About this file
This is a Technical Proposal Response template for Service Category 2 (Multi-Tenant Contact Center Services) issued by the Florida Department of Management Services under RFP No. 26-83111500-RFP. Respondents are required to submit detailed proposals addressing seven prompts covering general contact center offerings, Automatic Call Distribution (ACD) services, Auto-Attendant and Interactive Voice Response (IVR) capabilities, reporting and analytics functions, call recording services, workforce management features, and miscellaneous services. Each prompt response is limited to a maximum of 9,000 characters. The proposal submission deadline is March 17, 2026, at 10:00 AM Eastern Time via the MyFloridaMarketPlace Sourcing Event through the SAP Business Network, with public proposal opening scheduled for 11:00 AM the same day. The evaluation period is anticipated to run from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will have an initial three-year term with potential for renewals, and the Department intends to make multiple statewide awards, though it reserves the right to award to one or multiple respondents by region or make no award based on the state's best interests.
Respondents must address specific technical requirements including trunking services management (TDM, SIP, data, and toll-free), data protection for remote and at-home agents, multi-tenant environment traffic isolation to prevent customer impact during unexpected surges, and detailed failover design specifications. The template requires respondents to certify compliance with all referenced Attachment A (Scope of Work) requirements and prohibits submission of additional files, links, or resumes outside the designated response blocks. Pricing will be submitted as ceiling rates negotiable lower in individual Customer Scope of Work agreements. Mandatory responsiveness requirements restrict participation to vendors not on the Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator Vendor List, or Forced Labor Vendor List, with additional requirements including certification of no offshoring, E-Verify compliance, and submission of Drug Free Workplace and Foreign Country of Concern attestations.
