About this file

This document is an Interface Master List attachment for the Kentucky Unemployment Insurance (UI) Modernization System, RFP 758 2000000335, detailing the system's required data exchange interfaces with internal and external partner organizations. The interface catalog identifies over 130 distinct data exchange interfaces spanning multiple functional domains including Benefits Initial Claim, Benefits Continued Claims, Benefits Monetary, Benefits Non-Monetary, Employer Registration, Employer Accounting and Receivables, Employer Reporting and Compliance, Benefits Collection, Audit and Investigation, Appeals, Research and Statistics, and General Ledger functions. These interfaces support connections with federal agencies (Social Security Administration, IRS, U.S. Department of Labor, ICON), state agencies (Kentucky CHFS, Revenue, Treasury, EMARS), and third-party service providers (SIDES brokers, transcription services, imaging systems). The interfaces encompass both existing and new/changed connections, with data exchange frequencies ranging from real-time and on-demand to daily, weekly, monthly, quarterly, and annual schedules, supporting both inbound and outbound data transmissions.

The system must satisfy 25 comprehensive interface requirements established by the Kentucky UI program, including capabilities for real-time and scheduled data exchanges with transaction queuing for system unavailability scenarios, XML data standards compliance for ICON and SIDES transmissions, Federal Tax Information (FTI) data handling per IRS guidelines, incoming data validation and rejection notification procedures, original data preservation and retrieval functionality, and successful interface interaction notifications to staff and external parties. The interfaces support critical UI functions including claimant identity verification and wage employment retrieval from SSA; SIDES separation information and earnings verification exchanges with employers and Third-Party Administrators; Federal wage and separation information requests through ICON; interstate claim information sharing (IB4, IB5, IB6, IBIQ, SID, FCCC, NDNH queries); federal reporting to IRS (1099-G, FUTA certifications); collection activities including TOPS offset processing with IRS and SEOP state employee cross-matching; and child support payment integration with Kentucky CHFS. The system design requires compliance with 20 CFR Part 619 Federal-State UI Program data exchange standards and must maintain audit trails and data integrity throughout all interface transactions.
