This approach is typically more appropriate for past performance. Further, limiting the experience submission to five contracts prohibits bidders from presenting the full breadth and depth of their experience. While the CNSSD program awards a single contract that covers multiple projects in multiple countries, the vast majority of government and commercial clients award their contracts on a single country and even single site basis. Even within other parts of DOE, most contracts are let on a single country or site basis. We are a global company with offices and operations around the world. We are always working projects in multiple countries on multiple continents with direct relevance to this SOW (e.g. installing radiation detection equipment, CAS systems and software, construction oversight, etc.), but almost all of this work is awarded on a one contract per site basis. A lot of our work is performed by the country we are working in, so they do not even have the capability of offering us a multi-country contract. Further, if we allocate the five Relevant Corporate Experience Forms among our three team members, each company will have at most only two contracts, which does not come close to demonstrating the true breadth of our capability to work all over the world. Additionally, corporate experience typically allows bidders to take credit for the capabilities of their people, not just their contracts. For example, we have three personnel who previously served as country managers on another NNSA project where they led operations in multiple countries on multiple continents. They were not part of our company at the time they performed the work, so we cannot take credit for that capability in the Relevant Corporate Experience Forms. But their personal experience is a valuable part of our current capabilities as they are available to lead projects for this program and their proven experience delivering quality products for NNSA should be part of the evaluation. Will CNSSD consider changing the evaluation approach from an individual contract basis to a total capabilities basis? If not, will CNSSD consider increasing the number of contract forms to five per team member, rather than five total, and allow us to demonstrate our capability to work in multiple countries through the combination of individual projects? If not, will CNSDD consider expanding the introduction page count to allow bidders to fully describe the relevance of their additional capabilities outside of the five contracts forms submitted? | This will be changed to a two (2) page introduction in the final RFP, no other changes will be made to the requirement. |
