Task Order Title: Counter Nuclear Smuggling System Deployment (CNSSD) Services for Africa I, Niger Group 1 (NEG1).
Scope: Police Mobile Border Patrol Companies (CMCF) counter nuclear smuggling equipment deployment and one border crossing counter nuclear smuggling system deployment.
Requirements Documents: The following task order requirements describe key milestones and deliverables. For a more complete description of the technical requirements of this order please refer to the most current version of the NEG1 SRD.
1.1 The Contractor shall provide Project Management services described in the Africa I
Statement of Work Section 2.
1.2 Niger Security Policy: The Contractor shall adhere to the NSDD Niger Security Policy during all relevant project activities.
1.3 Inspection and Testing Package: The Contractor shall provide an Inspection and Testing
Package that shall identify testing procedures for evaluating functionality of all equipment and systems procured under this effort. At a minimum, the Inspection and Testing Package shall provide individual test scripts for each type of equipment and system that demonstrates all relevant components are present and that equipment is able to meet operational requirements found in the NEG1 SRD. The Contractor shall host an Inspection and Testing
Package Review meeting with the Government, within 10 calendar days of delivery of the
Inspection and Testing Package. Additional meetings may be required to address any punch list items.
1.4 Equipment Procurement: The Contractor shall purchase, ship, and deliver all equipment identified in the NEG1 SDS.
1.4.1 All purchases of equipment shall be in accordance with NSDD requirements and agreements with the host country government. All equipment shall be delivered in accordance with NSDD Program guidance for international shipping and shall be coordinated with the U.S. Embassy, as needed.
1.4.2 Manuals: The Contractor shall provide all manuals and other equipment documents. All documents shall be provided in English, but may be translated into French at the request of the COR.
1.4.3 NSDD Identification Number: If requested by the COR, The Contractor shall place labels on all equipment identified in the SDS with a NSDD approved identification number and sequence. The labels shall be durable, waterproof, and should not peel or fade due to the sun, rain, snow, or ice. The Contractor shall identify any equipment that cannot be labeled and shall provide a suggestion on how this equipment can be identified for maintenance and accountability purposes.
1.4.4 Warranties: The Contractor shall ensure that all equipment purchased has one year of warranty from the vendors upon transfer to partners at the conclusion of the effort. Where warranties are not available, the contractor shall propose the appropriate spares that provide an equivalent of 1 year of warranty.
1.4.5 Spares and Consumables: When spares and consumables are required, the
Contractor shall provide spares and consumables for equipment for 2 years of continuous operations.
1.4.6 Master Equipment List: The Contractor shall maintain a Master Equipment List
(MEL) that includes all equipment that will be procured as part of this effort. At a minimum, the MEL shall include equipment type, manufacturer, model number, serial number, price, warranty expiration date, and the NSDD Identification
Number with completed NSDD Contractor HRPP EC Confirmation.
1.4.7 Equipment Quality Review: The Contractor shall facilitate a quality inspection of every piece of equipment being conducted by the Government upon arrival in country and before the transfer of equipment to partners. The quality inspection should focus on ensuring that the equipment provided by the supplier meets all model and functional equivalent specifications, is operational, that all components are present, and that all warranty documentation is present. The
Contractor shall provide an Equipment Quality Review Package, which includes all completed inspection documentation for equipment.
1.5 Maintenance Plan: The Contractor shall develop a Maintenance Plan that shall address each type of equipment and system provided under this effort. Topics in the Maintenance Plan shall include preventative maintenance tasks, vendor details and contact information, local vendors for any spares and consumables, warranty information, directions for how to utilize warranties, any help desk or maintenance contacts, and a list of local or regional contractors that could conduct equipment repairs. The Maintenance Plan shall be provided in English and
French.
1.6 Installation: The Contractor shall install all systems provided under this SOW to ensure fully functional counter nuclear smuggling systems.
1.7 Equipment Storage: The Contractor shall arrange for any in-country storage of parts, materials, and assembled units prior to testing. The Contractor shall ensure systems are stored in secure location(s) and under environmental conditions suitable for maintaining the technical capability of the equipment.
1.8 Transfer of Custody Letter: The Contractor shall develop a Transfer of Custody Letter for transferring ownership of equipment between the U.S. Government and the appropriate partner government organization. Upon approval of the Transfer of Custody Letter format by the COR, the Contractor shall complete Transfer of Custody Letters for equipment provided to the partner country under this effort within no later than 15 days prior to the transfer of equipment to facilitate the transfer. Transfer of Custody Letters shall be provided in English and French.
1.9 Equipment Acceptance: Equipment shall be accepted by the Government after an inspection has been conducted that verifies completion of the Contractor Equipment Quality Review, the equipment evaluation period has been completed, and the submission of the CNSSD Program
Site Acceptance Request. Prior to performing the inspection, the Contractor shall provide the
NSDD CM a list of all equipment that has been verified, the quantities of each piece of equipment and a list of any open deficiencies.
1.10 Evaluation Period and Post-Project Assessment Visit: The Contractor shall provide maintenance support for 6 months after the transfer of equipment to the partner government organization. At the end of the evaluation period, the Contractor shall assist with facilitating and participating in a Post-Project Assessment Visit, which shall be led by the government.

Manager. Acceptance will not be finalized until after final equipment inspections have been performed and any punch list items or other issues are resolved to the satisfaction of the COR.
