I. Overview
The FAA intends to issue a single task order award (Task Order 001), in addition to the IDIQ award, as part of this competition. However, the FAA reserves the right to not award a task order if such action is determined to be in the FAA’s best interest.
This document provides instructions for completing Attachment L002 – Task Order 001 Pricing Proposal. Note that for contracting purposes, this document also serves as the Request for Task Order Proposal for Task Order 001, and thus it includes its SOW and deliverables.

Update the Existing Controller Job Analysis and Create an Assessment Strategy Task Order 001 Statement of Work
1. Background
The Federal Aviation Administration’s (FAA’s) Office of Human Resource Management (AHR) is responsible for developing and managing the policies, procedures, and systems that ensure that the Agency recruits, hires, trains, and retains the right people to carry out its mission. The Air Traffic Control Specialist position is one of the FAA’s Mission Critical Occupations. The FAA uses the Air Traffic Skills Assessment (ATSA), a pre-employment selection test battery, to identify candidates who have the highest probability of succeeding as air traffic controllers. This contract will support the FAA in the development and validation of a new pre-employment controller selection test to replace ATSA.
2. Requirements
2.1 General
The Contractor must furnish the necessary personnel, materials, equipment, facilities, travel, and support in accordance with this SOW. The Contractor must provide the appropriate program management, and project control necessary to manage this Task Order; ensure that the cost, schedule, and quality requirements are continually tracked, and the status communicated to the FAA; and ensure that this Task Order is successfully completed.
2.2 Project Management
The Contractor must manage its performance on this task order to ensure that work is performed efficiently, accurately, on time, and in compliance with the contract requirements.
2.2.1 Staffing
The Contractor must maintain appropriate staffing levels, notify the COR whenever a staff vacancy occurs, and fill vacancies upon Contracting Officer (CO) approval. When vacancies are approved but not filled within 20 business days, the Contractor must provide written notice to the COR stating the reason for not filling the vacancies.
2.2.2 Meetings
The Contractor must attend a kick-off meeting upon contract award with the CO, COR, and Program Office representatives to review requirements and understand work scope and deliverables. Also, the Contractor must participate in, and provide minutes for, additional meetings, including:
Page 4 of 7 5/23/2022
• Periodic status meetings, as needed
• Quarterly Program Management Reviews to discuss task order performance including, but not limited to, accomplishments, schedule, and financial summary
• A task order planning meeting that will occur as we approach the end of Task Order
001, but prior to issuing the subsequent task order. The purpose of this meeting is to discuss lessons learned from the completed task order, and to plan the requirements and approach for the upcoming task order.
2.2.3 Project Management Approach
The Contractor must develop a project management approach (PMP) that contains its approach for managing this task order. The Contractor must resubmit the PMP to the COR for approval when significant changes are made. Any changes that will affect the schedule by more than ten (10) business days must be submitted to the COR.
2.2.4 Monthly Reporting
The Contractor must provide Monthly Status Reports (MSRs) to the COR that include the following information:
• Overview of work completed, work in progress, and work planned;
• Status of individual deliverables;
• Identification of risk areas with recommended remedial actions;
• Status of all outstanding risks identified in previous MSRs; and
• Any additional information pertinent to the Government in administering the performance of this effort or as requested by the COR.
2.3 Task 1. Update the Existing Controller Job Analysis and Create an Assessment Strategy
The Contractor must conduct a job analysis that results in lists of controller tasks organized into job duties; knowledge, skills, abilities, other personal characteristics (KSAOs); and tools and equipment (T&E) to serve as the foundation for the new selection test. Although this task order will result in an update to an existing job analysis, the Contractor must—at a minimum—conduct the legally required steps for conducting a job analysis for use as the foundation for a pre-employment selection test, and to conduct the analysis in a manner consistent with legal requirements and professional guidelines, and that will support a broad validity evidence argument. The final lists of duties/tasks, KSAOs, and T&E must reflect both current and near term (1-2 years) job and worker requirements for certified professional controllers. Although controllers work in three different facility types (i.e., Airport Traffic Control Towers [ATCTs], Terminal Radar Approach Control Facilities [TRACONs], Air Route Traffic Control Centers [ARTCCs]), the Contractor’s process must result in content that is identical where the jobs and requirements are the same, but also identifies if and where the jobs and their requirements are
Page 5 of 7 5/23/2022 different. In addition to providing the final lists of duties/tasks, KSAOs, and T&E in Microsoft Excel format, the Contractor must submit a job analysis technical report that describes the research process and the results in accordance with legal requirements and professional guidelines.
The Contractor shall also create an efficient assessment strategy for controller pre-employment selection that balances validity and administrative burden, and that takes adverse impact and the FAA’s unique situational characteristics and constraints into consideration. The strategy should recommended types of assessments and other relevant features (e.g., hurdle vs. compensatory approach, proctored vs. un-proctored assessments, assessment type, item type, custom vs. COTS) to cover the KSAOs required at entry for controller candidates with no prior air traffic control experience. The assessment strategy does not require the identification of specific tests, but rather high-level recommendations with examples of assessments that would likely meet the stated requirement. The Contractor must defend its methods and recommendations in the draft assessment strategy. The Contractor will brief its recommendations to the FAA and obtain approval prior to finalizing the assessment strategy.
3. Period of Performance
The period of performance of this Task Order is 14 months.
4. References/Applicable Documents

5. Deliverables and Delivery Schedule
The following is a table of required deliverables for Task Order 001. Deliverables must be submitted to the Contracting Officer (CO) and the Contracting Officer’s Representative (COR) via electronic mail.
The FAA will require ten (10) business days to review each deliverable. If rejected, the FAA will provide rationale to the Contractor for the rejection. The Contractor will have ten (10) business days or date agreed to by Contractor and CO/COR to resubmit rejected deliverable.
