project.
RFI # 8: Will the VA confirm that there will be no requirements for new patient lifts for this project?
VA Answer: There is NO requirement for new patient lifts within this project.
RFI # 9: Specification Section 01 45 00, Part 3.4-A, C, & D requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual’s specific area of responsibility. For this project, this requirement would mean the Contractor must retain an Architect (or Const. Professional with 5 years’ experience), a Structural Engineer, an Electrical Engineer, and an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility. Since this will add significant and large costs to this project, will the VA clarify whether this will be a requirement for this project?
VA Answer: Contractor Quality Control is required as part of this project. The framework of the contractor’s proposed Quality Control Plan/Program is individual to the submitter but must be in compliance with the specifications.
These specifications state in part:
Specification Section 01 45 00, Part 3.4-A “A. Personnel Requirements: The requirements for the CQC organization are a Safety and Health Manager, CQC System Manager, a Design Quality Manager (if applicable), and sufficient number of additional qualified personnel to ensure safety and Contract compliance.”
Specification Section 01 45 00, Part 3.4-C “C. CQC Personnel: In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist in the CQC System Manager for the following areas, as applicable: electrical, mechanical, civil, structural, environmental, architectural, materials technician submittals clerk, Commissioning Agent/LEED specialist, and low voltage systems.”
C continued. “These individuals can perform other duties but need to be allowed sufficient time to perform the specialized personnel’s assigned quality controls duties as described in the CQC Plan. A single person can cover more than one area provided that the single person is qualified to perform QC activities in each designated and that workload allows.”
Specification Section 01 45 00, Part 3.4- D “D. Additional Requirements: In addition to the above experience and education requirements, the CQC System Manager and Alternate CQC System Manager are required to have completed the Construction Quality Management (CQM) for Construction course. If the CQC System Manager does not have a current specification, obtain the CQM for Contractors course identification within 90 days of award. This course is periodically offered by the Naval Facilities Engineering Command and the Army Corps of Engineers. Contact the Contracting Officer or Authorized designee for information on the next scheduled class.”
RFI # 10: Reference is found in multiple specification sections to formal commissioning and specification section 01 91 00. If formal commissioning is required for this project, will the VA add Specification Section 01 91 00 and clarify if the VA or the Contractor would be responsible for hiring the Commissioning Agent (CxA)?
VA Answer: Specification Section 01 91 00 is specifically not included in this contract and there will not be any formal commissioning for this project. However, many trade sections include specific testing, inspections, and verifications before work can be considered complete. This work is the responsibility of the contractor.
RFI # 11: Will the VA clarify if any new interior signage will be required for this project? If new signage is required, will the VA provide the requisite drawings, elevations, etc. indicating specific signage and provide the Signage Specification Section?
VA Answer: NO new permanent interior signage will be required as part of this project. However, construction signage and life safety signage related to the execution of the contract is required. These signs must comply with the required specifications for material, contents, font size, etc.
RFI # 12: Specification Section 02 41 19.33 – Selective Demolition, Part 1.6-E states that hazardous materials are present in the building and a report is on file to review. To our knowledge, this facility is relatively new and hazmat was not included in its construction. Will the VA confirm that hazardous materials are not expected to be encountered?
VA Answer: There are NO known hazardous materials within the work area. Testing for Asbestos has been completed on the floor mastic and was negative. This report is available for review.
RFI #13 – Clarification is needed regarding the ICRA Level IV requirement for the exhaust ventilation. Could you confirm whether it is mandatory to vent the exhaust to the outside of the building, or if an alternate method will be acceptable?
VA Answer: Per the ICRA checklist included in the Specification Section 01 00 10, Table 5 - Required Infection Prevention and Control Measures, by Level of Precautions, Level III states in part:
“5. Maintain .01 inches /water gauge negative pressurization of the entire workspace by use of HEPA exhaust air systems directed outdoors, or comply with the alternative method outlined in Appendix A of this document. These control measures must be maintained continuously 24/7 for the duration of the project. HEPA filtered exhaust if discharged directly to the outdoors must be at a distance of 25 feet or greater from entrances, air intakes and operable windows. Exhausting discharged air into shared or recirculating HVAC systems, or other shared exhaust systems (e.g., bathroom exhaust) is prohibited.”
