About this file
This document is an attachment to a draft Request for Proposal (RFP) for the Eglin Operation and Maintenance Services (EOMS) II program. The attachment describes a notional Improvement and Modernization (I&M) project called the Gulf Range Enhancement II (GRE II) that will enhance instrumentation supporting test and training operations in the Eglin Gulf Test and Training Range (EGTTR). The project will add underwater fiber, instrumented buoys, advanced destruct systems, impact location systems, telemetry, and other capabilities. The O&M contractor is expected to provide subject matter expertise to support the Government's integration and cybersecurity efforts, and develop efficient support concepts for operating and maintaining the new systems across a wide geographical area. The RFI requests industry feedback on the draft RFP, including any concerns, ambiguities, or recommendations for improvement. Responses are due by 1600 CST on 17 Dec 2024.

ATTACHMENT L-2 Sustainment and Modernization Scenario
The following narrative describes a potential scenario to represent the nature of anticipated Eglin Improvement and Modernization (I&M) projects. The Offeror shall not make any effort to design a system to meet this notional requirement. The Offeror shall answer the associated I&M Scenario Questions (Attachment L-2) in the Offeror's proposals, and the Government will evaluate the Offeror's proposal IAW Section M, paragraph M-2.2.5.4.
I&M Project Scenario: Gulf Range Enhancement Location: Eglin AFB, FL, Saddlebunch, FL, and Gulf of Mexico Timing: Sometime during contract – assume spring / summer if it matters in the development of the response.
Scenario: The Gulf Range Enhancement II (GRE II) I&M effort enhances the coverage and fidelity of instrumentation supporting test and training in the Eglin Gulf Test and Training Range (EGTTR) water ranges. The EGTTR extends south to the Florida Keys and is the largest water test range in the continental United States.
As depicted, GRE II adds underwater fiber (red Dash Lines) from Test Site (TS) A-10 to TS D-8 and instrumented buoys V-0 through V-5.
TS D-4, TS D-6, and instrumented buoy V-6 were completed under GRE I. GRE II adds additional mobile telemetry, radar, flight termination, water scoring, and unmanned air instrumentation systems.
GRE II will contract with one or more Prime Contractors to add the following capabilities:
1. Airborne/Maritime Advanced Destruct System – Aircraft pod that provides Beyond Line of Sight (BLOS) sea surveillance and command destruct capabilities.
2. Gulf Range Over Water Impact Location - Unmanned, autonomous scoring of water impact weapons tests up to 200 miles from shore.
3. Passive Multi-Object TSPI – Signal Direction Finding and Time Difference of Arrival receive systems mounted on trailers and the buoys. Also, two trailer mounted Telemetry Antenna Systems capable of interrogating a C-Band radar transponder.
4. Score Enhancing Network Telemetry Relay – Small UAS based video of test events over the Gulf range, provides mesh network relay node for data backhaul and remote command and control activities.
5. Fast Action Support Transport - The ability to rapidly deploy equipment and personnel greater than 75 nautical miles from shore to support test instrumentation and systems and then return to shore after the mission in a normal workday.
6. Multi-Static Radar – Multi-Object Tracking Radar utilizing one or more mobile transmit and two or more mobile receive sites.
7. Maritime Surface Target – A vessel with Container boxes stacked on the deck to create a target silhouette. Damaged boxes are replaced to prepare for the next test.
8. Regional Training Support with Low-Cost Threat Emitters – Networked land and water-based training system from Mobile to Tampa.
These systems support eight EGTTR water missions per year and require the EOMS II Contractor to deploy systems up to 200 miles from shore and remotely operate all systems from the Eglin Range Control Complex (ERCC) 1&2.
The O&M Contractor shall support the Government’s efforts by providing Subject Matter Expertise for range integration and cyber security efforts to ensure smooth installation of the delivered capability. The SMEs shall support the Government design/build decisions impacting the sustainability of the new capability. The O&M Contractor shall be responsible for integrating the new systems into its manning, operational, training, and maintenance and making the new systems available for test support. The O&M Contractor develops efficient support concept of operations which projects necessary geographical support from Mobile, Alabama to Key West, Florida.
In response to the I&M Project Scenario, the Offeror shall address the following questions. Assume the project is one of three similar projects in a given execution year.
1. Describe what the Offeror considers essential engineering and specialized craft staffing requirements for providing the support described in the scenario, and the Offeror’s approach for making those skills / personnel available when required.
2. Describe the Offeror’s strategy for manning and sustaining sufficient transient workforce in the area to providing the support described in the scenario, and the strategy for demobilizing the temporary workforce requirements upon successful project delivery.
3. When the project is complete to what extent does the Offeror expect to utilize sub-contracting in executing operation and maintenance, to minimize government long term sustainment cost risk (DBA) and providing sufficient mission support (RBA)?
