About this file
This document contains a sample task order request for proposal and information about a related federal contract opportunity from the National Institute of Mental Health. The sample task order requests proposals for the development of a Manual of Operations to detail processes for sample receipt, storage, tracking, sequencing methods, quality control, data analysis, informatics, and communication plans for tasks involving single-cell and bulk tissue transcriptome and epigenome sequencing, whole genome and exome sequencing, and novel omics sequencing. Offerors must submit their technical proposal for the task order along with their overall proposal by the deadline. The federal contract opportunity solicitation seeks providers to create an integrated BRAIN Initiative Cell Atlas Network Sequencing Core through multiple IDIQ contracts to perform genomic, epigenomic and transcriptomic sequencing of libraries from isolated cells, nuclei and tissues from the brains of multiple mammalian species including humans. Interested offerors should review all attachments and submit all required documentation and information.

2. Detailed description of the proposed sequencing methods
3. Detailed description of laboratory QC procedures
4. Detailed description of analysis and bioinformatics for data cleaning
5. Detailed description of informatics used for the proposed sequencing/profiling, database management, data transfer, and data security
6. Detailed plan for communication with BICAN investigators, NIH BRAIN Initiative staff, NIH designated data repositories and data coordinating center, and other contractors during Phase I of each task order, when QC measures and procedures will be finalized, and during Phase II. The communication plan should include procedures for resolving concerns regarding sequence data quality.
7. Key personnel including their responsibilities and contract information, and a key personnel replacement plan