Appendix A – Alternative to Outdoor Exhaust Requirements states in part:
“If the facility is not able to exhaust to the building exterior, the Healthcare Environment and Facilities program office has identified an alternate industry-recognized standard interior exhaust procedure that is accepted as providing an equivalent level of infection prevention and control (IPC), and safety. The alternate interior exhaust procedure is implemented by completing the following exhaust procedure is implemented by completing the following:
a. If exhaust is directed indoors, then the system must be HEPA filtered. Prior to start of work, including assembly of the ICRA barriers, initial baseline air sampling measurements for particulate levels must be taken in the planned area of discharge. Once containment is erected and completed, HEPA filtration must then be verified by particulate measurement, using a particle counter with multi-channel capabilities to measure down to 0.3 microns, to confirm that the discharge of the HEPA unit does not exceed the baseline particulate count of the area to which the exhaust is directed. Verification must continue at least three times per day (once every 8 hours), 7 days per week, during the use of the negative air machine and HEPA filter. Any exceedance must trigger a work stoppage and an immediate response and resolution. All particulate measurements, including the baseline measurement, must be documented and retrievable.
b. To accommodate the sampling, the negative air pressure machine must be fitted with a 2 ft section of ridged ductwork at the discharge. The sample port for monitoring must be in the ridged ductwork section.
c. Vapor generating processes must be assessed and appropriate filtration must be installed to mitigate transmission to the facility.
d. Engineering must do a complete flow and pressure analysis and document the area to which the air is being discharged to ensure the flow and pressure relationships in that area are not being adversely impacted by the additional flow. Ideally, this is done as part of the construction package to ensure the design is implementable and no additional HVAC changes are required to accommodate the exhaust from the negative air equipment.
e. Install device on exterior of work containment to continually monitor negative pressurization. To ensure proper pressure is continuously maintained, the device(s) shall have a visual pressure indicator, data collection and alarm.
f. Exhaust must be directed to Low Risk areas as defined in Table 3 in this VHA ICRA template. Ideally this discharge must be located so as not to impinge on high traffic areas or create a nuisance with noise or excessive airflow.
NOTE: Exhaust into shared or recirculating HVAC systems, or other shared exhaust systems (e.g., bathroom exhaust) is not accept”
Either alternative, provided it meets the requirements within the Specifications, is acceptable.
RFI #14: Is there a proprietary fire sprinkler, fire alarm, low voltage, or any other sub-contractor we must use?
VA Answer: The only proprietary systems we have are Fire Alarm (everon EST-4), Building Management System (JCI-Metasys) and Access Control (lenel). There are no mandated companies
RFI #15: Do they require a true 1-hour rating? If so, the system could only go to grid and not to deck (no system can accommodate the rat’s nest of pipes and wiring that is different hallway to hallway throughout the facility) and is most ideal for use replacing fire doors.
VA Answer: Temporary partitions are required to be 1-hour fire rating. How this rating is obtained is up to the construction contractor.
RFI #16: If they’re able to keep the sprinklers active during the renovations, our RealWall system can work to create nearly the same 1-hour rating. It is around half the cost of our FireBlock Wall system and more versatile for other renovation projects.
VA Answer: Sprinkler outages during construction are not anticipated unless requested by the construction contractor. Please see the Specification Section 01 00 10. However, all heads must be cleaned at the end of each Phase of the project.
RFI #17: Verify the heights for temp walls as typically we go up to grid and not deck, but our taller wall systems can go above grid but would need either coroplast of the fire drop cloths installed between deck to grid
VA Answer: Temporary partitions are required to be 1-hour fire rating. How this rating is obtained is up to the construction contractor.
RFI #18: When a new headwall is installed, does the drywall need to be patched back?
VA Answer: Yes
RFI #19: Will all the restrooms require new drywall and backing? If so, how high up?
VA Answer: No new drywall or backing is anticipated.
RFI #20: The note for the new grilles says to patch back the existing drywall. Do you know how much patch back is required?
VA Answer: Minimal patch back is expected.
RFI #21: If any code-compliant signage is needed, please provide a sign schedule and drawings for the bid.
VA Answer: NO new permanent interior signage will be required as part of this project. However, construction signage and life safety signage related to the execution of the contract is required. These signs must comply with the required specifications for material, contents, font size, etc.
RFI #22: who is specialty engineering for millwork structural backing?
VA Answer: Framing details and locations are included in the provided package.
RFI #23: Specs for rolling table to receive solid surface top?
VA Answer: Unit should be similar to the attached.
