About this file

This is a Draft Request for Proposal (DRFP) notification issued by NASA Goddard Space Flight Center for Solicitation No. 80GSFC25R7015 regarding the Space weather Observations at L1 to Advance Readiness (SOLAR) Series X-Ray Irradiance Sensor (XRIS) program. The primary objective is to design, analyze, develop, and fabricate two flight X-Ray Irradiance Sensors to monitor X-ray flares affecting Earth's ionosphere. The X-ray irradiance measurement is identified as a high-availability product and a priority for the National Weather Service's space weather observations, essential for predicting space weather events and protecting critical infrastructure across aviation, commerce, energy, space exploration, and defense sectors.

The acquisition will be conducted as full and open competition resulting in a Firm Fixed Price and Time and Materials contract with an eight-year period of performance from the contract effective date. The NAICS code is 336414 with a small business size standard of 1,300 employees. Contract performance will be conducted offsite at the Contractor's facilities, with Government Furnished Property available for offsite use. The final RFP is planned for release in the second quarter of 2026 with proposals due approximately 30 calendar days thereafter. Contract award is anticipated in the fourth quarter of 2026. Potential offerors must submit comments on the DRFP within 14 calendar days to Daniel Han at daniel.s.han@nasa.gov and must be registered in SAM.gov and the VETS-4212 database. Proposals must be submitted through NASA's EFSS Box, a FedRAMP Moderate certified platform. A potential organizational conflict of interest exists requiring offerors to reference Section L of the solicitation and NFS clause 1852.237-72.

Draft Request for Proposal (DRFP), Solicitation No. 80GSFC25R7015, for Space weather Observations at Ll to Advance Readiness (SOLAR) Series X-Ray Irradiance Sensor (XRIS)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center's Space weather Observations at Ll to Advance Readiness (SOLAR) (previously named, Space weather Observations at Lagrange 1 (SOL)) series X-Ray Irradiance Sensor (XRIS) draft solicitation. The principal purpose of this requirement is to design, analyze, develop, and fabricate two (2) flight X-Ray Irradiance Sensors that will monitor X-ray flares that may cause changes in the Earth's ionosphere. The X-ray irradiance measurement is a high availability product, which is one of the National Weather Service's highest priorities for space weather observations. The continuation of these observations is essential for space weather predictions and the creation of actionable warnings for the protection of critical infrastructure spanning multiple national sectors—aviation, commerce, energy, space exploration, and defense.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.

Potential offerors should identify any unnecessary or inefficient requirements and are also encouraged to comment on any unique terms, conditions, and Section M Evaluation Criteria.

NASA will conduct this acquisition as a full and open competition. This competitive acquisition will result in a Firm Fixed Price and Time and Materials contract. The contract will have a total period of performance of approximately eight (8) years from the contract effective date. The North American Industry Classification System (NAICS) code for this acquisition is 336414 and the small business size standard is 1,300 employees.

Potential offerors should ensure its company is listed in the online database( s) for the following:

(1) System for award management:

(2) U.S. Department of Labor Veterans' Employment and Training Service, VETS-4212 Reports:
