About this file
This document provides instructions for proposals in response to a solicitation from the National Institute of Mental Health to create the BRAIN Initiative Cell Atlas Network Sequencing Core. Multiple Indefinite Delivery Indefinite Quantity contracts will be awarded, each with a minimum and maximum value of approximately $149 million over a seven-year period of performance from January 2023 through January 2030. Successful offerors will have an opportunity to compete for additional work under various task areas. Offerors must submit separate price proposals for each of seven sample task orders and a general business proposal addressing maximum quantities and price points. Sample Task Order 1 is to be proposed as firm-fixed-price, while Samples 2 through 7 are cost-reimbursement. Subcontractor responses must be included as relevant. The solicitation seeks to establish an integrated network of sequencing service providers to support genomic and transcriptomic sequencing needs for several BRAIN Initiative research laboratories, focusing on the human brain and other mammalian species.

Additional Business Proposal Instructions
1. The government intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a seven-year period of performance from January 2023 through January 2030.
Each IDIQ contract award will include both a minimum and maximum dollar value. In accordance with “ARTICLE B.2. PRICES /COSTS”, a maximum dollar value of approximately $149 Million shall be stated in each IDIQ contract at time of award. Each successful Offeror will be guaranteed upon award of the IDIQ contract for a minimum dollar amount.
Task Order 1 shall be a fixed price contract with a 1-month period of performance and awarded concurrently with the IDIQ contract under General Task Area 1: Manual of Operations.
Successful Offerors shall have a fair opportunity to compete for additional work under Task Areas 2-7 in which they proposed and received an award and may receive up to the maximum dollar value if awarded additional task orders.
2. Offerors must include a separate price proposal for each Sample Task Order in which they propose. Price proposals for Sample Task Areas 2 – 7 should include the fixed unit prices for the quantities identified in the sample task orders. Additional instructions are provided in the sample task orders (see Attachment 9). These sample task orders are representative of typical projects and are being used for illustration purposes. They may or may not represent actual task orders that will be awarded at the time of contract award.
3. A general business proposal is required to address the maximum quantities identified in the General Tasks of the Statement of Work including price points. A detailed price proposal must be provided for each Sample Task Order the offeror submits a proposal for. In addition, the task order price proposal must follow the requirements of Section L of the Solicitation. Sample Task Order 1 is to be proposed as a Firm-Fixed-Price Task Order, while Sample Task Orders 2 – 7 are to be proposed as Cost Reimbursement Task Orders.
4. Should an offeror propose a subcontractor, all responses provided in the general proposal section of the offeror’s proposal must include the subcontractor’s responses to those areas as well.