RFI #24: Is the floor-mounted equipment to be removed by (GC or VA)? What is the equipment that is to be removed?
VA Answer: Floor mounted items mentioned are electrical and plumbing boxes/connections. Removal is per the specifications and drawings as required for construction.
RFI #25: Does the floor mounted equipment require a specialty contractor for removal/re-installment? Where is the Floor-mounted equipment to be stored? Will it be a VA Designated location?
VA Answer: No specialty contractor is required. Floor mounted items mentioned are electrical and plumbing boxes/connections.
RFI #26: Wall Finish (Level)?
VA Answer: Level 3 finish.
RFI #27: What is the Deck Height?
VA Answer: 17 feet floor to deck.
RFI #28: How long is each phase of the project anticipated to be?
VA Answer: The total project is estimated to be 8 months.
RFI #29: Further clarification is needed with this statement (4. c. under ADDITIONAL CONSIDERATIONS):
0. Use of facilities bathrooms will be restricted to the contractor. The contractor shall be responsible for providing and servicing their own sanitary facilities.
Does this mean that we will need to provide porta-potties or an office trailer?
Will the use of the VA restroom facilities be restricted to all workers onsite?
VA Answer: Contractors may use PUBLIC restrooms within the healthcare facility provided they are kept in a neat and orderly fashion.
RFI #30: The current specifications call for Stonhard epoxy flooring, which is exclusively installed by their own team. We propose substituting it with Dur-A-Flex, a comparable product. Please confirm if this substitution is acceptable.
VA Answer: There is no specific requirement for Stonhard flooring. The flooring must meet the required specifications. If Dur-A-Flex meets all specification requirements, it is an acceptable option.
RFI #31: The current specifications call for Stonhard epoxy flooring, which is exclusively installed by their own team. We propose substituting it with Dur-A-Flex, a comparable product. Please confirm if this substitution is acceptable.
VA Answer: There is no specific requirement for Stonhard flooring. The flooring must meet the required specifications. If Dur-A-Flex meets all specification requirements, it is an acceptable option.
RFI #32: In drawing 01-EP101, note 4, it says that new data cables are to be pulled, but it does not say the same in note 1 regarding the data cables in the floor boxes, can you please confirm if we are to use the existing data cables in the floor boxes or install new cables?
VA Answer: Use existing data cables in floor boxes.
RFI #33: Please verify location of the MDF/IDF that the data cables will be pulled to.
VA Answer: 3D404 – Facilities Systems, 3D403 – IT, 3D401 – Electrical
RFI #34: Please confirm if patch panels are required? Is there enough space on the existing racks in the MDF/IFD to accommodate the new data cables?
VA Answer: There are adequate connections for the data cables.
RFI #35: What is the preferred brand of the data cables? Please confirm if CAT6 or CAT6A data cables are to be used.
VA Answer: CAT6A.
RFI #36: We see the Deduct Alts #1, 2 and 3 on the plans, but do not see it in the pricing or in the scope. Can the VA give us direction on this?
VA Answer: There are NO Deduct Alternatives for this project.
RFI #37: We find new headwalls in the plans, but nothing in the specs for the new headwalls. Please provide specs so we can invite headwall provider to bid.

RFI #38: Keynote 2 on Page 01-ED101 says to demo and remove wire back to source but does not show where the source is. Can the VA show us where source wiring is?
VA Answer: As built drawings show most connections above ceiling. 3D404 – Facilities Systems, 3D403 – IT, 3D401 – Electrical
RFI #39: Keynote 4 on page 01-EP-101 says to pull new data cable, verify existing elect, nurse call and data in field. That sounds like design build work and should be shown on plans. Can the Elect Engineer please specify where these sources are?
VA Answer: New data is required to be pulled from 3D404 – Facilities Systems, 3D403 – IT, 3D401 – Electrical
RFI #40: Keynote 5 on page 01-EP-101 says to relocate lights and other devices as needed. This sounds like design build work. Can the elect engineer show exactly what needs to be moved and to where? Will it affect the ceiling grid that may need to be modified?
VA Answer: Details relating to this work are within the 01-AE204, 01-AE205 and trade specific sections.
RFI #41: Keynote 5 on page 01-EP-101 says new nurse call to match existing, but we have no specs for nurse call, nor did they give us the existing. Can we get this info from the elect engineer?
VA Answer: Manufacturer is Hill-Rom.
