About this file

This is an attachment to a federal contract solicitation that establishes the milestone payment events, performance-based payment schedule, and completion criteria for a flight instrument delivery order. The document requires the offeror to propose interim payment events and associated completion criteria that flow into government-provided major payment events across three Contract Line Items (CLINs): CLIN 001 Flight Instrument, CLIN 002 Flight Instrument, and CLIN 002 Pre-Priced Change (PPC) Options. The total percentage of all proposed payments cannot exceed 100% of the Total Firm Fixed Price, and cumulative payments per fiscal year must align with the Funding Profile in Attachment F.

CLIN 001 encompasses eight major milestones spanning from Kickoff Meeting through FM-2 Delivery, including System Requirements Review (SRR), Preliminary Design Review (PDR), Engineering Development Unit (EDU) completion, Critical Design Review (CDR), Pre-Environmental Review (PER), and FM-1 Pre-Shipment Review (PSR). CLIN 002 contains five major milestones from Observatory Pre-Storage Review through FM-1 Commissioning and Final On-Orbit Acceptance, with detailed completion criteria requiring demonstration of instrument health, performance, functionality, on-orbit activation and calibration, appendage deployment, and specification compliance. The PPC options (Events 14-17) address potential delays in observatory delivery, environmental testing support, and launch schedules with monthly incremental payment structures. Each milestone closure requires Contracting Officer Representative (COR) notice and satisfaction of specific technical requirements, CDRL deliverables, review completion, risk management documentation, and resolution of critical action items. Performance events must represent meaningful efforts and actions with payment amounts commensurate with their value.
