About this file

This document contains seven sample task order requests for proposal related to the BRAIN Initiative Cell Atlas Network Sequencing Core multiple award indefinite delivery/indefinite quantity contracts. The task order RFPs seek proposals for large-scale single-cell and bulk tissue genomics, epigenomics, transcriptomics, and multi-omics sequencing services to support several National Institutes of Health laboratories. Services include high-throughput DNA and RNA sequencing, data analysis, storage and transfer to NIH archives. Task areas include single-cell and bulk tissue sequencing and profiling, with performance periods of six to twelve months. Offerors must propose separate technical and cost approaches for each task order. The National Institute of Mental Health will evaluate proposals and make multiple awards to create an integrated sequencing network to serve the BRAIN Initiative Cell Atlas Network program.

approach for providing all resulting sequencing data and associated files to the BICAN Investigators and central data repositories.

Section H, and Section I.

E. Evaluation Criteria:

See Section M of the RFP. Price is also a factor. The Offeror(s) price proposal will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404.