RFI #42: Keynote 1 on page 01-PD101 say to remove fixtures but doesn't tell us what fixtures that are. Please provide a list and amount of what is being removed and stored.
VA Answer: The bathroom details are shown on 01-AE200 - 01-AE203.
RFI #43: What happens if these fixtures are lost or damaged during or after removal? Shouldn't these be all new fixtures?
VA Answer: The removal, storage, and reinstallation of these fixtures are the responsibility of the contractor.
RFI #44: General Note 17 and 18 page 01-AD102 and 103 states to refer to plumbing dwgs for work of fixtures but does not show what plumbing fixtures need to be removed. Then states to replaced damaged fixtures. There is no way to put a cost on this unless we know what it is and how many. Can the VA provide a list or schedule with locations, type and amount.
VA Answer: The bathroom details are shown on 01-AE200 - 01-AE203.
RFI #45: General Note 6 on page 01-AD 102 and 103 state to remove old casework. Please verify no new casework will be installed.
VA Answer: AE-400 and AE-501 show details. Documentation station should be similar to
RFI #46: Keynote 1 on Pages 01-FD101 and FS101 are saying to relocate sprinkler heads in certain areas temporally and then return to their original locations but does not show how many or the types. Please provide this info so we can get the cost for this work.
VA Answer: All areas must be adequately covered by fire sprinkler service during the project, as identified in the specifications. It is contractors’ choice on how to execute this.
RFI #47: Will the fire sprinkler work need to be done in phases as it shows phase 1, 2 and 3 or can we do it all at the same time so we only have to shut down the system once for relocation and once for reinstallation. Otherwise, we have 6 different visits at a minimum.
VA Answer: All areas must be adequately covered by fire sprinkler service during the project, as identified in the specifications. It is contractors’ choice on how to execute this.
RFI #48: Detail 4 page 01-AE400 shows a new solid surface countertop and assume some kind of casework but didn't find where this is on the plans. It also states structural framing shall be engineered by specialty engineer. Shouldn’t that detail by specialty engineer be in the drawings and specs?
VA Answer: Framing details and locations are included in the provided package.
RFI #49: Is all work to be done after hours and on weekends as per note #15 on page 01-AD103 or is this just for the demo of the VA designated vendor that is to remove and replace the ceiling mounted surgical equipment?
VA Answer: As stated in the RFP, work hours are 4:30pm to 6:00am Monday through Friday.
RFI #50: Has any of the existing flooring been removed yet?
VA Answer: No.
RFI #51: Is there any suspected Asbestos that may be present in any of the areas where work is to be performed? If so, can you provide the report?
VA Answer: There are NO known hazardous materials within the work area. Testing for Asbestos has been completed on the floor mastic and was negative. This report is available for review.
RFI #52: Can the VA please confirm that the entire area of the building will be vacated during each phase of construction?
VA Answer: Each Phased area will be under the sole control of the successful offeror during the construction timeframe for that Phase. Once a Phased area is turned over to the contractor, the VA will not have any operations or presence within that area (except for construction related inspections). Each phased area will be completely and entirely vacated by the VA for the duration of that Phase. Between phases, the VA will retain occupation to all spaces to allow for relocation of material and equipment necessary to support adjacent operations. No area that is under construction is required to be returned to a “sterile” condition at any point during the appropriate phase. No medical operations or activities will be occurring within these spaces during construction.
RFI #53: Will the site require Traffic or Pedestrian Control for the areas where the work will be performed?
VA Answer: No. However Temporary Signage will be required to account for Life Safety and Construction Zone Security.
RFI #54: Will the VA clarify if the VA or the Contractor will engage the Laboratory Testing for this project?
VA Answer: All testing will be in compliance with the specifications.
RFI #55: Confirm that the VA will be responsible for moving out all existing FFE furniture and Equipment in all areas prior to construction?
VA Answer: The VA will remove mobile GFE and materials from the Phased areas prior to turnover to the contractor.
RFI #56: Where is the anticipated laydown area for the general contractor, and what are the dimensions of this space?
VA Answer: There is no laydown space within the Main Hospital for the construction project outside of the actual work area. Exterior laydown space can be provided at a modest size and layout. The successful offeror is required to secure the exterior laydown space and maintain a presentable view.
RFI #57: Will the contractors and workers be allowed to use the restrooms inside of the building? Will the workers be allowed to use the VA cafeteria during breaks?
VA Answer: Employees may use PUBLIC restrooms within the healthcare facility provided they are kept in a neat and orderly fashion.
RFI #58: Please verify contractor is to submit one lump sum bid number.
VA Answer: Yes, you are to provide a lump sum price in Block 17 of SF 1442 on page 2 and also Section A.3 on page 12 of the solicitation document. In addition, the Offeror must provide a filled out Price Breakdown (see Attachment – Price Breakdown).
RFI #59: Does low voltage cabling need to be in conduit, or can plenum rated cable be used for low voltage wiring?
VA Answer: All wiring must be in compliance with the specifications.
RFI #60: It is understood construction barriers need to be set up and removed outside of normal working hours. Can demolition that could cause excessive noise be performed during normal working hours?
VA Answer: No, any activities that cause noise or vibrations CANNOT be accomplished outside of the identified work hours of 4:30PM – 6:00AM Monday through Friday. There is the potential for work to also occur on weekends, if necessary.
RFI #61: Provide the firm and point of contact for the mechanical controls, fire, alarm, access control, and nurse call systems?
VA Answer: The only proprietary systems we have are Fire Alarm (everon EST-4), Building Management System (JCI-Metasys) and Access Control (lenel). There are no mandated companies
RFI #62: We see the work hours listed on the plans, but can the VA confirm standard / permissible work hours during construction.
VA Answer: As stated in the RFP, work hours are 4:30pm to 6:00am Monday through Friday.
RFI #63: Due to circumstances beyond our control, the construction industry continues to experience significant volatility, resulting in material lead time delays and unforeseen costs of materials in nearly all commodities. How is the VA going to accommodate this if this trend continues?
VA Answer: The resultant construction contract is a firm-fixed-price contract. It is the prime contractor’s responsibility to submit a time extension request with the justification of the material delays. Based on the updated schedule and justification, a time extension will be granted accordingly.
RFI #64: Due to the Holidays and many sub-contractors being on vacation during this time, Is it possible to move the offeror due date and time to past the beginning of the year?
VA Answer: The proposal is due by 11AM on December 19, 2024 via email as outlined in the solicitation.
RFI #65: Please advise if the VA wants the Non-Price Factors / Sub Factors (Technical Proposal) as a separate document? Or can it be inserted into the pricing as one document? Is there certain a size limit (MB) on the submittal document/s?

One (1) bid bond guarantee. Electronic submission of the Bid Guarantee via email is authorized. Bid Guarantee part must include an electronic copy of the bid guarantee scanned in a manner that the raised seal is clearly visible. A bid guarantee must be submitted in a form of bid bond by the proposal submission due date and time.
Offerors are responsible for ensuring and verifying their price and all required documents are received at the email address designated in block 8 of the SF 1442 Solicitation and by the date and time specified in block 13A of the SF 1442 Solicitation (subject to amendment). Any exception to the terms and conditions of this request for proposal will result in a nonresponsive proposal.
RFI #66: Does the VA want the FAR clauses filled out and submitted as part of the offeror’s proposal? It’s not listed under Submission Requirements, but we see them on the RFP.
VA Answer: Yes, the VA wants the FAR Clauses and VAAR Clause 852.219-75 filled out.
RFI #67: Will the contractor be allowed to reuse existing straps and hangers for lights, ceiling grid, etc. where applicable?
VA Answer: If both the contractor and COR agree that the existing hangars, straps, grids are in serviceable condition, they can be reused.
RFI #68: Is there any other work being performed in the same area that could cause delays in getting the flooring replaced?
VA Answer: No. Each Phased area will be under the sole control of the successful offeror during the construction timeframe for that Phase.
RFI #69: Under the instructions for the offerors section of the RFP it shows we should submit costs in both the SF1442 Block a7 and the Price Breakdown sheet but there is no place for any of the 3 Deduct alts shown on the drawing. How should we approach this?
VA Answer: There are NO Deduct Alternatives for this project.
RFI #70: Is the contractor to add to existing walls to meet smoke and fire barrier requirements shown on page 01-AE101? If so, then what are the existing walls now so we can make these upgrades properly?
VA Answer: Temporary partitions are required to be 1-hour fire rating. How this rating is obtained is up to the construction contractor.
RFI #71: Is there a schedule for Partition Mounted Equipment and accessories that the contractor will be responsible for installing as shown on page 01-AE101, 102 and 103?
VA Answer: All locations requiring backing details (AE501, details 1-3) are annotated on AE101, 102, and 103 as to the requirements.
